5.0 NOTES

5.1 The design effort to implement generator excitation modifications was conducted under a separate contract. The purpose of this effort is to review, implement, and test those modifications.

5.2 The NOAA Ships Pisces and Bell M. Shimada are vessels that were designed and built in the same time period, while some difference may exist, the vessels share many similarities.

***Summary of problem***

5.3 The following Statement of Work applies to both ships.

5.4 The referenced design has been reviewed and approved by ABS.

5.5 Ship check dates include:

5.5.1 Pisces:

5.5.1.1 June 21-June 24, 2018 (Moorehead City, NC)

5.5.1.2 July 24-August 1, 2018 (Charleston, SC)

5.5.2 Shimada:

5.5.2.1 July 10-July 14, 2018 (San Francisco, CA)

5.5.2.2 July 24-July 30, 2018 (San Francisco, CA)

5.6 Implementation of the described changes shall occur during the next in-port availabilities:

5.6.1 Pisces: January 1 –15 February, 2019 (TBD - Southeast US)

5.6.2 Shimada: 1 February – 15 April, 2019 (Newport, OR)

6.0 QUALITY ASSURANCE REQUIREMENTS

6.1 The Contractor shall establish, document, and maintain an effective quality assurance system to ensure and verify that the material, processes, and procedures used comply with the requirements.

7.0 STATEMENT OF WORK

7.1 Conduct Ship Check during dates shown in Section 5.4 and develop an engineering summary report to include the following:

7.1.1 Survey switchboard and provide hardware mounting general layout sketches showing where components will be physically installed.

7.1.2 Provide hardware mounting procedures and timelines. Include provisions should welding be required.

7.1.3 Develop testing procedure to confirm proper functionality of installed equipment.

7.1.4 Investigate the feasibility and expected benefit of integrating digital voltage regulators into the modifications described in this Work Item. Include an estimated cost (parts and labor) to implement the design.

7.1.5 Investigate the feasibility and expected benefit of integrating a Woodward easYgen into the modifications described in this Work Item. Include an estimated cost (parts and labor) to implement the design.

7.1.6 Based on the requirements of this Statement of Work, provide an overall assessment of the expected benefit, recommendations for implementation, and alternatives (if any) for improving load sharing.

7.2 Provide engineering summary to NOAA COR for review and approval prior to installation.

7.2.1 Allow for 2 weeks for review and approval.

7.3 Procure equipment in accordance with References 2.3 and 2.4.

7.4 Build and wire subpanels and any required enclosures in accordance with References 2.3 and 2.4.

7.5 Install subpanels and/or enclosures and install/wire equipment onboard vessels per Reference 2.3 and 2.4.

7.6 Redline Reference 2.3 to represent the as-built installation.

7.7 Conduct Dock Trials and Sea Trials in accordance with approved Test Procedure (Refer to requirement 7.1.3) to the satisfaction of ABS Surveyor and NOAA COR.

7.8 Demonstrate proper operation and functionality to the crew in the form of crew training. Following demonstration crew shall operate system while under guidance of contractor. For bidding purposes demonstrations should last minimum of 8 hours.

7.9 Provide technical manuals to the COR for all installed equipment.

7.10 Provide summary report including the following:

7.10.1 Detailing work performed.

7.10.2 Summary of Dock Trials and Sea Trials results.

7.10.3 Recommended spare parts.

7.10.4 Future recommendations for improved functionality.
