About this file
This is a solicitation document from the New Jersey Department of Transportation (NJDOT) for bridge inspection services under NBIS (National Bridge Inspection Standards) for Nonredundant Steel Tension Member (NSTM) bridges. The project involves inspection of 21 State NSTM bridges in Group F27C, plus one sign structure, totaling 22 structures requiring comprehensive visual and nondestructive testing inspection. The solicitation is a one-step technical proposal process with a closing date of September 24, 2026, a last date to submit questions of September 17, 2026, and an anticipated selection date in October 2026. The work encompasses routine inspections, in-depth NSTM inspections with specialized nondestructive testing (ultrasonic testing, magnetic particle testing, and dye penetrant testing), underwater inspections where applicable, and load rating analysis in accordance with the 2018 AASHTO Manual for Bridge Evaluation. Deliverables include comprehensive Bridge Survey Reports, CAD drawings, streambed profiles, load rating models, and SNBI inventory data entry, with reports required in PDF format loaded to the CombIS system and submitted within specified timeframes.
This is a Federal-funded, project-specific fixed-price agreement with one selection to be made based on technical qualifications. Eligible firms must be prequalified with NJDOT in discipline I-5, Level A as of 10:00 AM on the closing date; firms not currently prequalified may become eligible by this deadline. There are no Federal or State certified firm goals for this project. The solicitation imposes a two-project selection limit for any firm across current bridge inspection solicitations advertised within two months of each other and a one-project limit in the specialty category (which includes NSTM projects). Key personnel—the Project Manager and Structural Team Leader—must be full-time employees of the proposing firm or must provide commitment letters; only one firm may submit a particular individual in a key role across solicitations posted within two months. All proposals must include NBIS resumes with ASCE grades, evidence of required training (including mandatory NHI #130078 for NSTM Team Leaders per 23 CFR 650 Subpart C), three similar NBIS reference projects with specific documentation, and ownership disclosure, business registration, and Iran/Russia-Belarus certification forms submitted separately to Bid Express.

Note: Failure to include all required documents with your submission shall render it non-responsive.
CLARIFICATIONS/COMMON ERRORS/CHANGES IN THIS SOLICITATION
1. It is important to include the ASCE Grade of the proposed Project Manager in the NBIS Resume. This information is needed for the Consultant Selection, and we will need to call and ask for it if not included.
We also request that the ASCE Grade of all Team Leaders be listed.
2. Firms may submit the same bridge inspection team for any or all of the current Solicitations (eligibility notwithstanding). However, firms can only be selected for one project for any one team. If firms choose to submit more than one bridge inspection team to compete for the current solicitations, then firms will be required to submit a separate Technical Proposal for each team. Also, firms are required to indicate which team leader is being proposed on the Technical Proposal cover via use of a simple alphabetical code. The labeling system shall remain consistent for each of the current Solicitations. This means that
“Team A” is to remain “Team A” for all Technical Proposal’s submitted at this time (or in response to any solicitation for Bridge inspection posted within a 3-month period). For instance, if firms submit separate teams for Solicitation 1 and Solicitation 2, they shall not identify them both as “Team A” unless they both use the same team leader. When (and only when) a solicitation requires the use of two team leaders a combination label shall be used that indicates the two team leaders used, for example “Team
AC”, with the first letter representing the primary team leader (the one that is committed to fulfilling greater than 50% of the field requirement for 2-team leader solicitations). Finally, the substitution of a different Project Manager does not constitute a new bridge inspection team, only a new Team Leader can constitute a new team.
3. The Consultant Selection effort will consider a firm’s Project Preference List when making selections for projects. The Project Preference (Matrix) List must include all projects for which a Technical
Proposal is submitted and must list EACH team submitted for EACH project as a separate line, with an order of preference shown. This means that a firm submitting a Technical Proposal for Routine Bridge Inspection (I-1), Movable Bridge Inspection (I-3) and Complex Bridge Inspection (I-5) projects, or any other project listed in the “Bridge Inspection Requirements” section of this document, using the same bridge inspection team, must prioritize all potential projects that the firm is interested in performing in a single Project Preference (Matrix) List. Include a printed copy in EACH proposal submitted. The Project Preference (Matrix) List is to be prepared in Microsoft Excel (.xls) format and should be uploaded to Bid Express as indicated in the Optional Document List.
4. There is a limit of two project selections for any firm from all current Solicitations. This means that a firm will never be selected for more than two projects no matter how many teams are submitted. Please note that, for this solicitation, no more than one team per firm is to be submitted. A firm will be considered for up to one project in the specialty category, which consists of Movable Bridge Inspection
Projects, Complex Bridge Inspection Projects, and NSTM Bridge Inspection Projects. A firm will be considered for up to two projects in the Regular NBIS Bridge Inspection Projects. Note that the Department will award one project selection to all eligible firms before awarding a second project selection to a firm. Eligible firms for all bridge inspection projects will be all firms that score within 5% of the top ranked firm in the solicitation (or up to 10% at the Department’s sole discretion for SBE categories). Solicitations advertised within 2½ months of each other will be considered “current” and thus also fall under all the above guidelines.
5. Training
The training requirements called for in the Evaluation Criteria document will control. You must always include a copy of the signed training certificate in your proposal, and you may also be required to submit a copy of the course agenda (see below). Failure to provide either of these could result in the course being disallowed for credit.
The following comments provide additional information and/or requirements as appropriate:
a. The current version of the Bridge Inspection Refresher Training Course (NHI #130053), as hosted by the NJDOT, includes the training previously given under the Bridge Management Training Course (NHI #130051). NHI #130053 (taken in any State) MUST include the National Bridge Element training to receive credit. NJDOT will only accept NHI training for the BI Refresher course. Training from other vendors will not meet this requirement.
b. NHI #130055 (taken in any State) after January 1, 2011, MUST include the CoRe or National
Bridge Element training to receive credit. This requirement is waived for Project Managers only if you have also taken a qualifying version of the Bridge Inspection Refresher Training Course (NHI #130053) since then. The following training courses currently acceptable as an alternate for NHI
#130055 (Safety Inspection of In-Service Bridges) are as follows:
1. “The Basic Course” (13 Day) offered by PennDOT, and then only if Pontis (meaning the
CoRe or National Bridge Element training) is included in the syllabus, unless you have also taken a qualifying version of the Bridge Inspection Refresher Training Course (NHI #130053) since then.
2. NHI #130056 (Safety Inspection of In-Service Bridges for Professional Engineers).
If your firm is using a Project Manager or Team Leader who has taken the course in any other state prior to January 2015 then, in addition to a signed copy of the training certificate, you must provide a copy of the course agenda so that the course can be evaluated for acceptability. Failure to provide both could result in the course being disallowed and you being disqualified.
c. Where allowed or required, one or more of the following courses may be submitted for credit.
NJDOT will only accept NHI training for these courses:
[FHWA-NHI-130087] Inspection and Maintenance of Ancillary Highway Structures [FHWA-NHI-130091] Underwater Bridge Inspection [FHWA-NHI-130092] Fundamentals of LRFR & Applications of LRFR for Bridge
Superstructures [FHWA-NHI-135047] Stream Stability & Scour at Highway Bridges for Bridge Inspectors
[FHWA-NHI-130078] Fracture Critical Inspection Techniques for Steel Bridges Note: NHI 130078 is now a mandatory qualification requirement per 23 CFR part 650 Subpart C, National Bridge Inspection Standards (NBIS) for Structural Inspection Team Leaders inspecting NSTM bridges to successfully complete the training.
[FHWA-NHI-130110] Tunnel Safety Inspection.
6. It is extremely important that the three similar projects listed for past performance of the proposed
Project Manager in Section 7 of the Technical Proposal be NBIS projects and clearly identified. The number of bridges inspected, year of work and client name along with the name of the firm that did the work (if not the present firm) should be provided. Also, indicate if your firm was the prime or sub-consultant (indicate the name of the prime consultant if applicable). In addition, for NJDOT projects, include the Group #, NBIS #, Cycle # and Agreement #. Two-cycle projects are evaluated as two separate projects by cycle, so you are not to list a reference grouping both projects together. If this is done, we will provide the reference score for the first cycle project. The reference projects for the PM will now be scored based on their being similar to the projects being advertised in the current solicitation.
Similar projects will be awarded 10 points. Projects which are not similar will not be awarded any points.
7. The Project Manager and Team Leader both need to meet the Education/Experience and Training requirements to be eligible to compete for this work. Meeting the Education/Experience without the
Training or vice versa is not acceptable.
8. Many firms add additional pages behind the “tabs” in their Technical Proposals to act as dividers and/or section cover sheets. These pages should not be included in the Technical Proposal as they make review effort more time consuming and the additional effort by the consultant does not increase the score.
9. The Project Manager’s ASCE Grade will be no higher than PVI and the Team Leader’s ASCE Grade will be no higher than PV. Consultant’s individual pay rates will be made based on the title requested and at the rate equivalent to that title. The consultant shall be aware, that if he/she proposes a higher title than requested, the NJDOT will only reimburse the consultant at the average of the rate of title requested (PVI and PV respectively). Also, the Project Manager and [Structural] Team Leader are to be full-time employees of the firm submitting the proposal. If circumstances require the use of a Project
Manager or Team Leader from outside the firm, then a letter shall be attached from the proposed person committing him or her to be available for the ENTIRE duration of the project (Note: If a person is selected and fails to honor their commitment to be available for the full duration of a project, they become ineligible for submission in future proposals by any firm for five years from the date of posting of the original solicitation). Additionally, only one firm may submit a particular person to be in a key role (either Project Manager or [Structural] Team Leader) in response to any Solicitations for Technical Proposals posted within 2½ months of each other - if a particular person is submitted for more than one firm during this period, all proposals which list this individual will likely be rejected.
10. The updated National Bridge Inspection Standards (NBIS) regulation (23 CFR part 650 Subpart C) was published in the Federal Register on May 6, 2022. It became effective on June 6, 2022, with certain sections allowed 24 months for implementation. The updated regulations include a new document to identify data items for the NBI. This document, “Specifications for the National Bridge Inventory
(SNBI),” will replace the “Recording and Coding Guide for the Structure Inventory and Appraisal of the Nation's Bridges (Coding Guide)”. SNBI is incorporated by reference in revised NBIS regulation, 23 CFR 650.317(b)(1). Consultants are strongly encouraged to get familiar with the updated regulations and the SNBI. The NBI data collection for all projects in this solicitation will be using the SNBI.
BRIDGE INSPECTION REQUIREMENTS
Firms that were previously selected for the following two-cycle inspection projects must indicate in the
Technical Proposal who is planned for assignment as Team Leader for the upcoming second cycle inspection project and submit a NBIS resume for the person (See NOTE below). Further, the Team
Leader who is proposed for these projects would be ineligible for assignment to the project being advertised in this Request for Technical Proposal(s).
