NJDOT TP-856 Bridge Inspection Solicitation Summary

This is a technical proposal solicitation issued by the New Jersey Department of Transportation (NJDOT) for National Bridge Inspection Standards (NBIS) bridge inspection projects classified as Structural Evaluation I-1 Level A services. The solicitation seeks to select 20 consultants from technical proposals received to perform routine, initial, and specialized inspections on 1,289 bridges across multiple New Jersey counties and state-owned facilities. The projects are organized into 20 separate groups spanning Hunterdon, Middlesex, Monmouth, Passaic, Sussex, and Warren counties, as well as NJ Transit orphan bridges and state-owned bridges. Work includes standard routine inspections, underwater inspections, nonredundant steel tension member (NSTM) inspections, movable bridge mechanical and electrical inspections, and in-depth evaluations. The solicitation was posted on September 2, 2026, with a closing date of September 24, 2026, and questions must be submitted by September 17, 2026. The anticipated selection date is October 2026, with inspections due at various dates throughout 2027 and into 2028 and 2029 for some structures. Technical proposals must be uploaded to Bid Express by 10:00 AM on the closing date.

This is a project-specific fixed-price agreement funded by federal sources with no established federal or state certified firm utilization goals. Eligible firms must be prequalified with NJDOT in the I-1 A discipline and level of service as of 10:00 AM on the closing date, or firms must become prequalified by that time; sub-consultants must be cost basis approved. Each firm may be selected for a maximum of two projects, with no more than two teams permitted per firm, and firms scoring within 5 percent of the top-ranked firm (or up to 10 percent for SBE categories) are eligible for consideration. All firms must submit required certifications including Business Registration Certificates, Ownership Disclosure forms, and certifications regarding Iran, Russia, and Belarus investment activities. Project Managers must possess an ASCE Grade no higher than PVI, Team Leaders an ASCE Grade no higher than PV, and both must be full-time employees of the submitting firm or provide commitment letters for external staff. Specific training requirements including NHI courses 130053 and 130055 (with core/National Bridge Element training) must be satisfied, and signed training certificates must accompany proposals. The contract includes compliance with the Diane B. Allen Equal Pay Act reporting requirements and Post-Employment restrictions for ex-NJDOT employees.

Note: Failure to include all required documents with your submission shall render it non-responsive.

CLARIFICATIONS/COMMON ERRORS/CHANGES IN THIS SOLICITATION

1. It is important to include the ASCE Grade of the proposed Project Manager in the NBIS Resume. This information is needed for the Consultant Selection, and we will need to call and ask for it if not included.

We also request that the ASCE Grade of all Team Leaders be listed.

2. Firms may submit the same bridge inspection team for any or all of the current Solicitations (eligibility notwithstanding). However, firms can only be selected for one project for any one team. If firms choose to submit more than one bridge inspection team to compete for the current solicitations, then firms will be required to submit a separate Technical Proposal for each team. Also, firms are required to indicate which team leader is being proposed on the Technical Proposal cover via use of a simple alphabetical code. The labeling system shall remain consistent for each of the current Solicitations. This means that

“Team A” is to remain “Team A” for all Technical Proposal’s submitted at this time (or in response to any solicitation for Bridge inspection posted within a 3-month period). For instance, if firms submit separate teams for Solicitation 1 and Solicitation 2, they shall not identify them both as “Team A” unless they both use the same team leader. When (and only when) a solicitation requires the use of two team leaders a combination label shall be used that indicates the two team leaders used, for example “Team

AC”, with the first letter representing the primary team leader (the one that is committed to fulfilling greater than 50% of the field requirement for 2-team leader solicitations). Finally, the substitution of a different Project Manager does not constitute a new bridge inspection team, only a new Team Leader can constitute a new team.

3. The Consultant Selection effort will consider a firm’s Project Preference List when making selections for projects. The Project Preference (Matrix) List must include all projects for which a Technical

Proposal is submitted and must list EACH team submitted for EACH project as a separate line, with an order of preference shown. This means that a firm submitting a Technical Proposal for Routine Bridge Inspection (I-1), Movable Bridge Inspection (I-3) and Complex Bridge Inspection (I-5) projects, or any other project listed in the “Bridge Inspection Requirements” section of this document, using the same bridge inspection team, must prioritize all potential projects that the firm is interested in performing in a single Project Preference (Matrix) List. Include a printed copy in EACH proposal submitted. The Project Preference (Matrix) List is to be prepared in Microsoft Excel (.xls) format and should be uploaded to Bid Express as indicated in the Optional Document List.

4. There is a limit of two project selections for any firm from all current Solicitations. This means that a firm will never be selected for more than two projects no matter how many teams are submitted. Please note that, for this solicitation, no more than two teams per firm are to be submitted. A firm will be considered for up to one project in the specialty category, which consists of Movable Bridge

Inspection Projects, Complex Bridge Inspection Projects, and NSTM Bridge Inspection Projects. A firm will be considered for up to two projects in the Regular NBIS Bridge Inspection Projects. Note that the Department will award one project selection to all eligible firms before awarding a second project selection to a firm. Eligible firms for all bridge inspection projects will be all firms that score within 5% of the top ranked firm in the solicitation (or up to 10% at the Department’s sole discretion for SBE categories). Solicitations advertised within 2½ months of each other will be considered “current” and thus also fall under all the above guidelines.

5. Training

The training requirements called for in the Evaluation Criteria document will control. You must always include a copy of the signed training certificate in your proposal, and you may also be required to submit a copy of the course agenda (see below). Failure to provide either of these could result in the course being disallowed for credit.

The following comments provide additional information and/or requirements as appropriate:

a. The current version of the Bridge Inspection Refresher Training Course (NHI #130053), as hosted by the NJDOT, includes the training previously given under the Bridge Management Training Course (NHI #130051). NHI #130053 (taken in any State) MUST include the National Bridge

Element training to receive credit. NJDOT will only accept NHI training for the BI Refresher course. Training from other vendors will not meet this requirement.

b. NHI #130055 (taken in any State) after January 1, 2011, MUST include the CoRe or National

Bridge Element training to receive credit. This requirement is waived for Project Managers only if you have also taken a qualifying version of the Bridge Inspection Refresher Training Course (NHI

#130053) since then. The following training courses currently acceptable as an alternate for NHI #130055 (Safety Inspection of In-Service Bridges) are as follows:

1. “The Basic Course” (13 Day) offered by PennDOT, and then only if Pontis (meaning the

CoRe or National Bridge Element training) is included in the syllabus, unless you have also taken a qualifying version of the Bridge Inspection Refresher Training Course (NHI

#130053) since then.

2. NHI #130056 (Safety Inspection of In-Service Bridges for Professional Engineers).

If your firm is using a Project Manager or Team Leader who has taken the course in any other state prior to January 2015 then, in addition to a signed copy of the training certificate, you must provide a copy of the course agenda so that the course can be evaluated for acceptability. Failure to provide both could result in the course being disallowed and you being disqualified.

c. Where allowed or required, one or more of the following courses may be submitted for credit.

NJDOT will only accept NHI training for these courses:

[FHWA-NHI-130087] Inspection and Maintenance of Ancillary Highway Structures [FHWA-NHI-130091] Underwater Bridge Inspection

[FHWA-NHI-130092] Fundamentals of LRFR & Applications of LRFR for Bridge Superstructures

[FHWA-NHI-135047] Stream Stability & Scour at Highway Bridges for Bridge Inspectors

[FHWA-NHI-130078] Fracture Critical Inspection Techniques for Steel Bridges Note: NHI 130078 is now a mandatory qualification requirement per 23 CFR part 650 Subpart

C, National Bridge Inspection Standards (NBIS) for Structural Inspection Team Leaders inspecting NSTM bridges to successfully complete the training.

[FHWA-NHI-130110] Tunnel Safety Inspection.

6. It is extremely important that the three similar projects listed for past performance of the proposed

Project Manager in Section 7 of the Technical Proposal be NBIS projects and clearly identified. The number of bridges inspected, year of work and client name along with the name of the firm that did the work (if not the present firm) should be provided. Also, indicate if your firm was the prime or sub-consultant (indicate the name of the prime consultant if applicable). In addition, for NJDOT projects, include the Group #, NBIS #, Cycle # and Agreement #. Two-cycle projects are evaluated as two separate projects by cycle, so you are not to list a reference grouping both projects together. If this is done, we will provide the reference score for the first cycle project. The reference projects for the PM will now be scored based on their being similar to the projects being advertised in the current solicitation.

Similar projects will be awarded 10 points. Projects which are not similar will not be awarded any points.

7. The Project Manager and Team Leader both need to meet the Education/Experience and Training requirements to be eligible to compete for this work. Meeting the Education/Experience without the

Training or vice versa is not acceptable.

8. Many firms add additional pages behind the “tabs” in their Technical Proposals to act as dividers and/or section cover sheets. These pages should not be included in the Technical Proposal as they make review effort more time consuming and the additional effort by the consultant does not increase the score.

9. The Project Manager’s ASCE Grade will be no higher than PVI and the Team Leader’s ASCE Grade will be no higher than PV. Consultant’s individual pay rates will be made based on the title requested and at the rate equivalent to that title. The consultant shall be aware, that if he/she proposes a higher title than requested, the NJDOT will only reimburse the consultant at the average of the rate of title requested (PVI and PV respectively). Also, the Project Manager and [Structural] Team Leader are to be full-time employees of the firm submitting the proposal. If circumstances require the use of a Project Manager or Team Leader from outside the firm, then a letter shall be attached from the proposed person committing him or her to be available for the ENTIRE duration of the project (Note: If a person is selected and fails to honor their commitment to be available for the full duration of a project, they become ineligible for submission in future proposals by any firm for five years from the date of posting of the original solicitation). Additionally, only one firm may submit a particular person to be in a key role (either Project Manager or [Structural] Team Leader) in response to any Solicitations for Technical Proposals posted within 2½ months of each other - if a particular person is submitted for more than one firm during this period, all proposals which list this individual will likely be rejected.

10. The updated National Bridge Inspection Standards (NBIS) regulation (23 CFR part 650 Subpart C) was published in the Federal Register on May 6, 2022. It became effective on June 6, 2022, with certain sections allowed 24 months for implementation. The updated regulations include a new document to identify data items for the NBI. This document, “Specifications for the National Bridge Inventory (SNBI),” will replace the “Recording and Coding Guide for the Structure Inventory and Appraisal of the Nation's Bridges (Coding Guide)”. SNBI is incorporated by reference in revised NBIS regulation, 23 CFR 650.317(b)(1). Consultants are strongly encouraged to get familiar with the updated regulations and the SNBI. The NBI data collection for all projects in this solicitation will be using the SNBI.

BRIDGE INSPECTION REQUIREMENTS

Firms that were previously selected for the following two-cycle inspection projects must indicate in the

Technical Proposal who is planned for assignment as Team Leader for the upcoming second cycle inspection project and submit a NBIS resume for the person (See NOTE below). Further, the Team

Leader who is proposed for these projects would be ineligible for assignment to the project being advertised in this Request for Technical Proposal(s).

The CONSULTANT shall:

A. Adhere to the Code of Federal Regulations, Title 23, Part 650, Subpart C - National Bridge

Inspection Standards (NBIS), Specifications for the National Bridge Inventory (SNBI), and State of New Jersey Bridge Inspection Program Policy and Procedures, dated June 6, 2024, with any subsequent revisions.

• The initial SNBI inventory data will be pre-populated by converting the data from 1995 Coding Guide to 2022 SNBI using the FHWA Transition Tool. The Consultant shall refine this inventory data, i.e. verify/revise all clean and partial transition data items, and code all new data items.

• The NJDOT State items need to be coded as well.

• The SNBI and State inventory data shall be updated within three (3) months of the inspection being completed. However, for inspections occurring near the end of the year, all data shall be inputted by January 31st.

B. Contact the governing agencies or authorities prior to commencing any work under this Agreement.

Obtain and provide the STATE with necessary letters and documents that grant approval for access, inspections of Structures, and other related activities.

C. Familiarize themselves with all Structures prior to submitting the cost estimate. Break down all labor and expenses into the following categories: Total Salaries, Overhead, Fixed Fee, Reimbursable Expenses (Equipment, MOT, Diver, Special Testing, Railroad, Other), and Out-of-Pocket Expenses (Mileage, Subsistence, Printing, Other).

D. Submit the project schedule to the STATE within ten (10) working days of receiving written authorization from the STATE to proceed with the project. The schedule will include the structure number, name, previous inspection date, recommended type and frequency of inspection, proposed inspection date, and proposed report submission date (with format report indicated) for each Structure listed in Appendix 1, which is attached hereto and incorporated into this Scope of Work (“Structures”). The schedule must be updated and submitted every six months (at end of June and

December).

E. Review previous inspection reports and applicable bridge files provided by the STATE, County or any other governing agency.

F. Perform a thorough assessment of each Structure utilizing one or more of the following inspection types: Initial, Routine, Underwater, Nonredundant Steel Tension Member (NSTM), Special/Interim, In-Depth, Damage, Scour Monitoring, and Service.

G. Perform the required inspection of each Structure using the procedures and techniques noted in the

Bridge Inspector's Reference Manual (BIRM) to determine the following:

1. The physical and functional condition of the Structure utilizing observations and measurements.

This may include special testing as required.

2. The present live load capacity, or rating of the Structure, based on the current (2018) AASHTO

Manual for Bridge Evaluation, 3rd Edition, and NJDOT Highway Bridge Load Rating Manual.

Structures shall be load rated as soon as practical, but no later than 3 months after the Initial inspection or when a change is identified that warrants a re-rating such as, but not limited to, changes in condition, reconstruction, new construction, or changes in dead or live loads. Any decrease in the live load carrying capacity of a Structure that would require posting or a change in the existing posting should be brought, in writing, to the immediate attention of the STATE, County or any other governing agency.

3. Any structural or safety related deficiency that requires immediate follow-up inspection or action to ensure public safety. All Critical Findings, as defined in the NBIS, must be reported immediately to the STATE, County or any other governing agency. The location and the redundancy of the members affected, and the extent and consequence of a deficiency should be considered when identifying a Critical Finding. Also, all priority repairs shall be identified in accordance with the Bridge Owner’s procedure.

4. The streambed profile of the waterway channel along each fascia limit and longitudinal centerline (required if a bridge has four or more lanes of traffic, or if the bridge is on an abnormal skew).

Perform sufficient soundings at each substructure element to determine the relationship of the foundation to the streambed. Review previous soundings and note any significant changes in the streambed. Plot plan view and elevation views of the waterway channel. The plan view shall include the general configuration of the waterway channel and its relationship to the bridge opening, the direction of flow, the orientation of the substructure elements, significant hydraulic related features such as areas of sedimentation, debris or scour countermeasures, and sounding data in a tabular form. The elevation views shall include the general configuration of the substructure elements, the elevations of the substructure foundations (if available), the streambed profiles to show long term changes (oldest available, previous, and current), and the water elevation at the time of inspection.

5. The vertical clearances above and below the Structure and the lateral clearances to the left and right below the Structure.

6. The structural and geometric adequacy of the Structure. The adequacy of the safety features such as, but not limited to, roadside hardware, approach guide rails and end treatments. The horizontal and vertical alignment of the bridge approaches.

H. Perform Initial or Routine inspection of each Structure. An Initial inspection of each new, replaced (including each stage of stage construction), rehabilitated, or temporary bridge shall be performed as soon as practical, but within 3 months of the bridge opening to traffic.

I. Perform Underwater inspection of the Structures in accordance with the New Jersey Department of

Transportation Underwater Inspection and Evaluation of New Jersey Bridges Guidelines Manual, dated June 1994 with subsequent revisions. The Underwater inspection shall be performed by a qualified diver in accordance with the State of New Jersey Bridge Inspection Program Policy and

Procedures, dated June 6, 2024. The inspection shall be from the mud line to the high-water line, inspecting all underwater components for deterioration including spalls, cracks, marine borer damage, rot, necking, and any other defects.

Prepare and submit a stand-alone Underwater inspection report, according to NJDOT standards, for each Structure. Act upon all comments submitted relative to all reviews of the Underwater inspection report. Address or include all comments and convert the final report into a PDF, with format and file naming according to the current version of the NJDOT SDMS Contractors Specifications for

Scanning, PDFing, and Electronic Deliverables, and submit both electronically and in hard copy.

J. Perform hands-on inspection of all Nonredundant Steel Tension Member (NSTM). The NSTM inspection shall utilize visual methods that may be supplemented by nondestructive testing. A very detailed visual hands-on inspection is the primary method of detecting cracks. This may require that critical areas be specially cleaned prior to the inspection and additional lighting and magnification be used. Other nondestructive methods may be used at the discretion of the Bridge Owner.

K. Identify and perform Special/Interim inspections of the Structures in accordance with the State of

New Jersey Bridge Inspection Program Policy and Procedures, dated June 6, 2024. Special/Interim inspections may be conducted in lieu of reduced frequency inspection when localized deficiencies exist.

Submit, within thirty (30) days of the completion of the Routine inspection of the Structures, a list of any additional Structures that may require Special/Interim inspections. The list will include a description of the structural component area requiring the Special/Interim inspection, structure number, name and recommended inspection interval.

The Special/Interim inspection report shall be submitted to the STATE, County or governing agency within thirty (30) days of the Special/Interim inspection date.

Perform only those Special/Interim inspections which can be accomplished within the time period for completion of work established by this Agreement and any Consultant Contract Modification hereto.

Costs incurred for performing the Special/Interim inspections of Structures not previously identified shall be compensated as Additional Work/Extra Work through a Consultant Contract Modification.

L. Perform In-Depth inspections, such as Pin & Hanger and In-Depth NSTM inspections, of the assigned Structures in accordance with their respective Scope of Work.

M. Perform Mechanical & Electrical inspections of movable bridges in accordance with Movable Bridge

Engineering Group’s (MBEG) Scope of Work.

N. Perform Damage and Scour Monitoring inspections as needed, in accordance with the State of New Jersey Bridge Inspection Program Policy and Procedures, dated June 6, 2024. These inspections are typically performed after extreme events and will be directed by the STATE. Costs incurred for performing the Damage or Scour Monitoring inspections of Structures not previously identified shall be compensated as Extra Work through a Consultant Contract Modification.

O. Sufficiently verify “as-built” plans in the field to ensure that they accurately represent the Structure before using them in load capacity calculations. If plans are unavailable or incomplete, create new drawings of the Structures based on field measurements, using an 11” x 17” format. These drawings should include a plan, elevation, and typical cross-section at a scale of 3/16” = 1’-0”. The dimensions shall include, but are not limited to, span lengths, railings, curbs/sidewalks, overall widths, spacing and sizes of non-encased beams and girders, and the available dimensions of encased beams and girders.

P. Measure, probe, or otherwise make all efforts to determine the nature or cause of any abnormal movements, detected or suspected, of superstructure or substructure using conventional inspection procedures.

Q. Provide either CAD or Microsoft Visio drawings, as directed by the State Project Manager, showing cross-section view, elevation views with streambed soundings and plan view for Structures over waterways, plan views with vertical and horizontal clearances for Structures over highways and/or railroads, and plan view/elevation view identifying the NSTM. Drawings are to be either 8-1/2” x 11” or 11” x 17” depending on the complexity of the drawing.

R. Render a professional evaluation for each Structure in the form of a Bridge Survey Report, prepared either in CombIS or in accordance with the format directed by the STATE. If any Bridge Survey Report is not in accordance with the format directed by the State, the CONSULTANT shall rectify and resubmit the report.

S. Submit all reports as Final (signed and sealed) after performing all quality checks necessary to ensure a complete and accurate report. Following procedures established by the STATE, submit to the STATE, County or any other governing agency with jurisdiction over the Structure, the electronic report (if required) and the required number of hard copies of the signed and sealed Bridge Survey Report at least two (2) months from the end of the duration of the Agreement as specified in Section

III—Time, unless otherwise specified in Consultant Contract Modifications.

T. Upload ALL working files and full plans sets into CombIS PRIOR to report submission to the Bridge

Owner.

U. Act upon all comments submitted relative to all reviews of the Bridge Survey Reports. Address or include all comments and update the Bridge Survey Reports (according to project requirements) within one (1) month from the receipt of any comments on the report. Submit signed and sealed hard copies of the Bridge Survey Reports as required for the specific project.

V. Prepare and submit any electronic deliverables as required by the contract, following the methods specified at the time. These can include, but are not limited to, CD-ROMs and/or online storage (as directed) of PDF files and index files, working files, database files, complete load rating models, etc.

W. Submit the Bridge Survey Report to the Bridge Owner, for Structures that require a reduced frequency for any of the inspection types, no later than one-half the number of months until the inspection is due (typically six months for an inspection due in one year), and the report must be finalized before the next inspection.

X. If concurred by the STATE, arrange for and/or conduct work of a special nature in addition to the items described within this scope of work. Such work may include, but not necessarily be limited to, the following:

• Inspecting inaccessible areas by diving, rigging, excavating, confined space entry or removing portions of the substructure.

• Coring, sampling, or testing.

The CONSULTANT will be compensated for special nature work approved by the STATE as

Additional Work unless the STATE, in its sole discretion, determines that the work is Extra Work, in which case the CONSULTANT will be compensated in accordance with the terms of the Agreement.

Y. Within nine (9) months of the date on which the STATE deems the inspection survey detailed above to have been completed, the STATE may order the CONSULTANT to expand the scope of work of this Project to include a second routine survey of any or all of the Structures. Unless otherwise agreed to by the STATE, all second routine survey work for NBIS Structures will be performed in accordance with the provisions of this Agreement. Payment for all work associated with the second routine survey will be made in accordance with the Extra Work provisions set forth in this Agreement. (Note: Currently, there is no intention to require a second routine inspection for

Structures other than NBIS bridges).

Z. The work pursuant to this Agreement shall be complete upon acceptance of all Bridge Survey Reports and submission of the deliverables. In no event shall the services required by this Agreement be deemed complete until the STATE has advised the CONSULTANT, pursuant to the terms of

Paragraph Y of this Attachment A, whether the CONSULTANT must perform second routine survey work.
