About this file

This is a Technical Proposal Solicitation issued by the New Jersey Department of Transportation for Construction Inspection services on the Route 24 Bridge Preventive Maintenance Contract 2024. The project encompasses preventive maintenance work on 21 bridge structures located along Route 24 in Morris, Essex, and Union counties. The scope of work includes extensive concrete deck repairs (deck overlays, curb reconstruction, expansion joint repairs, substructure concrete repair, vertical concrete sealant application, waterproofing, corrosion inhibitor application, and epoxy waterproofing), steel superstructure painting with lead containment systems, steel surface preparation and coating, guiderail updates, fence updates, and parapet repairs. The Department seeks to select one firm through a one-step procurement process based on technical qualifications. The solicitation was issued on August 19, 2026, with a closing date of September 10, 2026, and the last date to submit questions is September 3, 2026. The anticipated selection date is October 2026, with a project start anticipated for March 2027. The contract term extends through the completion of the construction inspection services, with all consultant personnel subject to release 45 days from the anticipated start date upon written request.

The engagement is structured as a Project Specific Agreement with a Cost Plus Fixed Fee arrangement. Two positions are required: an Office Engineer/Bridge Inspector with NICET III certification and a Bridge Inspector with NICET III certification. Only firms prequalified with NJDOT in the C-6 discipline at Level A service are eligible to submit proposals; firms may become prequalified as of 10:00 AM on the closing date. Individual subconsultants must be cost basis approved by NJDOT, and firms may participate through Joint Ventures with each member prequalified and each discipline requirement satisfied by at least one member. The project is federally funded with no Certified Firm Utilization goal. Consultant pay rates are determined by title and equivalent experience; proposals listing higher titles than requested will be compensated at the requested title level. All proposed personnel must not be working on or committed to current NJDOT projects without proper release authorization. The Department notes that no assurance exists regarding project authorization, advertisement, or execution, and selected consultants will receive no compensation for delays or departmental decisions not to proceed.
