Factor 1. OVERALL TECHNICAL APPROACH 50 points The offeror will be evaluated on the adequacy and effectiveness of the described technical approach. All components of this plan will be evaluated with respect to how thorough and responsive it is to the requirements set in the statement of work (SOW). Missing or incomplete responses to the requirements listed in the SOW may result in significantly reduced scores for this factor. The offeror should demonstrate the methods and procedures that are clearly capable of meeting or exceeding the technical requirements.

The points awarded for this factor will be based upon the following primary criteria:

· Completeness of proposal

· Performance standards of required dosimetry types

· Software capabilities

· Format and availability of reports

· Dosimeter shipment process

· Overall dosimeter analysis processing

· Emergency dosimetry processing

Factor 2. CORPORATE CAPABILITY 25 points This portion of the proposal will be rated according to how well the proposal demonstrates the ability to meet the requirements of this contract based on the documented relevant experience and other related capabilities.

The points awarded for this factor will be based upon the following primary criteria:

· The different types of dosimeters needed

· The amounts of dosimeters needed

· The different frequencies requested

· Demonstration of relevant technical experience

Factor 3. COMMUNICATIONS 25 points All components of this factor will be evaluated with respect to how thorough and responsive it is to the requirements set forth in the SOW for communications. Missing or incomplete responses to the requirements listed in the SOW may result in significantly reduced scores for this factor. The offeror should demonstrate the methods and procedures that are clearly capable of meeting or exceeding the communication requirement.

The points awarded for this factor will be based upon the following primary criteria:

· The plan to communicate proposed changes in processes or electronic data format

· The plan to communicate corporate changes

· The plan to communicate changes in reporting procedures

· The plan to communicate changes to shipping/addressing shipping issues
