This amendment is issued to all potential Offerors.

The above numbered solicitation is amended as set forth below. The hour and date specified for receipt of proposals (HAS NOT) been extended. Offerors must acknowledge receipt of this amendment by identifying this amendment number and date on each copy of the offer submitted. Failure to receive your acknowledgement may result in the rejection of your offer.

If by virtue of this amendment you desire to change an offer already submitted, such change may be made by e-mail, provided each e-mail makes reference to the solicitation and this amendment, and is received prior to the opening hour and date specified.

Except as provided herein, all terms and conditions of the RFP remain unchanged and in full force and effect. THE PURPOSE OF THIS AMENDMENT is to issue clarification questions received and to address updates to the RFP.

1. Question:

Under the RFP Business Proposal Instructions, Section 3, Certified Cost or Pricing Data (page 71), the government is requesting certified Cost and Pricing Data along with an index. In accordance with FAR 15.403-1(b)(1), certified cost and pricing data is not required when prices agreed upon are based on adequate price competition. As this Solicitation is competitive, Certified Cost and Pricing Data is not applicable. Will the government consider deleting this requirement, and consider "other than certified cost and pricing data" for this acquisition?

Response:

The Certified Cost or Pricing Data requirement located on page 71 is hereby removed and replaced with the following:

Proposal Cover Sheet

The following information shall be provided on the first page of your pricing proposal:

1. Solicitation, contract, and/or modification number;

2. Name and address of Offeror;

3. Name and telephone number of point of contact;

4. Name, address, and telephone number of Contract Administration Office, (if available);

5. Name, address, and telephone number of Audit Office (if available);

6. Proposed cost and/or price; profit or fee (as applicable); and total;

7. The following statement: By submitting this proposal, the offeror, if selected for discussions, grants the contracting officer or an authorized representative the right to examine, at any time before award, any of those books, records, documents, or other records directly pertinent to the information requested or submitted.

8. Date of submission; and

9. Name, title and signature of authorized representative.

This cover sheet information is for use by offerors to submit information to the Government when certified cost or pricing data are not required but information to help establish price reasonableness or cost realism is necessary. Such information is not required to be certified in accordance with

FAR 15.406-2.

Data Other than Certified Cost or Pricing Data

a. Data submitted shall be sufficient to permit the Contracting Officer and authorized representatives to determine price reasonableness or cost realism, e.g., data to support an analysis of material costs (when sufficient data on labor and overhead rates is already available), or data on prices and quantities at which the offeror has previously sold the same or similar items.

Data submitted must support the price proposed. The offeror shall include sufficient detail or cross references to clearly establish the relationship of the data provided to the price proposed.

The offeror shall support any data provided with explanations or supporting rationale, as needed, to permit the Contracting Officer and authorized representative to evaluate the documentation.

Unless otherwise stated in this solicitation, the information may be submitted in the offeror's own format.
