RFP NIH-NICHD-IDD-2015-7
A Repository of Mouse Models for Cytogenetic Disorders
PLEASE NOTE THE CUT OFF PERIOD FOR QUESTIONS IS JUNE 23
RD
, 2015 AT 2:00 P.M. LOCAL
TIME.
Question 1: Procedural steps regarding this solicitation. We only have prior experience with SBIRs.
Answer 1: Your organization may wish to obtain assistance from a consultant who can assist you with the proposal. The solicitation is opened to all.
Question 2: Do all of the “essential activities” have to be offered by the contract provider or is it possible to provide selected ones? We would be able to address all of the “essential activities” EXCEPT 6) “Characterize the clinical and neurobehavioral phenotype(s)” for which we would like to involve a collaborator.
Answer 2: There is no restriction on subcontractors, so you can submit a proposal.
Question 3: Relating to 2), Is subcontracting regarding “essential activity” 6) to the private or academic sector allowed for this solicitation?
Answer 3: See answer to Question 2 above.
Question 4: Would we be allowed to partially provide to the overall required services as a small business, for example to handle a certain percentage of the work load or specific models?
Answer 4: Yes.
Question 5: Is the “size standard of 500 employees” an absolute requirement?
Answer 5: Yes.
Question 6: Page 5, section d. of NIH-NICHD-IDD-2015-7: “The Contractor will be required to be charged to investigators, with the overriding goal to maintain the colony without producing profit.”
What is the exact meaning of this? For example, would only non-profit organizations be eligible because of their operational structure or does this mean that for-profits should not produce a profit when “maintaining the colony” but would be allowed to make a profit from other services they provide within this solicitation?
Answer 6: No. As stated in Attachment 3, page 5, paragraph 3, (1) the least expensive costs will be charged to
NIH-funded investigators, (2) moderate fees will be charged to investigators with other, non-NIH sources of support, and (3) higher fees will be charged to investigators from commercial interests or with industry sources of support.
Question 7: Considering the geographical constraint of personally reviewing the document, I request you to provide us the following details before we buy the document:
List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required.
2) Soft Copy of the Tender Document through email.
3) Names of countries that will be eligible to participate in this tender.
4) Information about the Tendering Procedure and Guidelines
5) Estimated Budget for this Purchase
6) Any Extension of Bidding Deadline?
7) Any Addendum or Pre Bid meeting Minutes?
Answer 7: Attachment 3 of this RFP is the Scope of Work which lists the requirements. There is no Tender
Document. Follow the instructions in Section L of the RFP which stated all requirements for preparation and submission of both a technical and a budget proposal. Also Section J provides a list of the attachments with electronic links. There will be no extension to the closing time and date which is 3:00 PM EST local time on July
6, 2015.
