Additional Business Proposal Instructions

1 Attachment 10

ADDITIONAL BUSINESS PROPOSAL INSTRUCTIONS

In addition to the instructions and format requirements for the Business Proposal that are contained in Section L of the solicitation, the information presented in this attachment is intended to provide uniform cost assumptions that apply to the solicitation.

Offerors are advised to give careful consideration to the Statement of Work, all reference material provided as attachments, the technical evaluation criteria, and, the RFP as a whole, in the development of your proposal. The information requested here should be used as further guidance for the development of your Business Proposal.

Information to Assist Offerors in Cost Proposal Preparation

The following uniform cost assumptions should be used by all offerors in the preparation of your proposal.

Period of Performance: The Contract shall consist of the performance of Tasks I through IV as described in the Statement of Work for a base period of one (1) year with nine (9) optional one-year periods of performance (Option I). Exercise of Options is dependent on programmatic needs, Contractor performance and availability of funds.

Sample Study Protocols: A set of sample protocols have been included as an attachment to the RFP. For the purposes of the Business Proposal, the offeror shall use these sample protocols to prepare the cost estimates under Item “a” as described below. Offerors are reminded that this is a cost reimbursement-level of effort type contract, so while sample protocols are provided to assist in uniform costing by describing how the NTP might design specific studies, the Government understands that actual costs will be dependent on the specific protocol for each individual test article.

Performance of Tasks

• Basic Contract Requirements: For proposal purposes only, assume that each task will be conducted as outlined in the SOW and as follows:

Task Estimated Number of Tasks Per Year During Base Contract

I-A / Immunomodulation-Screening 4 I-B / Immunomodulation - Definitive 2 II / Hypersensitivity 4 III / Autoimmunity 1 IV / Developmental 4

• Additional Studies: Assume that the option to conduct additional quantities of Tasks I through IV

(Option II) as described in the SOW may be exercised any time during the life of the contract but shall not exceed 5 additional tasks per year.

• Development/Evaluation of New Technology: (Option III) Assume that this option shall be performed at 10% of the basic contract level of effort per year. The actual funding level will be determined based on the specific projects proposed and approved for this option in a given year, but would be designed so that the scope of work could be accomplished with a cost that does not exceed 10% of the base contract. This

2 Attachment 10 option will not be available in year one of the contract, but may be exercised each year for years 2 through 10. If exercised, this option will only be exercised once a year.

• Level of Effort Assumptions: The Government estimates that the project will require approximately 3 person years per contract year at the Ph.D. professional level (a minimum contribution of 0.5 person years each per contract year for the Principal Investigator and Deputy Principal Investigator), 2.0 person years per contact year at the MA/Senior technical level, 2 technical person years per contract year, 0.5 professional support (e.g. Veterinarian, Quality Assurance Officer, Health and Safety Officer) person years per contract year and 0.5 administrative support person years per contract year.

COST ESTIMATES

For purposes of responding to this RFP, each offeror shall submit the following budget estimates as part of the business proposal: (Use format specified in Section L and below where applicable)

a) Sample Study Protocols—The offeror shall use the sample test article protocols (#1 and #2) to prepare two cost estimates. The sample protocols have been provided in SECTION J—List of Attachments, Solicitation Attachments. FOR BUSINESS PROPOSAL PURPOSES ONLY provide a summary of proposed costs for all tasks described in the sample study protocols. Prepare the estimate using the format outlined in Attachment 9, Breakdown of Proposed Estimated Costs.

b) Per Task Costs — Offerors shall submit separate cost estimates for the conduct of each of the distinct Tasks (IA, IB, II, III and IV) identified in the Statement of Work. Provide the estimate as a cost summary for performing the identified task once (unit cost). At the end of the cost summary for the specific task, provide the grand total for performing the task as outlined in the SOW. Prepare the estimate using the format outlined in Attachment 9, Breakdown of Proposed Estimated Costs.

c) Base Contract Cost Summary—An overall yearly cost estimate shall be provided based on the costs needed to accomplish Tasks I through IV (using the uniform cost assumptions provided in the table under “Basic Contract Requirements”). Prepare the estimate using the format outlined in Attachment 9, Breakdown of Proposed Estimated Costs.

d) Costs for Option II/Additional quantities—offerors shall submit a separate cost estimate for Option II (for additional quantities of Tasks I through IV). The cost estimate should show the cost per task and then the grand total for the year. For proposal purposes only, assume that Option II will be exercised five times for Task IV.

e) Costs for Option III/Development and/or Evaluation of New & Improved Technology—the cost proposal shall include a separate cost estimate for performing Option III beginning with Year 2 of the contract and continuing through Year 10 (using the cost assumptions for this option provided above).

f) Total Cost Summary—The offeror shall include a cost estimate that reflects the total costs for the successful completion the base contract, each optional one-year period of performance (assuming the number of tasks per year as described), and the exercise of all optional quantities for Option II and Option

III.

OTHER COST ASSUMPTIONS

The offeror shall include an estimate of the following costs as applicable:

3 Attachment 10

i. Cost for animals

i. Any estimate should include the type of animals along with the estimated yearly costs.

ii. Travel costs

i. Any estimate should include an itemized summary to show the unit price for airfare, lodging and any per diem.

The following assumptions pertain to travel:

a) Assume all airfare to be economy class.

b) Assume hotel and per diem at the U.S. Government rates for the applicable city/location.

c) Assume the Principal Investigator will travel to NIEHS once a year for a period of one

(1) day
