DATE OF ISSUANCE: JUNE 1, 2017

The above numbered solicitation is amended as set forth below. The hour and the date specified for receipt of offers remains 12:00 P.M., June 13, 2017. Offerors must acknowledge receipt of the amendment prior to the hour and the date specified in the solicitation or as amended, by one of the following methods:

I. By acknowledging receipt of this amendment on each copy of the offer submitted

(Please note that this is the preferred method); or

II. By separate letter or e-mail which includes a reference to the solicitation and amendment numbers.

FAILURE OF YOUR ACKNOWLEDGMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR

THE RECEIPT OF OFFERS PRIOR TO THE HOUR AND DATE SPECIFIED MAY RESULT IN

REJECTION OF YOUR OFFER. If by virtue of this amendment you desire to change an offer already submitted, such change may be made by letter, provided each letter makes reference to the solicitation and this amendment, and is received prior to the opening hour and date specified.

The PURPOSE of this amendment is to: 1) Provide responses to questions submitted by potential Offerors concerning Request for Proposals (RFP) No. NIHCL2017072 entitled NIH CC Patient Call Communication System and 2) Make corrections/changes to Request for Proposals No. NIHCL2017072 entitled NIH CC

Patient Call Communication System.

NOTE: OFFERORS ARE ADVISED THAT RESPONSES TO QUESTIONS REFERRED TO IN

THIS SECTION ARE PROVIDED FOR INFORMATIONAL PURPOSES ONLY. NEITHER

THE TECHNICAL REQUIREMENTS/SPECIFICATIONS NOR TERMS AND CONDITIONS

OF THE RFP ARE CHANGED UNLESS CHANGED BY A FORMAL

(CORRECTION/CHANGE) AS SPECIFIED IN SECTION “B”, BELOW.

A. VENDOR QUESTIONS AND GOVERNMENT RESPONSES

Vendor Questions Government Responses

1. The solicitation is asking on the bottom of page 2 of 4 in the invitation that " The NIH is seeking a contractor who can provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items and non-personal services necessary to perform IT/Phone infrastructure Hardware, Nurse Call Hardware, Cabling, Wireless Devices, Software, Implementation Services and continuous Maintenance Support for the Patient Call Communication system as defined in this solicitation." Page 2 of the solicitation under the heading RFP No.

NIHCL2017072: April 28, 2017, the solicitation refers to the offeror as a contractor, and describes all the services that would be required by the offeror to meet the requirements of the solicitation which are typical of a contractor. Since the majority of Nurse Call manufacturers with the equipment capabilities to meet the specification list in SAM are either not a small business or a small business size standard 750 and/or a contractor, can the offeror be an authorized distributor of the manufacturer who is a contractor, meets the small business requirements and is listed in SAM under NAICS 238210?

1. The North American Industry Classification System (NAICS) code for this acquisition is 334290 (Other Communications Equipment Manufacturing) and the small business size standard is 750 employees as specified in the RFP (PART IV, SECTION L, 1.c., p. 56). The NIH Clinical Center does not consider NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a small business size standard of $15.0 appropriate for this acquisition. Therefore it is unacceptable for the offeror to be an authorized distributor of the manufacturer who is a contractor who meets the small business requirements and is listed in SAM under NAICS code 238210.

2. We are requesting an immediate clarification regarding bonding. This is needed to determine which organization will be the Prime Contractor on this project. As an example, Article 1.4.

Additional FAR clauses… Section 9 (p.47) there is a description, but no percentages.

Please let me know if a bond IS or IS NOT required to be summitted with our response, and correct form for completion.

2. A performance bond is required to be submitted with potential offeror proposal submissions. The Contractor shall furnish a performance bond (Standard Form 1418) for the protection to the Government in an amount equal to 2 percent of the original contract price as specified in the RFP (PART II, ARTICLE I.4., a.9.). [Refer to Amendment 3, B. RFP CORRECTIONS/CHANGES, 3.]

3. Is NIH able to approve vendor providing Cisco switches for the nurse call system?

3. Offerors may provide CISCO switches and shall adhere to the HHS/NIH practices as far as maintaining the switches, patches, SNMP setup, etc. Justification for vendor switches versus NIH Switches should be provided in offerors proposal submission. The Government cannot tell potential offerors what their best solution

is. Potential offerors shall make that determination.

4. What are the total number of mobile devices required to support the clinical communication objective?

4. At a minimum, the total number of mobile devices required to support the clinical communication objective is 320 and the maximum is 400 as specified in the RFP

(PART III, SECTION J, SOLICITATION ATTACHMENTS,

Attachment 3: Performance Work Statement, 5.5, 5.5.7.,

p. 19. For the purposes of pricing, offerors shall use 400 as the total number of mobile devices required to meet the NIH Clinical Center’s objective.

5. Would you be able to provide floor plans for the buildings and areas to be included for mobile device coverage per Attachment 3PWS04272017 – Page 28 Section 5.28?

5. The Clinical Center Complex (CCC) (defined as Warren Grant Magnuson Building (Building 10), Ambulatory Care Research Facility (ACRF) and Clinical Research Center (CRC)) consists of 3.5 million square feet of mixed occupancy space in three congruent buildings on the NIH campus and is comprised of clinical, laboratory, and administrative space with 240 inpatient beds, 82 day-hospital stations and 15 outpatient clinics and more than 5,000 rooms. Should potential offerors leverage the NIH Wi-Fi, vendor Wi-Fi is not needed. The Government cannot tell potential offerors what their best solution is.

Potential offerors shall make that determination, however if they are unable to satisfy any of the requirements they should take exception to that. Floor plans for the building and areas and coverage areas are provided.

[Refer to Amendment 3, B. RFP CORRECTIONS/CHANGES, 4.]

6. PWS 5.17.2 Pillow Speakers shall provide the ability to customize at least four (4) buttons to communicate the specific need of the patient. Examples include need for Pain Medications, Temperature change in room, or Bathroom/BSC assistance, etc.).

Is the additional four (4) buttons on the pillow speaker required for the base bid or can this feature be proposed as an add option? Also, in the event that four (4) buttons are not available, should the contractor note this exception within the base bid offer?

6. Pillow speakers shall provide the ability to customize at least four (4) buttons to communicate the specific need of the patient. Examples include need for Pain Medications, Temperature change in room, or Bathroom/BSC assistance, etc., as specified in the RFP

(PART III, SECTION J, SOLICITATION ATTACHMENTS,

Attachment 3: Performance Work Statement, 5.17.2., p.

26). It is up to the offerors to determine and propose the best solution. The Government cannot tell potential offerors what their best solution is. Potential offerors shall make that determination, however if they are unable to satisfy any of the requirements they should take exception to that.

7. PWS 5.20 Emergency Intercom Stations:

Emergency Intercom Stations shall provide voice and emergency pull cord communication between staff and patient.

26). It is up to the offerors to determine and propose the best solution. The Government cannot tell potential offerors what their best solution is. Potential offerors shall make that determination, however if they are unable to satisfy any of the requirements they should take exception to that.

8. PWS 5.28.6 The Complete Integrated System shall include all audio communication among patient call devices as digital full duplex audio, including audio communication to/from Nurse Consoles, Staff Terminals, and to each individual room for Staff, Duty, and Patient Stations.

The System’s simultaneous audio path capacity shall be included in the base system and not require any additional licensing or costs. Simultaneous audio path capacity requires the Work Flow Management Station to be installed in each room requiring simultaneous audio.

Work Flow Management Stations are identified to be proposed as Delivery 3:

Additional Features. Based on the requirement of simultaneous audio, should this be provided within the base bid offer or as per the request for proposal as Delivery 3?

8. The System’s digital full duplex audio shall be included in the base system and does not require any additional licensing or costs as specified in the RFP (PART III, SECTION J, SOLICITATION ATTACHMENTS, Attachment 3:

CORRECTIONS/CHANGES, 5.]

9. PWS 7.5.1 The Nurse Call System shall link with a middleware device interface for managing alarm information. This is an option versus interfacing with all devices.

We would need to understand the requirements. We utilize Telcor for such instrument interfaces. The base bid nurse call system will provide ¼” auxiliary input jacks for use with medical devices within the patient room. The ¼” auxiliary jacks can be named specifically for each equipment type and messaged via the nurse call system to a middleware device accordingly. Please provide additional information regarding the requirement to integrate with Telcor.
