About this file

This document contains questions and answers regarding a federal solicitation for antenna frequency converters. The solicitation seeks commercial off-the-shelf frequency converters that meet certain radio frequency performance requirements to replace existing converters located in indoor equipment racks at NOAA antenna sites. The converters must be rack mounted, 1U in size, and achieve a minimum frequency stability of 0.001 ppm without specifying how that stability must be achieved. The document does not provide make and model information for the existing converters and indicates various manufacturers could meet the requirements. Physical specifications are not defined but size should match the existing 1U units.

Question: 1. PWS section 2 states, The contractor shall provide commercial off-the-shelf (COTS) frequency converters for use as form-fit-function drop-in replacements for the existing converters.? The PWS details the RF performance requirements for the frequency converters but does not provide any physical specifications to allow the Contractor to verify form and fit. Will NOAA provide the required physical specifications for the frequency converters?

Answer: These convertors will be located in the NOAA antennas lower equipment Room (LER) and installed in a standard 19 inch wide rack that is approximately 36 inches deep. Currently units are 1U.

2. Will NOAA provide the make and model of the existing frequency converters to allow the Contractor to quote a true form-fit-function replacement frequency converter?

Answer: No, NOAA will not provide the make and model, the required functionality is defined in the requirements of the PWS. Market research indicates that there are numerous frequency convertor manufacturers that can comply with the stated requirements.

3. Are the frequency converters indoor rack mounted units or outdoor antenna mounted units?

Answer: Indoor rack mounted

4. Do we need to have Rubidium internal reference in order to meet: " The frequency stability of frequency convertors’ internal frequency reference shall be a minimum of 0.001 pp" Answer: We do not reference in the specification how to achieve the 0.001 ppm only that the stability shall be 0.001 ppm. There are numerous design implementations that would achieve the required frequency reference stability. The Government is not defining implementation only the functional results of the design implementation.

5. What is the physical size for the converter?

Answer: This is not defined in the Government specification and therefore will not be an evaluation criteria but the existing units are 1u.
