1 Introduction

The National Oceanic and Atmospheric Administration (NOAA) Office of Satellite and Product

Operations (OSPO) is an organizational component of the National Environmental Satellite, Data and Information Service (NESDIS). The OSPO has operational responsibility for the Satellite

Operations Control Center (SOCC) at Suitland, MD and the Command and Data Acquisition

Stations (CDAS) at Wallops, VA and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data. The OSPO also manages and directs the operation of the central ground facilities which ingest, process, and distribute environmental satellite data and derived products, to domestic and foreign users.

The NOAA, NESDIS Office of Satellite Ground Services’ (OSGS) mission is to sustain current

NESDIS capabilities, to enable future capabilities, and to create an integrated NOAA Ground

Enterprise (NGE). In support of NGE objectives, OGSG is engaged in transitioning legacy

Hurricane Rated (HR) Series Antennas HR1 and HR2 into multi-mission assets capable of supporting Geostationary Operational Environmental Satellite (GOES) R, GOES NOP, DSCOVR and next generation SWFO-LI requirements. Satellite data acquisition from these missions are critical NESDIS capabilities and the mission data is provided in real-time to the NESDIS National

Weather Service and Space Weather Prediction Center (SWPC). SWPC uses the data to produce space weather forecasts, watches, warnings, and alerts. Sustainment of ground assets in support of these missions is a critical necessity to ensure continuity of service.

The Wallops CDA Station provides radio frequency ground support for the above NOAA Missions through the uplink of command and processed data, as well as the downlink of satellite telemetry and raw environmental data. NOAA is also providing support to the Remote Ground Station (RGS) at Dongara, Australia which provides radio frequency ground system capabilities for the GOES-

IO Mission.

Electronic components in all of these ground systems include frequency convertors, these convertors require a life-cycle refresh in order to maintain the reliability and availability of these critical links.

2 Scope

NOAA has a requirement to upgrade outdated and obsolete frequency convertors on its HR Series

Antenna assets located at WCDAS (HR1 and HR2) and RGS (HR3 and 13mC). NOAA is seeking to replace 46 converters in total as itemized in Table 1 below:

The Contractor shall provide commercial off-the-shelf (COTS) frequency converters for use as form-fit-function drop-in replacements for the existing converters. These 46 converters must meet the applicable requirements, specified in sections 3 through 7 of this PWS, to be compatible with the current HR Series functional ground system converters. Offeror’s proposals shall include a complete Compliance Matrix to demonstrate that each requirement of the Performance Work

Statement has been considered and met.

3 Common Frequency Converter Requirements

Common frequency requirements are defined as requirements that are common to both the L Band and the S Band frequency converters and encompass the converters’ general functional and interface parameters.

● There shall be a front panel indicator showing primary power status.

● There shall be front panel fault summary alarm indicator.

● The units shall support full local control, to include full status and alarm monitoring, through a front panel interface.

● The units shall support full remote control, to include full status and alarm monitoring, through a 10/100 Base-T Ethernet interface

● The signal input impedance shall be 50 Ohms.

● The signal output impedance shall be 50 Ohms

● Units shall have a 50 Ohm BNC output monitor test port.

● The converters frequency sense shall be such there is no frequency inversion in the conversion process.

● The convertor’s local oscillator will be phase locked to either an internal or an external frequency reference. An external 10 MHz frequency reference, generated by the site’s

Frequency and Timing Reference system, will be provided and will normally be considered as the primary reference. If the external 10 MHz reference is, or becomes, unavailable then the frequency convertor shall automatically transition to the internal frequency reference.

If the external 10 MHz reference is, or becomes, available then the convertors shall automatically transition to the external reference. Below are the characteristics of the external 10 MHz frequency reference.

▪ Reference Frequency: 10 MHz

▪ Reference Frequency Input Level: +13 dBm +/- 3 dBm

▪ Output Integrated Phase Noise, using External Reference: 1 degree RMS from 1

Hz to 10 MHz, double sideband.

▪ External 10 MHz Phase Noise:

● 1 Hz offset, -90 dBc/Hz

● 10 Hz offset, -120 dBc/Hz

● 100Hz offset, -145 dBc/Hz

● 3.9.4.4 1 kHz offset, -160 dBc/Hz

● 3.9.4.5 100 kHz offset or more, -165 dBc/Hz

● The frequency stability of frequency convertors’ internal frequency reference shall be a minimum of 0.001 ppm.

● There shall be a Local Oscillator (LO) monitor port that is sufficiently isolated to inhibit

LO interference through an open or short termination.

● The units shall have a front panel indicator showing whether the unit is locked to an external frequency reference.

● The units’ power requirements shall be 90-250 VAC at a frequency range of 47-63 Hz.

● The units shall operate to the specified performance in the temperature range of +14° C to

31°C, in a relative humidity environment of 95% non-condensing, at 30°C. The units will tolerate a non-operating, storage temperature range of -35° C to 55°C, in a Relative

Humidity environment of 95% non-condensing, at 40°C.

● The converters shall support a 100% active duty cycle.

● Due to the critical nature of the frequency converters, the Mean Time Between Failures

(MTBF) will be a selection factor.
