About this file
This is a Single Source Justification form for a federal procurement action by the Department of State, US Consulate General Merida, Mexico.
The contracting activity seeks to procure Kenwood handheld radios on a sole source basis from Federal Communications Consulting for use by Facility Management staff (FAC), Data and Telephone Operations (DTO), and General Services Office (GSO) personnel at the consulate compound. The radios will facilitate staff communication, coordination, maintenance, and technical response within the facility and provide backup communication for the DTO team when OpenNet and WiFi systems are unavailable, which occurs frequently. The specific Kenwood radio models, antennas, and chargers required have been designated by the Radio Programs Branch, Regional Tactical Communications, and are DTO-approved for use on the Department of State radio network. The justification for sole source procurement is based on the "Other" category under FAR 13.106-1(b)(1), citing the requirement to ensure compatibility with existing fielded radio systems at all DOS posts and to maintain Department-specific firmware, interconnection wiring pinouts, and required option licenses. The contractor, Federal Communications Consulting, has demonstrated acceptable past performance, provided all requested information, offered reasonable pricing, and promptly complied with all DTO requirements. The Contracting Officer has determined the anticipated cost to the government to be fair and reasonable. The justification was certified by Andrea Beery, Facility Manager, on June 29, 2026, and by Michael Ding, Contracting Officer, on June 30, 2026.
