About this file

This is an addendum to a Request for Proposal issued by the North Carolina Department of Health and Human Services, Division of Health Benefits, for a Data Analytics Platform (RFP #30-2025-008-DHB). Addendum 2, issued on June 4, 2026, amends the RFP schedule, extending the proposal due date from July 17, 2026, to August 7, 2026, at 2:00 p.m. ET. The revised schedule establishes the following key milestones: RFP issuance on May 11, 2026; pre-proposal conference registration and attendance on May 13-14, 2026; written questions deadline of May 22, 2026; agency response to written questions on June 26, 2026; proposal evaluation beginning August 10, 2026; system demonstrations scheduled for November 10, 2026; and estimated contract award on March 19, 2027. The contract term is five years with two optional one-year extensions. Offerors are required to execute and return this addendum with their proposals or prior to the proposal due date; failure to include an executed copy may result in proposal rejection.

The addendum specifies that the Data Analytics Platform procurement seeks a cloud-based solution to replace legacy systems and manage approximately 110-120 terabytes of historical Medicaid data, 2,000 tables, and migration of over 650 existing reports and dashboards. Qualified vendors must demonstrate financial stability through three years of audited financial statements and possess expertise in Decision Support Systems and Data Warehouse modules. The cost proposal must include Design, Development, and Implementation costs, Operations and Maintenance costs, software licensing and hosting fees, and variable use costs, with the State establishing a not-to-exceed annual allocation of $800,000 for Necessary System Changes and $500,000 for consulting services during the O&M phase. All vendors must comply with federal and state security, privacy, and compliance requirements, including HIPAA and NIST 800-53 controls, with a 10% retainage applied to all invoices pending acceptance of deliverables and Service Level Agreement compliance. The anticipated solution go-live date is no later than July 1, 2029.
