This is a Sources Sought notice for Integrated Solid Waste Management (ISWM) services at Naval Air Station Meridian, Mississippi and outlying Joe Williams Field, Dekalb, Mississippi. The Government is seeking information from potential contractors regarding their capability to provide refuse collection and disposal services. Responses are due by July 20, 2026, at 8:00 AM CDT, submitted electronically to lea.m.cook.civ@us.navy.mil with a maximum length of 10 pages or 10 MB. The NAICS size standard for this procurement is 562111-Solid Waste Collection at $47.0 million, and respondents must identify their business size status (large business, small business, SDB, WOSB, HUBZone, SDVOSB, 8(a), or EDWOSB). All respondents must complete a Rough Order Magnitude (ROM) pricing estimate using all-inclusive pricing that covers direct costs (labor, material, equipment) and indirect costs (overhead, profit, fees, tax, G&A).

Respondents must address past performance by providing at least three ISWM contracts completed within the past five years, including service location, annual cost, total contract value, contract type, specific tasks performed, and prime versus subcontractor role. Small businesses must demonstrate compliance with FAR 52.219-14 (Limitations on Subcontracting), ensuring no more than 50 percent of Government payments are made to non-similarly situated subcontractors. Large businesses must address compliance with small business subcontracting goals, with FAR 52.219-9 (Small Business Subcontracting Plan) required if the award value exceeds $900,000,000. The Performance Work Statement outlines recurring services across 38 locations with varying frequencies (weekly, twice weekly, three times weekly, or monthly), plus non-recurring work for bulk waste containers. Pricing is structured for a base year plus four option years covering recurring service requirements (8-cubic yard and 6-cubic yard containers for routine collection, and 40-cubic yard containers serviced six times annually) and non-recurring services (temporary container placement for 8-cubic yard, 6-cubic yard, 20-cubic yard, 30-cubic yard, and 40-cubic yard containers).
