Paint waste generated during the performance of this project may be included in an existing waste profile and is exempt from further testing. Contact Environmental personnel via the Contracting Officer to determine if the existing paint waste profile can be used in lieu of additional lab analysis. Used oil generated during the performance of this project will be analyzed in accordance with regulatory used oil testing requirements to determine disposition and shall be managed through the HWSF as Regulated Waste. Before any additional or different hazardous materials are used, the SDS/MSDS for that hazardous material must be provided to the HWSF personnel to determine if any changes are needed to the existing waste characterization. SDS/MSDS’ can only be used for disposal of virgin, un-used material in the original container. Hazardous materials that are open or have been used during the project will require lab analysis to make a waste characterization. The process of characterization will identify the number and types of containers that will be needed for the waste.

Once the line of credit is established, the Contractor shall contact NS Mayport Environmental via the Contracting Officer to establish an approved regulated waste storage area. If more than 55 gallons of regulated waste will be stored at the project or laydown site, the Contractor must comply with the less than 60-day HW storage requirements per SOPA(ADMIN)MYPTINST 5090.1 series and develop a Contingency Plan IAW 40 CFR 265 Subpart D. All waste shall be managed in accordance with this base instruction and all federal, state and local regulations.

Once the Contractor establishes a line of credit, the HWSF completes the initial waste characterization and NS Mayport Environmental personnel approve the regulated waste storage location and the type of storage, the Contractor may contact the HWSF and arrange for the delivery of waste containers. No work that generates regulated waste may be started until this process is complete.

The Contractor is responsible for the cost of disposing of their waste via the HWSF. Costs of disposal range from $1.00 per pound to $3.00 per pound. Costs of lab analysis range from $500 - $3,000 for EACH type of waste disposed. A 5-10% Financial Management surcharge will be added to the final invoice. The Contractor shall not remove any regulated waste from the Government installation or bring any regulated waste onto the Government installation.

For regulated waste accumulation areas, submit weekly waste inspection logs to the NAVSTA Mayport Hazardous Waste Manager via the Contracting Officer. The Contractor shall ensure all containers are kept closed, except when adding or removing waste, that containers remain in good condition and are properly labeled, per 40 CFR 265 Subpart I requirements.
