VENDOR QUESTIONS & ANSWERS
Q1: There appears to be a smart card in the system. Is that government-supplied material or is this something we need to calculate in the costing and procure? If we need to do that, we’ll need further details as to the source, cage code, etc.
A1: SOW paragraph 3.A.3 stated: “ … In Reprogramming Interface Assembly (Drawing 3156235-1), the contractor is not responsible to provide Find Numbers 3, 28”. Find Number 3 is the Circuit Card Assembly, Smart Card. Government will assemble the Reprogramming Interface Assembly (RIA) 3156235 upon the delivery of the items in the contract with its own Smart Card Circuit Card Assembly.
Q2: Could you give us some insight as to the requirement for this item? It appears that it was purchased by the Navy before and that it has been on the solicitation list for several months. Apparently there is some difficulty in the Navy getting qualified suppliers to produce a reliable part at an attractive price.
A2: As stated in SOW paragraph 1 SCOPE Introduction that the Government intends to procure the Avionics Mechanical Assemblies to house all of the Electronic Assemblies and the Cable Assemblies to make complete Avionics Test Sets. These items were purchased in the past and are now purchased again due to additional requirements. To help reduce the time spent preparing the proposal, the Government re-advertised with some minor changes in the proposal requirements.
Q3: Could you give us some feedback as to what follow-on quantities might be happening without any commitment in the future as there is going to be substantial investment on our part in terms of documentation and analysis to calculate our selling price?
A3: This is a 5-year IDIQ Type of Contract with the MAX Quantity listed in the RFP. The Government does not have a definite follow-on quantities for the future requirements.
Q4: Is there a sample box that we could see at Point Mugu or Port Hueneme to get a better understanding of the project?
A4: To be fair to all bidders, we do not offer this viewing to one and not to others. After contract award, the winning vendor will be able to see if requested at that point.
Q5: We have spent a considerable amount of time reviewing each drawing from the Bill of Material and found a series of drawings that do not have details, or there are no drawings at all for a part number.
(Ex: Drawing #3156323-1 - Cable assembly, RF, 3-wire.) What is the intent concerning this part number and others with similar status? Is this going to be government furnished material or is the government going to provide additional supplemental information so the assembly can be built?
Then there are drawings for various smart cards, circuit cards, printed wiring boards, etc. that show a depiction of components mounted on a PCB but do not provide any manufacturing details. Should we contact the cage code for those drawings, in which case we would most likely be told that these are obsolete parts. What would you like us to do in those circumstances? Would you be able to provide, for instance, operational cards as government furnished material that we could install in the assembly case or would you prefer that we ignore obsolete or part numbers without sufficient documentation in our proposal?
A5: The Government advises offerors to review the SOW carefully. Offerors are only responsible for items that are called out in Paragraph 3 of the SOW.
