The following have been modified:

STATEMENT OF WORK

AIM-9X, RAM, ESSM ESAD

Statement of Work (SOW) 13 September 2017

1.0 Scope and Background

1.1 Scope

The tasks in this SOW define the requirements for supporting Air Intercept Missile (AIM)-9X, Rolling Airframe Missile (RAM), and Evolved Sea Sparrow Missile (ESSM) Electronic Safety & Arming Device (ESAD) Operations & Maintenance Navy (O&MN) for fiscal year 2018 through 2022. These tasks are planned to be performed by L-3 Fuzing & Ordnance Systems (FOS) as a contractor to the United States Government (Government). The majority of the SOW tasks are expected to be performed at L-3 FOS. The tasks will include the following: reviewing test plans and test results; providing written expert opinion on test plans and results; providing test data; preparing and presenting briefs to Naval Air Weapons Center Weapons Division (NAWCWD) China Lake personnel involved in ESAD support; root cause analysis; and communication by teleconference and email. This tasking will increase the overall knowledge, experience, and efficiency in testing and evaluation for the AIM-9X, RAM, and ESSM ESAD designs for the Energetics Division of the Weapons and Energetics Department (4.7) at NAWCWD China Lake, CA.

1.2 Background

The ESAD maintains the safety of the ordnance subsystem under all conditions of handling, storage, and environments prior to intentional arming.

2 2.0 Applicable Documents Not Applicable 3 3.0 Requirements The contractor shall provide the following services to the Government as identified for the FSU-25 ESAD, MK 13 Mod 3 ESAD, and MK 88 Mod 0 ESAD:

3.1 Production Sell off Data

The contractor shall provide requested unit and subassembly test data for all AIM-9X, RAM, and ESSM ESADs produced to date. Subassembly data shall include acceptance test data for all circuit card assemblies and the accelerometer/connector assembly, including subassembly serial number and test date. The contractor shall correlate subassembly serial numbers to the ESAD level customer serial number. (CDRL A001)

3.2 Technical Data Package

The contractor shall provide requested drawings, specifications and engineering reports related to all ESAD configurations produced to date. (CDRL A002)

3.3 ATP Test Set Data Package

The contractor shall provide test set drawings, equipment lists, and test flow sequences, including how simulated acceleration is performed such that the test process can be repeated and the generated test data can be statistically comparable. (CDRL A003)

3.4 Technical Inquiries

The Contractor shall provide documented L-3 ESAD expert interpretation/explanation with respect to drawings, specifications, engineering reports and theory of operation. (CDRL A004)

3.5 Reliability and Performance Evaluations

The contractor shall review Government generated documents (i.e. test plans, reports, and test data). The contractor shall provide documented expert opinions regarding reliability, tactical performance, service life limitations/extensions, effectiveness/limitations of test methods, techniques and equipment, performance shifts due to aging/use/stratification, recommendations on future testing to include improvements and other recommendations and conclusions. This shall include support through telephone conference calls. (CDRL A005)

3.6 Root Cause Assessment

The contractor shall take delivery of electrically failed ESAD specimens and assess and document the root causes of failure. Using non-destructive and destructive means, conduct testing and examination of all electrical subassemblies and components, and provide documented expert opinions regarding the cause of failure, the impact on reliability, tactical performance, and inventory and service life (age/use/stratification). The contractor shall provide recommendations on subsequent testing, and future inventory management, and provide an estimated test schedule such that a Government observer can be present for the failure investigation test process. The contractor shall provide disposition as directed. (CDRL A006)

3.7 Operational Specification Development

The contractor shall provide minimum (least margin) Acceptance Test Procedure (ATP) and centrifuge based Electronic Assembly Test (EAT) performance values that represents a .9999 reliability of successful operation (defined as passing PPAP 24480322 sequences 1-8, as applicable). The purpose of the Operational Specification is to help the Government determine the greatest amount of ESAD degradation permissible from its production state while still maintaining a .9999 reliability of safe operation and successful functioning. (CDRL A007)

3.8 Familiarization Training

The contractor shall prepare and present a briefing at NAWCWD China Lake to a small group of Government personnel involved in ESAD support. The briefing shall be 1 to 2 days (8-16 hours), followed by 8 hours of discussion and questions on the following day. The briefing shall include, but not be limited to: ESAD overview and background, theory/principle of operation, basic design approach, and features and critical components. The briefing’s main focus is ESAD understanding with a secondary focus on aging/use and effect of expected/typical aging/use (such as resistor and capacitor value shifts, degradation of printed wiring boards and solder joints, etc.) on safety, reliability and performance; expected and possible aging effects on critical components including the accelerometer, high voltage capacitor and spark gap switch; clock drift; and logic issues; recommendations regarding testing to identify and track aging trends in ESAD and critical component performance. (CDRL A008)

3.9 Inert Units

The contractor shall take delivery of one ESAD and convert to an inert unit. The contractor shall remove all energetic materials in the live and substitute the detonator with resistors. The inert unit shall be electrically equivalent to a live unit.

3.9.1 The contractor shall perform acceptance testing and ship the inert ESAD to NAWCWD China Lake or NSWC Crane. The contractor shall provide acceptance test data. The contractor shall provide subassembly data to include acceptance test data for all circuit card assemblies and the accelerometer/connector assembly including subassembly serial number and test date. (CDRL A009)

4 4.0 Deliverables

4.1 Production Sell off Data

The contractor shall provide test data in softcopy electronic format (i.e. not an image but softcopy data that can be extracted, copied and manipulated electronically, Microsoft Office Suite preferred) within 6 months of request. (CDRL A001)

4.2 Technical Data Package

The contractor shall provide drawings, specifications and/or engineering reports in softcopy electronic format (Acrobat or Microsoft Office Suite preferred) within 3 months of request. (CDRL A002)
