N68936-17-R-0011, FWST, Questions and Answers

1. Would you please provide a list of potential bidders for this opportunity? This will increase potential teaming opportunities which may add value and decrease overall costs.

The Government does not retain a list of potential bidders.

2. Section 1.4 Transition Plan states: ".submit a written narrative delineating a transition plan that ensures a smooth workplace changeover from an incumbent." Would you please provide the current incumbent and the contract number for the work currently being performed?

Current contract number is N00178-05-D-4350-GM01. Incumbent is GPA Technologies.

3. Can the Government confirm the Amounts, CLIN #s and Categories for the ODCS? In Section 4.7.1 ODCS the table lists 3 CLINS for ODS with 3 categories. However, Section B appears to have only 2 CLINS and 2 Categories for ODCS.

The CLINs have been updated as part of this amendment.

4. Will the Government confirm that the submission due date and time is Monday, 8 January, at 4:30 p.m. PST?

The Government confirms submission due date and time to be Monday, 8 January, 4:30 p.m. Pacific Time.

5. Will the Government have someone available to receive hard copy Past Performance packages on 12/25, a Federal holiday, as these were requested 14 days prior to final proposal submission? Otherwise, will the Government consider accepting electronic copies of Past Performance documents in lieu of hard copies or consider extending the due date until after the holiday?

The deadline for submission of Electronic copies of Past Performance will be moved to 3 January at 3:00 p.m. Pacific Time. Hard copies may follow at submission of proposals on 8 January.

6. In the Past Performance Information Form, Attachment L-2, the blocks for Task/Delivery Order number and Demonstrated Systemic Improvement Information seem to be linked so any text added to one block shows up in the other, and text cannot be deleted out of one without it being deleted out of the other. Will the Government provide an updated Attachment L-2 so we can add the correct information to the correct fields?

An updated Past Performance Information Form will be attached with this amendment.

7. In section 3.1, the RFP indicates that "The Offeror shall complete the Past Performance Information Form, Attachment L-2, for each past performance reference performed within five years of the solicitation release date." Will the completed Attachment L-2 documents count toward the 25-page Volume III page count?

Attachment L-2 document count will NOT count toward Volume III limit.

8. Reference L, Proposal Adequacy Checklist. Where should the completed Proposal Adequacy Checklist be placed in the Offeror’s proposal?

Contractor’s preference.

9. Reference L, Part A: General Instructions 3.0 Proposal Content and Volumes. The RFP requests that the Offeror shall submit hardcopies for all volumes. In past procurements for this work, hard copies have not been required. The requirement for hard copies adds significant time to the proposal schedule since the hard copies must be printed, bound, packaged and shipped/delivered to the Government. Due to the compressed proposal schedule which includes several holidays, this places a significant hardship on the Offerors. We would ask that the Government consider e-mail submissions for all volumes.

Three hard copies are required.

10. Reference L, Part B-Specific Instructions – Volume 2, Section 2.1. Key Personnel. Are the resume, Letter of Intent and Sample Tasks included in the page count for Volume 2?

Resumes, Letter of Intents, and Sample Tasks are not included in the page limit.

11. Reference L, Part B – Specific Instructions – Volume 3, Section 3.1 General. Do we submit CPARS in this section?

Yes.

12. Reference L, Part B – Specific Instructions – Volume 3, Section 3.1 General. The RFP requests that the Offeror submit Volume 3 Past Performance 14 days prior to the specified submission date for the proposal. Since the specified submission date is 08 January, this means that the Past Performance Volume is due on 25 December – Christmas Day. Respectfully request that this date be changed.

See the Government’s response to question 5.

13. Reference Section L, Attachment L-1 – Cost Summary Spreadsheet. The spreadsheet rolls up costs by year and not by CLIN. Should Offerors prepare one of these sheets for each of CLINs 0001, 0002 and 0004 to collect the labor cost by CLIN for each of the 5 years of labor CLINs FWST CONUS (0001,7,10,13,16), FWST OCONUS (0002,8,11,14,17) and SWIT (0004,9,12,15,18). Would this fulfill the requirements stated in paragraph 4.3 (a) of the Price/Cost section (4.0 Volume 4)?

Per questions 18 and 20, these CLINS have been combined. No roll-up will be necessary.

14. Reference Attachment L-1, Cost Summary Spreadsheet. Can the completed spreadsheet for L-1 be presented on an 11 X 17 page to improve clarity?

Yes.

15. Reference Attachment L-1, Cost Summary Spreadsheet. If there are to be individual spreadsheets for the various CLINs then will the Summary tab contain the entire rollup price/cost?

There will not be spreadsheets per CLIN. Each labor category should be listed in the cost spreadsheet showing name of category, location of position, rate and hours for that category.

16. Reference Section B and Section F. Should the Travel and Material in CLINs 0003 and 0005 be shown as one dollar total for all 5 years as the PoP in Section F suggests? Are Travel dollars to be all priced in CLIN 0002 or 0003?

Per this amendment, CLIN 0002 and CLIN 0005 are Travel and ODC costs for FWST and SWIT for the total 5 year period of performance and should be proposed as one dollar value for CLIN 0002 and a separate dollar value for CLIN 0005.

17. Reference Section L, Volume 4, paragraph 4.7 and Attachment L-1, Cost Summary Spreadsheet. Please provide Travel and ODC dollars figures to be used. The values differ between the two references.

These amounts were an administrative error and have been removed. Please refer to the amounts in Section L, paragraph 4.7.

18. Reference Section L, Volume 4, paragraph 4.7.1 ODCs. Shows Travel and Material estimate in CLIN 0002. Shouldn’t all Travel, Material and ODC costs be contained in CLINs 0003 and 0005?

See answer to question 16 for CLIN 0002 and 0005 costs. CLIN 0003 is for miscellaneous OCONUS living expenses.

19. Reference Section L, Volume 4, paragraph 4.7.1 ODCs. The hour chart on 4.7.1 shows only the Base year CLIN and does not break out FWST CONUS vs OCONUS. Included in CLINs 0003 and 0005? Please provide those numbers.

This amendment shows the correct amounts for these CLINs.

20. Reference Section L, Volume 4, paragraphs 4.1 and 4.3. These paragraphs say to use the Government provided dollar amounts for Section B pricing while Page 94, (f) bullet 6 ODCs says add burdens to Section B pricing. Please clarify and correct.

The numbers provided by the Government are unburdened.

21. Reference Section L, Section 4.3. Please confirm all references to Sub-CLINs do not apply to this RFP. (Pages 92, 93)

There will be no sub-CLINS on this contract.

22. Reference Section L, Section 3.0 Proposal Content and Volumes. Paragraph one states proposals should be structured per Section L Part B Specific Instructions. Would any answers to paragraphs 4.3 Page 93, (a) (b) and (c) be covered by the narrative in (f) (page 94)?

The requirement of the solicitation for all offerors is to complete all aspects of section L.

23. It appears that the FWST and SWIT PMs are both part time positions based on the table in paragraph 4.7. May we assume that we can propose a single individual as Key Personnel to support both roles?

Yes, one PM to support both is acceptable.

24. The Government has requested that Past Performance be submitted 14 days prior to the submission date in paragraph 3.1. Is it acceptable to submit Past Performance on the submission date (i.e., January 8) with the remainder of our submission? This is especially important in light of the disruption caused by recent fires in Southern California.

25. Is it acceptable to convert the Past Performance Information Form, Attachment L-2 into a Word document in order to more easily integrate it into the Past Performance Volume?

Yes

26. There are 12 FWST locations identified in the RFP and 13 FWST Equipment Specialists in the LOE table under paragraph 4.7.1. Does the government anticipate that there will be more than one FWST representative at any of the locations, and if so which one?

SOW section 5.3 notes the expected locations for Equipment Specialists, however, the Government may change these locations as needed over the life of the contract. Offerors should propose to the LOE for this labor category.

27. Taking into consideration the two Federal holidays between the release of this RFP and the due date, would the Government consider granting a two-week extension on the due date of this proposal?
