54NANANADoes the solicitation number N68936-17-R-0008 contain requirements similar to an existing contract or will this be a new requirement? This is a follow-on to contract N00178-05-D-4395-GM02.
55For PPIFs for contracts on which the Offeror performed as a subcontractor, please confirm that the Offeror can provide end-client referenced (e.g., appropriate Government referenced vs. references from private companies that may be direct competitors on this procurement). This is a critical concern since companies completed PPIFs for other competing Offerors would present an unfair advantage and conflict of interest. The Past Performance Information Form (PPIF) has been updated to reflect all information the Government requests from each reference in support of the Offeror's past performance. A company operating as a subcontractor to a PRIME would require a CPAQ from the PRIME to support their past performance. As a subcontractor, the company would have no official government CPAR. In cases where a company was a subcontractor to a PRIME, and both the PRIME and the subcontractor anticipates submitting offers under this Request for Proposal; the company acting as a subcontractor should submit a CPAQ to the cognizant Government official on the contract they are submitting as support of the past performance.
56Please confirm Offerors are not to send PPIFs to client references for completion. (a) Since the RFP asks Offerors to provide reference contact information, our assumption is that the Government will contact those references after proposals are submitted. (b) Note the RFP instructs Offerors to ask Assessing Officials to complete Attachment 2 CPAQs. The assumption is that Offerors are not being instructed to ask the same assessing official to complete both Attachment 1 PPIF and Attachment 2 CPAQ.(a) Each Offeror should submit PPIFs for each reference they submit in support of their past performance. The Government will review all references for official CPARs. Each company should submit a CPAQ for any reference which does not possess an official CPAR. (b) The use of "Assessing Official" denotes the contract reference in question possesses an official CPAR. No CPAQs are required for references submitted with official CPARs. Any reference not containing an official CPAR should submit a CPAQ. Example: Subcontractors will not have an official CPAR because the Government only has privity with the PRIME. The PPIF would connote the contract reference in support of the subcontractor's past performance, and the CPAQ would provide the evaluation of performance for the subcontractor.
57Please confirm that the Offerors are to include the Volume III proposal submittal only the cover sheet of the PPIF Attachment 1, including the narrative and description of relevancy, for each contract. (a) Note that, even without Offeror's description of relevancy, PPIFs are 6-pages long. Offerors submitting with two or more principal subcontractors would exceed the Volume III 30-page limit if full PPIFs were included. (b) Note that Section L instructs Offeror to describe relevancy on the PPIF in the "Contract Effort Description" area. This is actually part of the Attachment 2, CPAQ, which will not be included in Volume 3.(a) & (b) The Past Peformance Information Form (PPIF) has been updated to reflect all information the Government requests from each reference in support of the offeror's past performance. Page limit has been revised to 6 pages per reference submitted in support of an offeror's past performance.
58Please confirm that the description of relevancy can be provided on the PPIF cover page, without page limitations other than the overall 30-page limitation for the entire volume.Page limit has been revised to 6 pages per reference submitted in support of an offeror's past performance.
59Alternately, please confirm that Offerors can include pages of narrative responses describing contract relevancy, provided that the overall 30-page limit is not exceeded.Page limit has been revised to 6 pages per reference submitted in support of an offeror's past performance.
60Can Offerors delete the "Scope of the Integrated Battlespace Arena (IBAR) Contract" text and replace it with the Offeror's narrative on relevancy of the past peformance contract? The Past Performance Information Form (PPIF) has been updated to reflect all information the Government requests from each reference in support of the offeror's past performance.
61Please note that PPIF Attachment 1 titile has "Attachment (8)". PPIF Attachment 1 referenced does not match Section J Exhibit/Attachment Table of Contents.Attachment numbering has been updated for conformity.
62Section L, Part A General InstructionsThe RFP states that electronic proposal files submitted on CD-ROM should be provided in files fully compatible with Microsoft Office 2010 and for information not supported by MS Office products, with the latest Adobe Acrobat reader on a CD-ROM.

For files submitted in Microsoft Word format, there is potential for inadvertent changes to proposal content, and files could print over allowable page limitations due to differences in computer and printer settings.

With exception of specified pricing/cost worksheets, we request to submit electronic proposal files in PDF format.

PDF is an acceptable document format for all volumes except the specified pricing/cost worksheets.

File details come from the government source that posted it. Updated .
