STATEMENT OF WORK
STATEMENT OF WORK
NAVAL AIR WARFARE CENTER WEAPONS DIVISION
MISSION – MAINTENANCE – FUTURE REQUIREMENTS (MMFR)
FOR RANGE INSTRUMENTATION SYSTEMS
Date 08/22/2018
1.0 SCOPE
This Statement of Work (SOW) covers specialized Research, Development, Test & Evaluation (RDT&E) services for development, employment and deployment of Range instrumentation systems in the broad ocean areas and worldwide to support customers Test & Evaluation (T&E) and Technology Demonstration flight test events. Customers may include various Department of Defense (DoD) agencies such as the U.S. Navy, U.S. Army and other government/commercial entities that require deployment and operation of Range instrumentation equipment in geographic expansive areas and test architectures. This support shall include Range instrumentation system operators and maintainers, systems engineering, Operations and Maintenance (O&M), design and development of new Range instrumentation systems, engineering, mission planning, test support, configuration and data management, analysis, systems engineering, cybersecurity, logistics and inventory.
Range instrumentation support includes four primary areas: RDT&E Mission Execution, Range Instrumentation O&M, RDT&E Engineering, and Design and Development of Range Instrumentation systems.
The overarching goal of this SOW is to provide mission-ready Range instrumentation (such as telemetry and telemetry processing and decommutation, communications, radar, Electrical Optical/Infrared (EO/IR), weather, power, range safety systems), test data collection, Satellite Communication (SATCOM) and terrestrial communications in accordance with the projects test schedules and locations for their flight test events and technical demonstrations. The requirement is to design, develop, build-up and operate and maintain multiple Range instrumentations systems including SATCOM and terrestrial communications long-haul transport capability; provide mission execution services; ensure range instrumentation systems are 100% mission ready; collect, record and distribute data to meet customer requirements.
1.1 General Scope of Work
The contractor shall provide support of Range instrumentation systems and equipment to high visibility and complex Test and Evaluation (T&E) operations and technical demonstrations occurring primarily on geographically expansive Broad Ocean Areas, which consist of DoD test Ranges near the Pacific or Atlantic oceans or other off-range sites and locations worldwide including ship and airborne platforms, where deployment and employment of Range instrumentation equipment and services may be required to meet customer requirements.
The contractor shall assemble Range instrumentation support teams and personnel to provide “surge” support capability as tasked mission-by-mission. The contractor may augment existing government and contractor support teams. This includes any required training/certifications, mission planning and preparation, and deployment for mission execution support. Upon completion of the mission, the “surge” teams and personnel would typically disband. In most cases, the “surge” team would not provide sustaining support until called upon for the next mission via an individual task order. The contractor shall be required and encouraged to establish a “reach back” capability within its organization and possibly team with other contractors to ensure the availability of the required skill mix and ability to provide mission-by-mission “surge” support. The contractor would be tasked to provide mission-by-mission “surge” support via individual task orders.
The contractor shall be tasked to provide sustaining engineering and/or technical support. This may consist of systems engineering, engineering, analytical, and logistics support at designated test sites or installations as well as at the contractor facility. In addition, the contractor may also be called upon to provide for or augment O&M teams for Range instrumentation systems. These systems may be mobile, fixed or ship based instrumentation systems. Examples of these instrumentation based systems include communications, telemetry, telemetry processing and decommutation, EO/IR, radar, weather measurement system, Range Safety systems and electrical power systems. The contractor would be tasked to provide Sustaining and O&M support tasks via individual task orders.
The contractor shall provide support primarily on government, DOD Major Range and Test Facility Base (MRTFB) owned Range instrumentation systems and equipment. In-addition, the contractor shall design, develop and support new Range instrumentation systems.
The support required in each of the four primary areas; RDT&E Mission Execution, Range Instrumentation O&M, RDT&E Engineering and Design and Development of Range Instrumentation Systems four primary areas listed above may vary mission by mission and/or year-by-year in addition to the required personnel skill mix to satisfy customer requirements. The Contracting Officer Representative (COR) will utilize task orders for specific tasking and will provide funding task-by-task.
1.3 Contract Work Environment
1.3.1 It is anticipated that the majority of work done under this contract will be performed at the contractor facility. However, a significant amount of work will be performed at multiple sites located away from the contractor facility, such as geographically remote sites where fixed or mobile Range instrumentation systems are located, including ship-based and airborne Range instrumentation systems. This includes DOD MRTFB, U.S. Government-owned facilities, commercial facilities, remote field sites or other Government-designated test sites and installations in the U.S., U.S. territories, and U.S. Combatant Commands: Northern Command (NORTHCOM), United States Pacific Command (USAPACOM), United States Central Command (USCENTCOM), and United States European Command (USEUCOM) Area of Responsibility (AOR).

3.0 REQUIREMENTS
Work will be ordered under this contract by the submission of individual Task Orders.
3.1 The contractor shall provide personnel, resources and project management to perform timely, efficient, high-quality mission support. Contractor action or inaction must not cause tests or training events to be delayed or missed. Anticipated work under this contract consists of efforts for the four primary areas; RDT&E Mission Execution, Range Instrumentation O&M, RDT&E Engineering and Design and Development of New Range Instrumentation Systems. To satisfy customer requirements, the services required in each of the four primary areas, as well as the required personnel skill mix, may vary mission-by-mission and year-by-year.
