SPECIFICATIONS
1.0
PROGRAMMING SIMULATIONS AND SCENARIOS (CLIN 0003)
The MAC shall provide the following:
1.1 The MAC shall provide programming schemes that are user-friendly using an English language Graphical User Interface (GUI) with self-explanatory pull-down menus.
1.2 The MAC shall allow for the creation of individual emitter simulations, and multiple threat lay downs for the simulation of real world scenarios. These emitter simulations and threat scenarios shall be capable of being saved and re-used, archived on, and uploaded from Compact Discs (CDs) and Digital Versatile Discs (DVDs).
1.3 The MAC shall translate existing Navy threat simulation files and scenario scripts that are/were generated on the Navy’s Advanced Multiple Environment Simulator (AMES) systems. This translation process shall be compatible with the Government translation tool(s), software, and convert AMES files that are currently in use by the Government at Point Mugu, CA and China Lake, CA.
1.4 Threat Simulation files created by the government on the MAC shall be transportable (machine to machine) to existing government NAVAIR EW SITE lab simulator systems without modification of the threat simulation file (the government has multiple EW SITE systems installed at various NAVAIR locations i.e. Pt. Mugu, CA and China Lake, CA). This includes all version of the EW SITE at NAVAIR Mugu (-10 and -50 versions). [This is critical since emitter simulation development is being done on the -10 system and will then be exported to the -50 system for use in the main lab].
1.5 The MAC shall provide an off-line build capability of scenarios for entering threat radar parameters to allow the user to create a threat simulation file on a desktop.
1.6 The MAC shall allow an operator to manually pause the system output and vary emitter parameters and restart while a test is in progress (such as frequency, pulse width, and Pulse Repetition Interval (PRI).) This allows both verification of User Data Files (UDF) limits and the ability to execute “what if” scenarios such as, reported threat changes and contemplated UDF updates, as well as the parametric measurement limits and resolutions of the System Under Test (SUT) hardware and software.
2.0 SYSTEM COMPONENT RELIABILITY (CLINs 0001, 0002, 0003, 0004, 0005, 0006)
2.1 The EW SITE components shall have a minimum Mean-Time-Between-Failure (MTBF) rate of 500 hours. The contractor shall be responsible for all repairs applicable to the components warranty clause at its own cost within one (1) year warranty period.
3.0
BUILD IN TEST (BIT) (CLIN 0003)
3.1 BIT shall be capable of isolating a fault to the module level. Equipment troubleshooting and component replacement shall be capable of being done at the user level.
4.0
ALIGNMENT (CLIN 0003)
4.1 The MAC shall be able to be calibrated by the user without the need for additional instrumentation or test equipment.
4.2 The MAC shall have a periodic automatic self-alignment that is capable of running in the background without adverse impacts to the simulator operation.
4.3 System alignments taking greater than one (1) hour shall be able to be archived for later use, if no changes were made to a certain system configuration.
4.4 The MAC shall have the ability to archive up to 10 alignments.
5.0 SYSTEM REPLACEABLE ASSEMBLY (SRA)/SUB-ASSEMBLY INTERCHANGEABILITY (CLINs 0001, 0002, 0003, 0004, 0005)
5.1 The equipment shall be of a modular design and easily expandable and upgradeable. Replaceable hardware shall be interchangeable between existing EW SITE systems (within the same -50 EW SITE configuration) at Point Mugu, CA and China Lake, CA.
6.0 COMPONENT ENVIRONMENTAL REQUIREMENTS (CLINs 0001, 0002, 0003, 0004, 0005)
6.1 The EW SITE systems shall operate on 200-240 VAC, single phase, 50/60 Hz) Power.
The ambient air temperature of the laboratory where the system is installed and operational is between +5 to +30 °C.
7.0
SYSTEM MOBILITY REQUIREMENTS (CLIN 0001, 0003)
7.1 The EW SITE systems shall be configured in modular, wheeled electronic equipment racks, in order to have the ability to be moved without a fork lift or crane between laboratory spaces when necessary. The EW SITE systems shall be capable of being up and running ready to support a test within one and one-half hours (1.5) after being moved from one location to another.
8.0
SYSTEM PHYSICAL SIZE (CLIN 0001, 0003)
8.1 Maximum height shall be 80 inches +/- 0.5 inches from the floor, including casters; there shall be four (4) swiveling casters per cabinet. Maximum depth shall be 70 inches and maximum width shall be 25 inches per cabinet.
9.0
SIGNAL DENSITY REQUIREMENTS (CLIN 0002)
9.1 A single SSI can produce a maximum of 2 million pulses per second (depending upon the pulse duration).
9.2 SSI shall support the capability to upgrade or reconfigure the system for more ports of output if required. When configured at four (4) SSIs per port, the system shall support the simultaneous generation of no less than four (4) Continuous Wave (CW) emitters, sixteen (16) Barker-coded AI emitters, and four (4) ground based pulse Doppler systems. Four (4) SSIs per port can produce four (4) CW emitters or twenty (20) pulsed emitters (AI or pulse Doppler). Eight (8) SSIs per port are required to produce the twenty (20) pulse emitters simultaneously with the four (4) CW emitters.
9.3 When a pulse is scheduled to be produced, the EW SITE shall produce that pulse on all ports associated with the assigned receiver geometry. If the EW SITE cannot produce the pulse on all associated ports due to Synthetic Source Instrument (SSI) unavailability, then the pulse shall not be produced on any port and the pulse shall be flagged as dropped. Real Time monitoring of dropped pulse statistics shall be provided for the system operator or system controller. These statistics will be updated at 100ms intervals.
10.0 SOURCE CODE AND SUPPORT TOOLS (CLINs 0001, 0003) 10.1 The contractor shall deliver software source code (soft copy) and support tools for the Game Controller Computer Software Configuration Item (CSCI) and the System Model builder CSCI that have been developed and or updated during performance of this contract. (CDRL A002)
11.0
FREQUENCY RANGE (CLIN 0002)
11.1 The EW SITE systems shall have the capability of operation over a frequency range from 20 MHz to 22 GHz.
12.0
PULSE MODULATION AND TIMING PERFORMANCE (CLIN 0002)
12.1 The parametric requirements in Table 2 apply specifically to the characteristics of pulse modulated signal simulations. The contractor shall ensure all parametric requirements apply simultaneously to every emitter being simulated, regardless of the total programmed pulse density being generated by the emitter simulation equipment.
13.0
AMPLITUDE MODULATION (CLIN 0003)
13.1 The EW SITE shall be capable of providing the amplitude modulation of the emitter signal resulting from the antenna gain and polarization patterns and antenna scan motion relative to the SUT. Provisions for the loading of user antenna patterns shall be provided. The supported antenna pattern format(s) shall be defined.
