Q. Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need? If there is an incumbent, can the government please provide the most recent contract award number & contract value?
A. This requirement is currently being serviced under N6883619P0472, Gilmore Services. For additional information regarding the current contract, please submit a Freedom of Information Act request to www.foia.gov.
Q. Is there specific verbiage the government wants to see from the bank on the letter that the solicitation is requesting? Does the government want the PPQ sent directly back to you or added to the Volumes?
A. In accordance with Federal Acquisition Regulation Part 9.104, we are attempting to validate that Offeror’s have adequate financial resources available, or the ability to obtain them. Letters from financial institutions should speaks to the Quoter/Offeror standing with bank, how long they have been a client of the bank, Availability of Line of Credit (availability, not balances).
PPQ’s are to be sent directly to the POC outlined in page 20 of the solicitation.
Q. Can we use subcontractor since in solicitation it is mentioned Limitations on Subcontracting. Offeror shall affirmatively state that they intend to meet the requirements outlined in FAR 52.219-14, Limitations on Subcontracting (Sep 2021) (Deviation 2021-O0008).
A. FAR Clause 52.219-14, Limitations on Subcontracting (Sep 2021) (Deviation 2021-O0008) has been removed from this solicitation.
Q. In detail how would you like me to submit my proposal? Are there any additional documents needed as well.
A. Quotes are to be submitted as outlined in 52.212-1 Addendum in the solicitation.
Q. Due to end of year closeouts, it is extremely difficult to get past performance questionnaires (attached) completed by any CO by the due date. Is there any possibility that the agency can use CPARS instead to verify our past performance? Does the Agency have access to CPARS?
A. The Agency has access to CPARS. According to Page 20 of the solicitation, “If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available which meets the requirements identified above, it shall be submitted with the offer. If a CPARS is not available, then the Offeror shall submit a completed Past Performance Reference Questionnaire (PPQ) (Attachment 1) for each reference submitted.”
