Questions and answers from the APE requirement.
1. How many APEs will be on concrete and how many will be on asphalt?
63 Asphalt 40 concrete as indicated in Section 1.6., number 5
2. Where are the attachments?
The attachments are under “modification notice” labeled “APEs Main Apron Layout.”
3. The question that we have is the requirement in 1.4. The height clearance requirement for the tail is to be 3’ across the width of the shelter and the building. In the next paragraph it states that there needs to be a 5’ clearance. According to the same section the building has a maximum height of 17’. Need some clarification on this. Generally, most military bases require that the aircraft have a tail height clearance that goes up vertically. Not vertically and horizontally.
The Government requires a 5-foot vertical clearance is correct. The DOR has been updated to reflect.
4. Section 1.4 reference maximum height for the T-6 shelters and 25’ for the T-44 shelters.
Do these values refer to the distance between the aircraft tail and the lowest members of the roof structure or to the top of the exterior of the APE measured from Grade?
The illustration below shows a King Air model I grabbed housed within the T-44 dimensions specified in 1.4. You can see that the envelop for the roof structure is just 5’-9” across a span of 70’-3”.
For the T-6 Double, the envelope to fit the roof structure is only 1’-4” across a span of 98’-8” if maximum overall height is 17’.
1) Can you confirm if these values (17’ & 25’) refer to the distance measured from the top of the aircraft tail to the lowest members of the roof structure or measured from Grade to the top of the exterior of the APE?
It is measured from grade to the top the of APE.
2) If the values (17’ & 25’) are not absolute height limits, can you provide the maximum height desired for the three types of APEs?
See DOR Section 1.4 and it is indicated in attachments C and D
5. 1. The best practice for a highly corrosive environments is to utilize post-fabrication hot-dipped galvanization in accordance to ASTM A123. Is it the preferred requirement for all vendors to meet this standard?
Contractor shall comply with ASTM A123 standards. Comply
6. 4. Engineering, fabrication and installation for a project of this magnitude is unlikely to be complete within the 180-day requirement. Will you accept a more realistic time frame?
Government shall maintain the 180-day requirement. However, the Government will consider a Contractor written justifiable to the request to Government for extension
7. Can the payment terms be adjusted due to the large dollar value of the contract? Suggest 25% at time of award, 65% at time of shipping and the remaining 10% upon completion of the contract.
No… Progress payments are not an option for this requirement.
8. The performance requirement for sustained winds is 149 MPH which complies with United Facility Criteria 3-301-01. This requirement states that the structure and the fabric must meet the sustained wind threshold.
Want to confirm that flying debree is not considered?
Flying debree is not consider as a requirement.
The frame without the fabric cover must meet sustained wind guidelines set forth in the UFC?
APE shall meet DOR requirements in Section 1.6.
9. Section 1.6 states that the shades shall be designed to withstand hail up to 1.5” in diameter with fabric in place. This is an requirement that is not part of standard equipment testing and there will be depredation to the fabric cover during a sustained hail storm. Can this requirement be amended or removed?
The government will not waive this requirement.
10. Section 1.7 calls for the installation of a FOD fence around the work area. Can you provide the specifications for the required fence?
Contractor shall secure the work area with standard safety and security protocols.
11. Under T-6 Double APE: Max height for double is wrong.
T-6 Single APE, states Interior Width 53’-4”, Maximum height of shelter 17’.
T-6 Double APE, states Interior Width 98’-8”, Maximum height of shelter 17’.
T-44 Single APE, states Interior Width 70’-3”, Maximum height of shelter 24’.
RE look at the height spec for the 98’-3” of 17’ when the 70’-3” is 24’.
Max heights in attachment “C” and “D” are correct.
12. 3. Attachment C shows minimum APE length of “no less than 34 feet”. Please confirm the 34’ APE length is acceptable.
The length of 34 feet is correct for T-6 aircraft, as indicated in attachment “C”
13. 4. Attachment D shows minimum APE length of “no less than 36 feet”. Please confirm the 34’ APE length is acceptable.
34 feet is not acceptable. The length for the T-44 aircraft is 36 feet as indicated in attachment “D”
