All design changes to the product baseline shall be approved by the Government prior to implementation. Class I ECP shall be required for all changes to fit, form and function. Class II changes shall be provided to the Government. See MIL-HDBK-61A for guidance. |
| 3.6 | Request for Deviation (RFD): The Contractor shall not offer items, for acceptance by the Government, that incorporate a known departure from requirements, unless an RFD has been submitted, classified (critical, major, or minor), and approved. A critical deviation consists of a departure involving safety; major deviation consists of a departure involving performance, interchangeability, reliability, survivability, maintainability, durability, health, effective use/operation, and weight/size; minor deviation consists of a departure that does not involve any of the critical and major deviation factors. Deviations classified with Government concurrence shall be submitted for information. Classification disagreements shall be referred to the IPT chair and co-chairs for decision; the PCO will document and disseminate a decision in writing. Authorized deviations apply to a specific quantity of items and will not constitute change to the Particle Counter baseline as defined by the TDP, or SS. The Contractor may process a RFD if, during or after repair of an item that incorporates a known departure from requirements, it is determined that the item is considered suitable for use “as is” or after repair by an approved method. |
| 3.7 | Requirements Traceability Matrix (CDRL A005) (CLIN 0012): A Requirements Traceability Matrix shall be maintained showing, by paragraph, how each requirement of sections 3 & 4 of the SS will be met by the system/system components. |
| 3.8 | Safety: The Contractor shall perform all work under this contract in full compliance with all applicable Federal, State, and local environmental and occupational safety and health regulations. System safety design guidance precedence of MIL-STD-882E shall be followed for the unit, its components, and all of its man and machine interfaces. |
| 3.9 | Quality Management: The contractor shall continually manage and improve the quality of all products and services delivered under this contract and the processes by which they are realized. The system used by the contractor to manage quality shall be compliant with all requirements of, and at a minimum be functionally equal to, a current active version of the ASQ/ANSI/ISO 9001:2015, Quality Systems - Model for Quality Assurance in Design, Development, Production, Installation and Servicing. The Government shall have the right to audit the contractor's quality system for ASQ/ANSI/ISO 9001:2015 compliance. The Government shall have access, for review and analysis purposes, to contractor QMS documents; raw data that have not been subjected to processing or any other manipulation; summarized, tabularized, or graphical depictions of the data; and records under this contract. |
| 3.10 | End Item Packaging, Handling, Storage, and Transportation: The contractor shall use best commercial practices when packaging and shipping the Particle Counter in its storage/transit case. The Contractor’s packaging personnel shall identify the necessary requirements and planning to ensure that all systems, equipment, and support items are properly preserved, packed, handled, stored, and transported. This encompasses protecting materiel from environmentally induced corrosion and deterioration, physical and mechanical damage, and other forms of degradation during storage, multiple handling, and shipment in the Defense Transportation System.
