N68335-16-R-0005 Responses to Solicitation Questions

Question 1: What is the procurement history for these NAN4? Provide the last time this set of drawings was bid out for the purchase of a NAN 4.

Response 1: Procurement history is not available to the Program Office. The drawings were not used for previous solicitations.

Question 2: Please provide clarification and bid extension to address the following questions / commentary:

1) Components – A significant number of parts are source controlled. The extensive source control and restrictive drawing information means we cannot fabricate with the info presented.

Response: Parts can be obtained from the sources listed.

Two part numbers on the integral parts list, 91152A031 Washer-Bevel and 91152A033 Washer-Bevel do not have drawings that could be located in the package.

Response: Separate drawings for these items do not exist; they are McMaster Carr parts.

1317AS245 Leveling Jack Assembly - Three part numbers on the integral parts list did not have drawings in the solicitation although CAGE No.'s are indicated. Also, there are no finish requirements. Is this to be considered a Source Control Drawing?

Response: These three items are Chase Supply Inc. items, as indicated by CAGE 1RXM1.

1317AS200 Control Panel Assembly - Respectfully suggest that fabrication information for 1317AS201 Panel be provided so alternate sources could be developed or manufactured in-house.

Response: Parts can be obtained from the sources listed.

Manifolds are currently Source Control drawings. Respectfully suggest fabrication information be provided so alternate sources could be developed.

Response: Parts can be obtained from the sources listed.

Weld Procedure – Note 1. Welding Process requirement specifies that welding rod shall be in accordance with AWS A5.1 Type E6010. Does this mean that only the SMAW weld process is allowed and Push-Pull TIG/MIG is unacceptable?

Response: Yes, only the SMAW weld process is allowed.

Coatings – Provide a copy of NAVAIR 17-1-125 to confirm coating processes.

Response: NAVAIR 17-1-125 has been attached to the solicitation under Attachment #6.

Drawing 322AS126 Hinge Strap calls out Cadmium Plate finish. Directives on most government programs generally encourage use of alternative finishes to cadmium plating. Has this been considered for this program?

Response: There is an error on Drawing 322AS126, Note 7 should be Note 5. However, CAD coating is not necessary on the threads; therefore, Note 5 shall be deleted.

5) Specifications – MS24328 Hub referenced on drawing 67A314D137 is inactive and replaced with A-A-59494. Does this specification replace drawing 67A314D137?

Response: No, specification A-A-59494 does not replace Drawing 67A314D137.

2) On page 16 of solicitation, we are either misunderstanding, or believe there is some conflicting information presented regarding the schedule:

a. Under "DELIVERY INFORMATION" midway down the page, and "DELIVERY DATE", should the 1st and 2nd CLIN 0002 read "After 1st Article Acceptance" or something similar and not "ADC"? (CLIN 1 ADC is correct)

What should the delivery be?

Response: Please refer to Section F of the solicitation.

On page 57 of the solicitation, you reference "Past Performance Data Forms" - the solicitation on FBO has attached "Past Performance Interview Form." The "Contract Work Description" block referenced on the bottom half of page 57 does not 100% jive with the solicitation-attached Interview Form. Please confirm if these forms are indeed the same or different. Our understanding is we fill out or type-in Past Performance information on a Past Performance Form, include it in our Volume II - Past Performance, and then the Government follows up with Interviews?

Response: The Past Performance Evaluation Form has been added as Attachment 5. The Past Performance Evaluation Form includes a space to complete the Contract Work Description. The form may be used to provide this information; however, a Word document containing the information will also be accepted.
