16 June 2014
1.0 Introduction
1.1 Purpose:
This statement of work defines and describes the requirements for the contractor to provide the wheel and brake cable components for the MHU-191A/M Munitions Transporter in accordance with the Government furnished technical drawings listed in Appendix A. In addition to the fabrication of Part Numbers (P/N) 3992AS111-1, 3992AS350-1 and 3992AS350-2, the contractor shall perform inspection in accordance with ISO 9001 or equivalent. The contractor shall manufacture, inspect, and deliver parts over the life of the contract as defined in Section B of the solicitation.

The parts associated with this Statement of Work are component parts used to convert the MHU-191/M to the MHU-191A/M Munitions Transporter.
2.0 Scope:
This acquisition is structured for the contractor to manufacture, test, and inspect the wheel and brake cable components. Prior to full rate production, the contractor shall produce two pilot production units, consisting of each part listed in Appendix A. Upon satisfactory completion of all pilot production inspection and testing, the Government will provide a release for production for units awarded through the life of the contract.
3.0 Task Requirements:
3.1. Program schedule: Within 30 days after contract award, a program schedule will be delivered in accordance with CDRL A001. The program schedule will outline all steps in the manufacturing, testing, inspection, and delivery of the MHU-191A/M Munitions Transporter components.
3.2 Acceptance Test Plan: Within 60 days after contract award, an acceptance test plan shall be provided in accordance with CDRL A002. The acceptance test plan shall include all drawing and/or specification requirements for P/Ns 3992AS111-1, 3992AS350-1 and 3992AS350-2. The plan shall describe each of the tests/inspections methods and equipment that will be needed to demonstrate that the pilot production units meet all of the performance requirements outlined in technical drawings 3992AS111 and 3992AS350. The acceptance test plan shall include all data/certification sheets and methods/procedures to perform the inspections and functional tests. The plan shall also list all equipment and measurement tools (with calibration certifications as required) that will be used during testing.
3.3 Pilot Production Units: Two Pilot Production Units, consisting of the parts and quantities indicated in Appendix A, shall be inspected and tested in accordance with the drawings.
Inspection and testing shall commence no later than 300 days after the contract has been awarded for a duration of 45 days. One hundred percent (100%) inspection and testing in accordance with the drawings shall be completed by the contractor in accordance with CDRL A002. The approved pilot production units shall be tendered for delivery with the last shipment of the first Delivery Order (DO) under this contract. The contractor shall refurbish the pilot production units to the production configuration as necessary to place it in ready for issue (RFI) condition.
3.3.1 Pilot Production Unit Test Report: Within 30 days after the completion of all test and inspections, a test report shall be delivered in accordance with CDRL A003. The test report shall document the results of all inspection and testing. If any failures occurred during the testing, the contractor shall provide a detailed description of the failure, steps taken to correct it, and recommendations to correct the underlying cause of the failure.
3.4 Full Rate Production (FRP): After the approval of the Pilot Production Unit, Release for Production will be provided in writing by the Contracting Officer to authorize the contractor to begin the production/purchase of parts under contract. Prior to Release for Production, all purchase of materials and manufacturing shall be at the contractor’s expense and risk.
Within 210 days of the release for FRP, the contractor shall begin delivery of the production parts and will continue to do so at a rate that is in accordance with Section F of the contract.

- One set (2 Front, 2 Rear) out of every two hundred (200) total wheels assemblies.
Failure/non-compliance of a unit shall result in one hundred percent (100%) inspection and testing of the next 50 units or remainder of the DO, whichever comes first. If any damage occurs during the production inspection and testing process, production units that pass inspection and testing shall be refurbished to the production configuration as necessary to place them in ready for issue (RFI) condition and then tendered for delivery.
