To be authorized to repair calibratable equipment for the Navy the Contractor shall be compliant with the requirements of ANSI/NCSL Z540, “Calibration Laboratories and Measuring and Test Equipment – General Requirements”. The repair site may be subject to a Commercial Services Provider (COMSP) audit conducted by Navy representatives. Compliance with this standard ensures that equipment returned to the Fleet can be immediately placed into service.
For the Navy to accept contractor calibration following the initial calibration, the contractor shall be audited and certified by the Joint Navy/Marine Corps Audit Certification Team (JNACT) as meeting the requirements specified in NA17-35QAC-01, Navy and Marine Corps Audit/Certification Manual, or, be accredited as meeting the criteria in International Organization for Standardization (ISO) 17025, General Requirements for the Competence of Testing and Calibration Laboratories, and/or American National Standards Institute (ANSI) Z-540, by an Accreditation Body (AB) approved by NAVAIR METCAL. There are three methods to obtain Navy certification: (1) JNACT audit for military or Calibration Service Provider (CSP) laboratories, (2) Commercial Service Providers (ComSPs) audit for commercial laboratories, or (3) accreditation to (ISO) 17025 / ANSI Z-540 by a NAVAIR METCAL approved Accreditation Body.
CSP is an umbrella term including Original Equipment Manufacturers (OEMs), Commercial Calibration Activities (CCAs), and government agencies providing calibration services to the Navy as a major line of business. CSPs can be accredited as meeting the criteria of ISO 17025/ANSI Z-540 by an approved accreditation body such as National Voluntary Laboratory Assistance Program (NVLAP), American Association for Laboratory Accreditation (A2LA), Laboratory Accreditation Bureau (L-A-B), International Accreditation Services (IAS), or Assured Calibration and Laboratory Accreditation Select Services (ACLASS). They can also be accredited by a JNAC audit to NA17-35QAC-01 criteria.
ComSPs are OEM suppliers of Navy TMDE who calibrate their own products but are not engaged in calibration as a major line of business, and other commercial laboratories providing low volume, model specific, or unique parameter calibration services. To be accredited, they must be certified by a Navy ComSP audit. The ComSP audit is a JNACT audit with the criteria tailored to apply only to the equipment being calibrated. The ComSP evaluation process is broken down into three parts: notification and desktop assessment, on-site assessment, and post assessment corrective actions.
Notification and desktop assessment consists of the NAVAIR METCAL Quality Manager contacting the contractor and requesting copies of the contractor's quality manual and supporting documentation, calibration procedure, and company information. The contractor is provided a questionnaire and requested to supply the supporting documents that relate to the criteria specified in the ComSP checklist. A desktop assessment of the supplied documentation is performed to ensure the documentation complies with the requirements of NA17-35QAC-01() and the results, including non-conformances, are supplied to the contractor. A date for an on-site assessment is set.
The on-site assessment is normally performed by a Lead Auditor and a Subject Matter Expert and is one to two days in length. The on-site assessment validates the contractors performance is in accordance with their quality system and meets the requirements of NA17-35QAC-01(). The Subject Matter Expert observes a calibration of the product. The results of the on-site assessment are discussed with management upon its conclusion along with and any corrective actions that may be required.
During the post assessment period, the Lead Auditor advises the contractor with corrective actions. Once all corrective actions have been completed and approved by the Lead Auditor a recommendation to certify the contractor is forwarded to the NAVAIR METCAL Program Manager. (LC04)
