GENERAL INFO AMENDMENT 0001

AMENDMENT 0001

The purpose of solicitation Amendment 0001 is to:

1. Extend the Request for Proposal due date and time from 22 July 2022 at 1400 EST to 29 July 2022 at 1400 EST.

2. Respond to questions from industry as follows:

QUESTION 1:

There is a raw material constraint anticipated with CLINs 0001 and 0002. The raw material required to produce these CLINs is considered non-standard and must be milled before it can be shipped to the contractor. The raw material delivery estimate is projected to be up to twenty weeks based on current supply. Would the Government consider drafting an amendment to set a maximum total order quantity of three (3) complete assemblies of CLINs 0001 and 0002 in Year 1? (Example, CLIN 0001 order quantity two (2) units, plus (+) CLIN 0002 order quantity one (1) units, equals (=) annual maximum total of three (3) units in Year 1, or any combination of CLIN 0001 + CLIN 0002 that totals three (3)). This would allow the successful offeror a needed ramp-up period to source and receive the required raw material. Since all offerors would face similar ramp up constraints, it would be in the Government's best interest to consider this change to the request for proposal (RFP).

ANSWER:

No. The Government’s requirement is set forth within solicitation N6660422R0276 and remains unchanged. Please see page 2 of the solicitation for the minimum and maximum quantities the Government has the ability to procure per year if necessary. Please also see page 33, clause “52.211-8 Time of Delivery” for the required delivery schedule.

QUESTION 2:

Given the previously mentioned raw material constraints, we would like to request that the Government draft an amendment and add language to the contract that sets a combined maximum annual order quantity for CLINs 0001 and 0002. We request that the combined order quantity of CLIN 0001 and 0002 be stated as not to exceed twenty (20) units total in any single option year. (Example, CLIN X001 order quantity 15 units, plus (+) CLIN X002 order quantity 5 units, equals (=) annual maximum total of twenty (20) units, or any combination of CLIN X001 + CLIN X002 that totals twenty (20) in a single year.) We assert that it would be in the Government's best interest to consider both a ramp-up order rate in Year 1 of no more than three (3) total units and set a maximum combined order rate of twenty

(20) units of CLINs X001 and X0002 in the option years. The proposed change is offered because the milling capacity for raw material must be taken into consideration to produce some of the larger assemblies. Since all offerors would face similar ramp up and logistics constraints, it would be in the Government's best interest to consider this change to the RFP.

ANSWER: The Governments requirement is set forth within solicitation N6660422R0276 and remains unchanged.

Please see page 2 of the solicitation for the minimum and maximum quantities the Government has the ability to procure per year if necessary. Please also see page 33, clause “52.211-8 Time of Delivery” for the required delivery schedule.

QUESTION 3:

On Drawing 8805775 Detail E, the .350 dimension is an exact point with no tolerance located along the 15 degree slope and is referenced as the point where the .399 +-.006 should be measured. Performing this measurement requires

N6660422R0276 using specialized measurement equipment. Will the Government confirm that this is the point of measurement required to meet the specification on this assembly?

ANSWER: Confirmed. That is the correct point.

QUESTION 4:

I have a quantity/pricing question.

Example; Item No 0001, pg. 4, says Quantity 56. Is that just a forecast of the quantity over the 5 year contract period?

ANSWER: On page 4, the Quantity 56 for CLIN 0001 is the maximum quantity (Ceiling) the Government has the ability to procure in total under the life of this contact (5 years)
