The purpose of this amendment is to:
1. Extend the closing date and time from 02:00 PM EST 04 October 2019 to 02:00 PM EST 08 October 2019.
2. As a result of Government Responses below, clause G-232-H001 is removed, and updates were made to Section L, Instructions to Offerors.
3. Exhibit A, Contract Data Requirements List (CDRL) is incorporated into Section J.
4. Answer industry questions as detailed below:
Industry Question Government Response Industry Question #1: Is there an estimate on the solicitation’s volume and frequency?
Government Response #1: The exact required number of transcription services are unknown at this time.
Request for Quotes will be issued to all Blanket Purchase Agreement (BPA) holders when a requirement is determined.
Industry Question #2: What is the required turnaround time?
Government Response #2: The required turnaround time will be identified within the individual BPA call and will be provided to all BPA holders when requesting quotes.
Industry Question #3: How are you providing your audio recording files?
Government Response #3: Audio recordings will be provided via e-mail (if offerors can accepted encrypted e-mails) or AMRDEC SAFE.
Industry Question #4: Do you have estimate of the quantity (audio minutes) ?
Government Response #4: See Government Response #1.
Industry Question #5: What are the nature of the recording? Interviews? Hearings? Do you have average duration of the audio?
Government Response #5: The exact nature and duration of the audio is unknown at this time. This information will be detailed in the Request.
Industry Question #6: Cover Letter included in the overall 6-page limit of Volume I - Technical?
Government Response #6: Please see Section L, 1.0 Instructions to Offerors 1.3 (d) Proposal format for page count information.
Industry Question #7: In response to the Government requirements in Section L, do we also need to provide our approach and compliance with the SOW requirements? If yes, does this count against the 6-page limit?
Government Response #7: No, please review Section L, 2.1 Technical Capability for the Government’s requirement.
Industry Question #8: Are we required to Include the executed SF 1449 (Page 1 of 1) and Section K (Page 27 of 37) within the Technical Volume?
Government Response #8: No, this is not considered part of the technical volume.
Industry Question #9: Are we supposed to include the resumes of our Transcriptions?
Government Response #9: Please review Section L,
2.1 Technical Capability for the Government’s
requirement.
Industry Question #10: Can you provide information on how to complete an NDA to obtain more details on requirements for this solicitation?
Government Response #10: The NDA will be provided on a BPA Call basis. No NDA is required at this time and no additional information will be provided.
Industry Question #11: If this is not a new requirement, please provide information of who is performing transcription services and what is being paid for services.
Government Response #11: This is a brand new requirement for the Naval Undersea Warfare Center Division Newport.
Industry Question #12: Can you provide the turn-around time for receipt of transcripts?
Government Response #12: See Government Response #2.
Industry Question #13: Is there an excel sheet to fill out with estimated totals and line items numbers, which would then show a total estimated quote. These seem to be typical in bid requests. Also, if prices were to increase during the 5 year period it would be indicated in there.
Government Response #13: There is no requirement for offerors to provide any pricing information at the BPA level. Prices will be determined fair and reasonable at the BPA Call Level.
Industry Question #14: Section 3.1 “The Government will provide the contractor with a digital copy of all ADs with the Request for Quote” I do not see the references AD attached to the RFQ.
Government Response #14: The Applicable Documents will be provided on the BPA Call Level.
Industry Question #15: On section D page 8 the sample showing items 1 , 2 & 3. I have two questions 1) This is what would be on the cover page of the transcript, correct? 2) On number three sponsor? I am not sure who the sponsor would be and requiring activity?
Would that be the requesting individual and department?
Government Response #15: Yes, this would be required upon delivery. This information will be provided on the BPA Call Level.
Industry Question #16: Page 6 paragraph 2 “All files shall be destroyed once the contractor receives confirmation” contradicts page 24 (d) (2) saying records and materials need to be held for audit.
However, it says in paragraph one on that page (d) “If this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain clause 52.215-2 is not listed. I am assuming that all the record to be destroyed are the ones used to produce the transcripts and the ones not to be destroyed are all the business records.
Government Response #16: As this requirement does not meet all of the requirements specified this section is not applicable per the clause.
Industry Question #17: I believe my WAWF registration is expired. It has been a very long time since I have used the system.
Government Response #17: As this is not a direct question, the Government cannot respond.
Industry Question #18: Does the Navy require the proposal on a per page or per audio minute basis?
Government Response #18: Prices will be determined fair and reasonable at the BPA Call Level. How the offeror provides a quote is a business decision made by the offeror.
Industry Question #19: What turnaround times need to be considered when submitting page or audio minute rates? For example: daily turnaround, 2-day turnaround, 3-day turnaround, 7-day turnaround, 10-day turnaround, 20-day turnaround.
Government Response #19: There is no requirement for offerors to provide any pricing information at the BPA level. Prices will be determined fair and reasonable at the BPA Call Level. The Delivery timeframe will be provided at the BPA Call Level.
Industry Question #20: How many orders are estimated to be made on a weekly or monthly basis?
Government Response #20: Please see Government Response #1.
Industry Question #21: What is the average length of recording that needs to be transcribed
Government Response #21: Please see Government Response #5.
Industry Question #22: Is there a sample transcript to review in terms of format? Is the format 25 lines and double spaced? Any other stipulations as to the format?
Government Response #22: No sample will be provided. All information is contained in the Statement of Work and CDRLs.
Industry Question #23: Is there an incumbent vendor for this bid? If so, please name the incumbent(s).
Government Response #23: Please see Government Response #11.
Industry Question #24: If there is an incumbent, at what rates are services being offered?
Government Response #24: Please see Government Response #11.
Industry Question #25: Was there a previous RFP for these services? If so, can we see that previous RFP document?
Government Response #25: Please see Government Response #11.
Industry Question #26: Since The Naval Undersea Warfare Center Headquarters Command Evaluation and Review Office (CERO) has indicated that it is planning to award to contracts to multiple vendors, how will work be distributed?
Government Response #26: Requirements will be competed on the BPA Call Level amongst all BPA holders.
Industry Question #27: Can CERO provide us with volume estimates for transcription services that will be required as part of any contract resulting from this RFP? Approximately how many hours of interpreting will be required?
Government Response #27: Please see Government Response #20.
Industry Question #28: Can CERO provide us with historical usage data for the transcription services requested as part of this RFP?
Government Response #28: Please See Government Response #11.
Industry Question #29: Upon perusal of the RFP document, we cannot find any information on how to compose and provide pricing. How should pricing be formatted? Do you have a pricing template that you can share with us?
Government Response #29: Please see Government Response #19.
Industry Question #30: Will all audio for transcription be sent in English or will translation be required?
Government Response #30: Transcription will be sent in English. Please see Government Response #5 for more information.
Industry Question #31: What is the number of pages or the number of minutes expected to be transcribed each year?
Government Response #31: Please see Government Response #5.
Industry Question #32: What is the turn-around time for the transcribed document? Does it vary? What is typical?
Government Response #32: Please see Government Response #2.
Industry Question #33: Are the media files provided via CD?

Industry Question #34: Are the files audio only, or are they also video recordings?
Government Response #34: Please see Government Response #5.
Industry Question #35: What is CDRL A001? I do not see these specifications.
Government Response #35: As part of this amendment, CDRL A001 is included and incorporated in Section J.
Industry Question #36: Please advise what the IAW NUWC HQ All-Shred Policy is.
Government Response #36: All work must be done in accordance with Applicable Document NUWC HQ All-Shred Policy. Applicable Documents will be provided on the BPA Call level.
Industry Question #37: Is invoicing done through WAWF or is a Government Purchasing Card used?
Government Response #37: Both Payment mechanisms will potentially be used under this BPA.
Industry Question #38: May I ask if there is a specific turnaround time for the transcripts to be produced? I typically perform either 30-day service (standard), 7-day service (expedited), or overnight (daily), but can adjust accordingly
Government Response #38: Please see Government Response #2.
Industry Question #39: Is there an average length of recordings (an hour, five hours, et cetera) or do they vary widely?
Government Response #39: See Government Response #1.
Industry Question #40: I did not see any specifics regarding what method of billing is acceptable. Would it be cost per page, per labor hour, or something else?
Government Response #40: Please see Government Response #18.
Industry Question #41: There are no instructions in the RFP for price submission, will the agency evaluate proposals solely based on the Technical and Past Performance volumes?
Government Response #41: Please see Government Response #18.
Industry Question #42: Can they reconsider asking for 3 transcription samples?
Transcriptions for each of our similar clients are associated with investigations for fraud/criminal activity/whistleblower type stuff. Even though we would redact -we place the utmost importance on confidentiality.
Government Response #42: The Government’s requirement is three (3) Transcription Samples. review Section L, 2.1 Technical Capability for the Government’s requirement.
Industry Question #43: Transcript formats for each of our clients whom we perform similar services to – are similar to each other (i.e. same structure, same number lines per page, etc.). Therefore, the samples themselves will all look alike… So we are hoping you can reduce the sample request for maybe 1…?
Government Response #43: The Government’s requirement is three (3) Transcription Samples. Please review Section L, 2.1 Technical Capability for the Government’s requirement.
Industry Question #44: Is a partial transcription sample enough? Our transcriptions are typically several pages long.
Government Response #44: Please review Section L,
2.1 Technical Capability for the Government’s
requirement. How the offeror provides a proposal is a business decision made by the offeror.
Industry Question #45: Section 2.1 states "... offeror shall provide... transcription service samples... in accordance with the format requirements identified in the Statement of Work." Unless I missed it, the SOW does not provide specific formatting requirements, except to say transcripts will be in MS Word. The required format could affect pricing if it deviates from an industry-standard, 25-line transcript. Can offeror simply provide the transcription samples in the sample formats as-is, assuming 25-line per page transcripts, with the understanding that formatting specifications will be furnished and agreed upon at a later date?
Government Response #44: Yes, the offeror shall provide the transcription samples in the formats as is.
The specific formatting requirements will be determined and provided at the BPA Call Level.
Industry Question #46: First, this is a master blanket purchase agreement for $45,360. Is this amount per year or for the whole five years?
Government Response #45: This ceiling is provided for the entire Period of Performance of the BPA.
Industry Question #47: Could you give me an idea as to the length of the interviews, the turnaround time, and the quantity that’s expected to be transcribed per month?
Government Response #46: Please see Government Response #2.
Industry Question #48: Pricing? Is it to be per page? or per minute?
Government Response #47: Please see Government Response #19.
Industry Question #49: What are the required Government Response #48: Please see Government turnaround times? Are they dynamic? Response #2.
Industry Question #50: Would we be able to get a sample?
Government Response #49: Please see Government Response #22.
Industry Question #51: What is the current rate being paid for these services?
Government Response #50: Please see Government Response #11.
Industry Question #52: In regards to the Word document, can you tell me the margins and lines per page, please?
Government Response #51: Please see Government Response #44.
Industry Question #53: Although the award for this BPA will be based only on Technical and Past Performance, please let me know if the proposal should address section (4), page 14 of 37, of the attached solicitation. And that the Govt does not want a price list from the vendor, either.
Government Response #52: This clause is hereby removed from the solicitation as it is not applicable to this requirement.
Industry Question #54: Are the 3 transcription service examples part of the 6 page count for the TC Volume?
Can they be included as Exhibits?
Government Response #53: Please see Section L, 1.0 Instructions to Offerors 1.3 (d) Proposal format for page count information.
Industry Question #55: Are there certain forms that need to be filled out to bid for this solicitation?
Government Response #54: Please review Section L, Instructions to Offerors for the Government’s requirement.
Industry Question #56: Is there a RFP form? Government Response #55: Please see Government Response #54
Industry Question #57: Is there a difference in a BPA? Government Response #56: Please provide clarification to the Government as to the intent of this question.
Industry Question #58: Are the transcripts only an original or is there copies also? Meaning, when the transcripts are sent back to you, is it just one copy of the transcript?
Government Response #57: The specific copy requirements will be identified at the BPA Call Level.
SECTION G:
1. Clause G-232-H001 ‘Allotment of Funds-Basic (NAVSEA) (OCT 2018)’ is removed.
SECTION L:
1. Instruction to Offerors was amended to reflect the following change in language. Section 1.3(d) Instructions to Offerors now reads as follows:
Volume I shall not exceed a combined total page count of six (6) pages in length. NOTE:
Cover Pages; Acronym Tables/Lists; Tables of Contents; Resumes, solicitation provision/clause requirements to be filled in by the offeror; are excluded from this page count.
All other solicitation terms and conditions remain unchanged.
