v1.2_JUNE2016

SOLE SOURCE JUSTIFICATION

Instron Tension Bed Retrofit

BACKGROUND:

The Naval Undersea Warfare Center’s Division Newport (NUWCDIVNPT) Naval Array

Technical Support Center (NATSC) is consolidated facility resident in Code 15. The NATSC facility provides lifecycle support (diagnostic testing, troubleshooting, refurbishments, upgrades and repairs) for all Navy towed arrays. These services are provided on a continuing basis to ensure sufficient inventory levels to serve the Navy’s mission. The subject tension bed is an item of plant equipment that is mission critical to the support of fleet assets. This unit was built at the initiation of NATSC here at NUWCDIVNPT during the 2010-2011 time frame. Each and every repaired unit must process through this piece of equipment while undergoing its Factory

Acceptance Test (FAT) that is required prior to returning the repaired asset to the fleet.

The tension bed currently runs Instron made “Partner” software during its daily use. This software contains custom written subroutine programs for use in the NATSC tension bed.

Currently there is also a significant number of codes pertaining to each individual asset that is tested on the tension bed.

The proposed procurement is for a retrofit and modernization update of the tension bed to allow for more robust operations and interaction with current technologies and testing equipment such as the Towed Array Test Set (TATS). It is highly recommended that the operations complete during a weekend so as not to impact NATSC production efforts to supply the fleet.

The current requirement will be a single SAP with an anticipated value of

Sole Source Justification:

The tension bed is a mission critical item for NATSC to provide assets to the fleet as required.

The current tension bed is in need of a retrofit to handle more modern operating equipment.

Instron Partner software is currently being run on the tension bed and all of the programming for the testing of assets is compatible with the Instron built Bluehill Universal software. Re-writing of these programs by a different vendor would require a process by highly skilled engineers, totaling a cost of for software with an additional cost for a hardware upgrade solution.

Instron is the only viable company able to provide the hardware and services to retrofit the

Tension Bed located in the NATSC facility. Instron is the original manufacturer of the Tension

Bed and has the proprietary information required for the retrofitting. No other company is capable of retrofitting the current NATSC Tension Bed without considerable re-work. The upgrade and software installation are not available via resellers. Instron performs all upgrades, installations, retrofits, and updates with their own personnel for their systems.
