If an offeror is notified that it is rated acceptable under Factor I, it shall provide two units of the 2RU server to the government at no cost for Factor III evaluation purposes. The evaluation units shall be provided to the CANES lab no later than 3 weeks after offeror is notified of the results of the Factor I evaluation. Evaluation Factors for Award:

The Government will award a contract or multiple contracts, resulting from this solicitation, to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, with price and other factors considered. The Government anticipates awarding firm-fixed-price purchase order(s).

Offers will be rated and ranked using a five-step methodology. If an offer is determined to not be in compliance with the solicitation or found to be Unacceptable under any of the five steps, the offer will not be further evaluated and will not be considered for award. In Step One, the offer will be evaluated to determine compliance with the terms and conditions specified in this solicitation. Step Two is an evaluation of product specifications in Factor I. Upon completion of step two, vendors will be notified of results. For offers rated Acceptable under Factor I, those offerors will be required to provide two 2RU servers for further evaluation. Step Three is an evaluation of the product life-cycle in Factor II. Step Four is Verification of Server Measurements and an evaluation of the Ability to meet

Environmental Qualification Testing and Shock Requirements in Factor III. Upon completion of the other steps, Step Five is a price/technical tradeoff analysis and best value selection decision.

1. STEP ONE – Compliance of the Offer

The Government will determine the compliance of each offer, on an acceptable or unacceptable basis, by evaluating the consistency of each offeror’s assent to the terms and conditions of this solicitation. An offeror’s failure or refusal to assent to any of the terms and conditions of the RFP, imposition of additional conditions, or any material omission may constitute a deficiency, which may make the offer unacceptable and may lead to rejection.

2. STEP TWO – Factor I - Product Specifications Factor I – Product Specifications:

The Government will evaluate the extent to which the product meets the specification requirements.

The Government will evaluate and provide an overall Acceptable or Unacceptable rating. Acceptable and

Unacceptable are defined as follows:

ACCEPTABLE – Offer clearly shows that the proposed products meet each of the corresponding qualifications in

Attachment 1, 2, 3, and 4.

UNACCEPTABLE – Offer shows that the proposed products do not meet each of the corresponding qualifications in Attachment 1, 2, 3, and 4.

3. STEP THREE – Factor II – Product Life-Cycle and Use of Open Architecture

Factor II – Product Life-Cycle:

The Government will evaluate the duration of the product’s life-cycle and the amount of time that the product will be available for support and purchase. Products that are early in their lifecycle are preferred to products that are later in their life cycle. Products with longer time available for support and purchase are preferred to products with a shorter time for support and purchase. The most advantageous product is one that is early in its lifecycle with a long period of time for support and purchase.

If estimated life-cycle dates are provided, the Government will evaluate historical life-cycle trends and the length of time that similar or family products were available for purchase and support after release. The Government will evaluate how well historical information supports the estimated dates provided for the products offered for sale in this solicitation. The Government will evaluate the extent to which the product meets or is able to meet the specification requirements in Attachment No. 1 - Specification Table Part II.

The Government will also evaluate the offer to see if the product(s) conforms to open architecture and industry interface standards.

4. STEP FOUR – Factor III - Verification of Server Measurements and Ability to meet Environmental

Qualification Testing and Shock Requirements

Factor III – Ability to meet Environmental Qualification Testing and Shock Requirements:

The Government will verify servers meet specifications, by loading software and taking measurements as follows.

Software will be loaded on each of the provided 2RU servers and the following tests will be run.

1) Power Measurements will be made with the server running at various loads;

2) Chassis Measurements will be made, including validation of mounting hole and footprint specifications;

3) Weight Measurements will be made; and

4) Hard Drive Input/output operations per second (IOPS) will be measured.

The Government will evaluate the extent to which the offered products meet EQT and shock requirements in accordance with Attachment No. 1 - Specification Table Part III. Items that have already been certified or proven to meet EQT or shock requirements will receive a more favorable rating than items that have not. For products that are not currently proven to meet all EQT and shock requirements, the Government will evaluate features incorporated into the server design that the Government expects will aid in meeting environmental and shock requirements. The servers will be evaluated against a limited set of Government run EQT testing with the evaluation units provided by the offeror. The EQT testing will include structure-borne noise and airborne noise.

5. STEP FIVE – Cost/Price Factor IV- Price:

The Government will evaluate the total price to determine if it is fair and reasonable. The price evaluation will also include evaluating the unit prices to see if prices are significantly over or understated as indicated by the application of price analysis techniques. Any offer with a price determined to be significantly over or understated may be rejected by the Government and determined to be ineligible for contract award. See Federal Acquisition Regulation

(FAR) 15.404-1(g) for details.

Basis For Award:

This procurement will use the Best Value – Trade-off source selection methodology. Factor I will be rated on an

Acceptable/Unacceptable basis. Factor III is more important that Factor II. All non-price factors, when combined, are significantly more important than the price factor.
