Equipment Overview A. The duplex strainers will all be installed and operated indoors on the Government provided site at NAVSSES (Philadelphia, PA). The duplex strainers will be installed in a facility closed loop cooling water system. To mitigate any potential contamination of the system end users, a suitably sized full-flow duplex strainer will be installed downstream of the system plate heat exchanger and upstream of each supply branch main header to the associated end users.

Applicable Codes, Standards, and Regulations A. The equipment shall be in compliance with the latest applicable regulations of applicable industry standards such as the American Society of Mechanical Engineers (ASME), American Society for Testing and Materials (ASTM), and the American Welding Society (AWS).

B. The Seller shall warrant that the equipment supplied shall be entirely suitable for the intended service and is free from faults in design, and is of sufficient capability to meet the specified performance requirements (Section 5).

C. The Seller shall warrant the equipment for a period of at least twelve (12) months from the date of delivery. This shall warrant all equipment furnished by the Seller against defects in design, material, and workmanship.

Performance Requirements A. General Construction:

· The strainers shall be of the duplex basket type with valves and constructed to be readily opened for examination, removal, and cleaning of the baskets. The strainers shall be provided with shifting means to permit changeover (the act of shifting flow from strainer basket to the other) without damage to any parts or disruption of normal system operation for basket removal / cleaning. The strainer compartments shall each have a set of vent and drain valves. A changeover mechanism and an equalizing feature shall be included in the design for each strainer. Flow through the basket shall be “inside-out”.

B. Safety Interlocks:

· Positive interlocks shall be provided to prevent the following operator actions:

· Changeover to an off-duty compartment when the off-duty compartment cover is off or when the drain and equalizing valves are open

· Remove or loosen the cover when the compartment is pressurized

· Open the drain valve on the compartment in service

Inspections and Tests A. Final inspection and testing of the equipment shall be performed by the Seller or Manufacturer as follows:

Table 2: Required Equipment Inspections and Tests

A. General
Each duplex strainer shall be subjected to the following tests by the Seller or Manufacturer. The Seller or Manufacturer shall have a documented program for the application, calibration, and maintenance of gages and instruments used during these tests.
B. Quality Assurance
Quality Assurance for each duplex strainer shall be based on the requirements of ASME Boiler and Pressure Vessel Code, Section VIII, Division 1.
C. Hydrostatic Test
Each completely assembled duplex strainer shall be tested by the Seller or Manufacturer to a pressure equal to 150% of the design pressure (150 psi) for a duration of 60 minutes. A duplex strainer(s) not maintaining zero leakage shall be rejected. The testing medium shall be water.
D. Tightness Test (Leakage)
Each duplex strainer shall be tested by the Seller or Manufacturer for a duration of 30 minutes to verify the seal tightness of each changeover valve at 100% of design pressure (150 psi) using water as the test medium. A duplex strainer(s) not maintaining zero leakage shall be rejected. The observation of wetting at the fluid boundary formed by the seal does not constitute leakage. To be called leakage, the fluid must form drops that become large enough to drop or flow away from the point of formation and into the basket compartment.
E. Visual and Dimensional Inspection
Each duplex strainer shall be visually and dimensionally examined by the Seller or Manufacturer to verify conformance to the requirements of this specification and the applicable drawing. A duplex strainer(s) having one (1) or more defects shall be rejected.
F. Operating Test
Each duplex strainer shall be tested by the Seller or Manufacturer for the pressure drop (clean) across the strainer at the specified design flow capacity and pressure using water as the test medium. Flow through the basket shall be “inside-out”. There shall be no internal leakage that can bypass the strainer basket. A duplex strainer(s) exceeding the specified clean pressure drop at design flow capacity shall be rejected.
G. Non-destructive Test
The inspection of all strainer welds and fabrication by the Seller or Manufacturer shall be in accordance with the requirements of AWS D1.1 or equal.
H. Verification of Safety Interlock Effectiveness
The Seller or Manufacturer shall demonstrate that the actions prohibited in Section 5.B are positively prevented by the interlocks. A strainer permitting the actions in Section 5.B shall be rejected.
I. Final Inspection
The Seller or Manufacturer shall perform a post fabrication inspection to confirm that the equipment is in conformance to this specification, conformance to the final outline and detail drawings, and the equipment suitable for service including identification of missing or loose hardware and proper mechanical fit up.
