SECTION I - CONTRACT CLAUSES

The following have been deleted:

52.222-41 Service Contract Act Of 1965 NOV 2007

SECTION J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS

The following have been added by full text:

AMENDMENT 00001 Q&A

N65540‐14‐R‐5041 Questions

1. The solicitation states that the offers are due by 12 am on 3 September 2014. Fed Biz ops sows a response date of 2 pm on September 3, 2014. What is the correct time for the submission deadline?

a. The correct response time and date is 2PM on September 3, 2014. The change has been made on the solicitation document.

2. Section B Item No 0004 Support Costs includes a NTE $93,051 for Materials and Travel in support of CLINs 0001‐0003. Under Support Costs on page 83, the solicitation states

“The proposed amount for CLINS identified as Support Cost CLINs in Section B, shall include the estimated base amount and the offeror’s proposed markup costs, which will be used for evaluation purposes.” Is it the Government’s intent for the Offeror to bid these as NTEs or should the applicable indirect rates be applied? If the Government’s intent is for the offeror to propose the cost specified with appropriate indirect rates, will the Government please provide the estimated breakdown of materials, travel and other

ODCs so that the appropriate indirect costs can be applied?

a. The NTE amount of $93,051 for CLIN 0004 is inclusive of any adders (i.e. G&A) and is non‐fee bearing. The estimated breakdown is $48,051.00 in Travel and

$45,000.00 in Materials over the three‐year period of performance. CLIN 0004’s description has been revised to reflect this change.

3. The solicitation identifies page limits for the volume as 25 total. SECTION 1 –

INTRODUCTION (Maximum length: 3 pages) SECTION 2 – TECHNICAL PROPOSAL

(Maximum length: 19 pages) Past Performance (Maximum length: 3 pages)

As part of the Management subfactor it says: “1B. Personnel: The offeror shall include a resume for each "Key Personnel" labor category in the quantity specified in Section C and their related experience. The following resumes are required: Program Manager, Quality Assurance (QA) Specialist, and Financial Analyst. Each resume shall not exceed two (2) pages in length. A signed letter of intent shall be submitted for all key personnel who are not currently employed by the offeror.” Accordingly, the three resumes represent six pages, plus a letter of intent (if the people are not current employees) which could be another three pages. Please confirm the resumes and Letters of Intent

(if needed) are to be provided as attachments and are not included as part of the 19 page limit for the Technical Proposal like the Level 1 Material Control Processes &

Procedures document.

a. Resumes and/or letters of intent are NOT included in technical proposal’s page count.

4. The solicitation indicates that travel will be required. In addition, the SOW requires the maintenance of documentation and reports. In order to help keep the cost down to the

Government and to ensure consistency and promptness in recognizing travel costs and responding to requests, Contractor’s often use administrative support to help with file maintenance, documentation and expense reports. Will the Government please consider adding a Clerk/Typist category to the solicitation to accomplish these tasks?

a. No. The solicitation is clear on its face.

5. Page 12 Section 4.2 addresses certification for welders, pipefitter and other trades personnel and Page 14 8.1(B) addresses welding and brazing; however, the solicitation does not include categories for welders or fitters. Will the Government add these categories to the solicitation?

a. A list of trades the Marine Equip Mechanic and Maintenance Trades Helper have been added to Section 8.2(c) of the SOW.

6. In Section 8.0, the solicitation provides Personnel Qualifications for both key and non‐ key categories. The requirements for a Marine Equipment Electrician are not included.

Should that category be included under Trade Personnel on page 16?

a. Yes. Marine Equipment Electrician has been added to Section 8.2(c) of the SOW.

7. On page 15 the target education and experience for Financial Analyst states “The

Financial Analyst will serve as Contracts Administrator and Subcontractor Liaison for the duration of the Contract”. Many Contractors separate the Contract Administration and

Subcontract Functions from the financial report and tracking and may not be directly chargeable IAW their disclosure statements. Will the Government please reword this to reflect that the Financial Analyst may perform those functions rather than will?

8. On page 15 the target education and experience for Financial Analyst states that “the

Financial Analyst (FA) shall possess a minimum of an Associate’s Degree (AS) in

Accounting or Business from an accredited college or university or possess a minimum of fifteen (15) years of experience in the Financial/Accounting field. Experience must include Accounts Receivable, Accounts Payable, Contract Administration, Government reporting and CDRLs.” In the Program Manager Category, 10 years of Program

Management Experience can substitute for a BS in Engineering and Naval architecture.

Will the Government consider reducing the years of experience in lieu of a degree to 5 for this category where only a 2 year degree is required?

a. The target experience for the Financial Analyst category should read “…a minimum of five (5) years of experience in the Financial/Accounting field.” This change has been made to the SOW.

9. Will the Government remove the Contract Administration requirement from the experience in the Contractor does not use a Financial Analyst in that capacity?

10. “Unnamed Vendor” would like to inquire about the inclusion and applicability of FAR

Clause 52.222.41 Service Contract Act of 1965 on page 43 of the subject RFP as there is not a DoL Wage Determination included with the RFP.

a. This clause was inadvertently included and has been removed from the solicitation.
