Staco Systems, as the Original Equipment Manufacturer (OEM), is the sole designer and fabricator of this equipment, and as such, possess the proprietary technical data necessary to manufacturer these specialized items. The Technical Data Rights for this equipment are not available to the Navy, as the OEM has chosen to retain proprietary rights. Due to the lack of sufficient technical data, it is impossible to ensure hardware obtained from any other source would possess the essential interoperable design and functional properties necessary for the current requirement. In addition to being cost prohibitive, this would result in the introduction of technical risk. As this is Propulsion Systems Interface and Steering Control Systems Hardware, the Navy cannot afford the risk associated with hardware compatibility. Based on the above, Staco Systems is the only Contractor which can perform the efforts associated with the specifications under this requirement.
The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
This RFQ shall be available upon issuance at http://www.fbo.gov. Any questions regarding this synopsis should be emailed to the contract specialist at joseph.mccaffery@navy.mil.
