REQUEST FOR INFORMATION (RFI)
N64498-16-R-5029
THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement to procure Navigation and Ship Control System hardware components in support of Bridge Wing Display Unit (BWDU) systems currently installed on CG-47 class hulls. It is the Government's intention to procure these hardware components, utilizing other than full and open competition, from Quality Performance Inc. (QPI) IAW FAR 6.302-1, as only QPI meets the Government's requirements. QPI hardware is required to ensure continued operational capability of BWDU systems aboard CG-47 class hulls and other surface combatants. QPI, as the sole United States distributor for the Original Equipment Manufacturer, Aeronautical & General Instruments Limited, is the only Contractor with the complete technical data necessary to furnish the required hardware. No other firm possesses the prerequisite technical data as this information is proprietary to QPI. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a sole source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. A copy of the QPI parts list is attached.
SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide the required Navigation and Ship Control System hardware components to meet the needs of the Government. Responses shall discuss how your product will meet the requirements found in the parts list.
Responses are not to exceed five (5) pages. Responses shall be in electronic format. A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code of this RFI and points of contact (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count.
NSWCPD will accept only electronic unclassified submission of responses. Responses shall be sent to Michael D’Elia at Michael.Delia@navy.mil with the subject line "RFI N64498-16-RFI-5029." All responses shall be unclassified and submitted by no later than 04:00PM EST on 22 February 2016.
This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP).
