J&A Number: 0212-16-002-00 Code:
P.R. Number: 16-M1D-002 company’s hardware (i.e. embedded software) can properly operate with the current data input interface on the ship class.
Based on above, QPI is the only contractor capable to perform the efforts associated with the specifications under this requirement.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A Request for Information (RFI) was posted to the Federal Business Opportunities (FedBizOpps) website on 12 February 2016. To date, there were no responses obtained as a result of the RFI sources sought notification. Additionally, the proposed contract action was synopsized on the FedBizOpps website on 25 February 2016, in accordance with FAR 5.2. To date, there were no responses obtained as a result of the synopsis notification. If responses are obtained as a result of the synopsis, the information received will be evaluated solely for the purpose of determining whether to conduct a competitive procurement.
Market research was conducted by NSWCPD Code and proved unsuccessful in finding sources capable of providing all of the required hardware components without significant developmental efforts as well as Environmental Qualification Testing certification requirements.
QPI is the only company identified as a potential vendor for the required hardware components, based on previous support provided to the Navy ship class.
7. Determination of Fair and Reasonable Costs
Prior to award, the Contracting Officer will determine whether the cost to the Government for the supplies covered by this Justification and Approval will be fair and reasonable.
8. Actions to Remove Barriers to Competition
A follow-on effort is not expected for the QPI Navigation and Ship Control System hardware components in support of BWDU systems currently installed on class hulls. The five (5) year resultant contract should be enough to procure the hardware required to complete installation on all cruisers and likely take them through to decommissioning.
