The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) has a requirement for efforts to provide In-Service Engineering and Life Cycle Sustainment of AN/SPS-77 (variants) and AN/TPS-80 radar systems, ensuring these deployed systems perform their intended functions during their lifecycle. Identification and assessment of engineering, technical, logistical, and material solutions enable NSWC PHD to support operational readiness of the aforementioned surveillance radar systems under its cognizance. PEO IWS has additionally tasked NSWC PHD/PHD det VA Beach to support demonstration and characterization of additional Saab sensor systems resourced through Congressional Adds. This requirement will be procured as a five (5) year Cost-Plus-Fixed-Fee (CPFF) effort with four (4) option years. The resultant contract will contain CPFF term Contract Line Item Numbers (CLINs) for services, Firm-Fixed-Price (FFP) CLINs for materials, Cost-Reimbursable (No Fee) CLINs for Other Direct Costs (ODCs) (travel and incidental materials in support of engineering services), Cost- Reimbursable (No Fee) CLINs for travel and Not Separately Priced Data.
As such, it is requested that Saab, Inc. submit a cost and pricing proposal in accordance with the requirements set forth in the attached Statement of Work no later than April 26, 2021.
Utilizing the instructions below, please submit one electronic copy and applicable attachments via e-mail to Ms. Margaret Best at margaret.best@navy.mil and to Contracting Officer Ms.
Christine Bradford at christine.bradford@navy.mil.
If there are any discrepancies found between the proposal copies, the Contracting Officer may unilaterally determine how the discrepancies shall be resolved.
The proposal shall be broken down to provide visibility into all direct and indirect costs and fee. If the proposal is valued in excess of $750,000, you are required to submit a Certificate of Current Cost or Pricing Data in the form set forth in Federal Acquisition Regulation (FAR) mailto:margaret.best@navy.mil mailto:christine.bradford@navy.mil
15.406-2 prior to the award of any contract which may result from this solicitation. The submitted cost proposal must include Microsoft Excel files that can be manipulated with all formulas intact. The ability to toggle rates, hours, and skill mix must be present and functional.
Microsoft Office and PDF files must be searchable. Text submitted as a picture is not acceptable.
The proposal shall:
a. Include direct labor hours and unburdened direct labor rates, segregated by labor categories; all overhead, G&A, facilities capital cost of money (FCCOM), and any other indirect rates proposed for each Contract Line Item Number separately, as well as proposed fee and share ratios.
b. Not include any direct bid & proposal (B&P) costs.
c. Provide a cost element breakdown definition showing monthly and yearly costs with a detailed basis of estimate.
d. Detail proposed hours by labor category, month and year in bases of estimates
e. Include rates and factors definition and discussion, proposal methodology, and a cost rationale
f. Provide an estimated other direct costs expense list
. g Include a completed Proposal Adequacy Checklist (see DFARS 252.215-7009).
h. Include any desired/proposed contract language, and a list of any necessary additional Government Furnished Property (GFP). Provide an itemized list or description of all GFP required for the performance of this contract
i. Ensure proposal is valid for a period of at least 120 days
j. Include resumes for any individual that has a burdened hourly rate cost of $156/hr or more
k. Respond in accordance with the requirements of FAR 15.406-2 and FAR 15.408 Table 15-2, as well as the requirements specified in DFARS 252.215-7009
l. Additionally, for each major cost element (i.e. Direct Labor Hours, Direct Labor Rates, Indirect Labor Rates, Material, Fee, etc.) please submit a written response to the following questions:
(1) What is the estimate?
(2) What is the estimate based on?
(3) How was the estimate derived?
(4) Why is the estimate reasonable?
m. Costs proposed without a reasonable basis and derivation will be questioned. The proposal must be complete with regard to support for the costs and must provide detailed technical rationale and supporting documentation for the proposed labor hours and labor mix.
Please provide work task statements and specific explanations of how direct labor hour estimates were calculated. The proposal shall identify historical data where used, any learning curves utilized to derive the current estimates, and where grassroots methodologies, standard hours, or professional judgment were used to develop labor hour estimates.
To support the bill of materials, identify the percentage of the estimated material costs that are to be procured: 1) on a sole source basis; 2) utilizing competitive procedures; 3) available from inventory; and 4) from vendors at catalog prices. Identify and provide documentation to support the average “bid-to-buy” decrement experienced by your company under this program to date. Material estimates for items greater than $1,000 shall be supported by copies of previously paid invoices or current (written) quotes.
Finally, for materiel production efforts proposed in response to this solicitation, please support proposed costs with an analysis of what it did cost in the past (i.e. based on actual return cost data for prior delivered items), and—for effort(s) currently being performed—an analysis of what it does cost (i.e. actual return cost data plus a reasonable estimate to complete the effort).
Ensure this analysis accounts for reasonable adjustments, including: rate effect, escalation, configuration changes, changes in Government-furnished property, etc. Please ensure this analysis is distilled to the unit cost level.
Any questions should be directed to Ms. Margaret Best at margaret.best@navy.mil with a copy to Ms. Christine Bradford at christine.bradford@navy.mil. Please carbon copy me on all correspondence.
