About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract for a Navy logistics and materials handling contract. The amendment extends the response due date from 19 Nov 2025 to 24 Nov 2025 and provides detailed information about materials to be handled, including metal fabrication components like steel plates, sheet metal, angle bars, T-beams, tubing, pipes, ducting assemblies, and insulation. The materials will be shipped on standard U.S. wooden pallets (48" x 40"), with weights ranging from 350 to 4,950 lbs, packaged in various configurations including pallets, tri-wall boxes, wooden skids, and wooden cradles.

Key logistics details include confirmation that no hazardous materials are involved, recommended forklift specifications (2.5-6 ton capacity), and specific handling requirements for long-length items (16-26 ft). The solicitation emphasizes that all materials should be stored in a single warehouse location. The amendment also updates two solicitation provisions: modifying the dates for clauses related to defense telecommunications equipment and the Supplier Performance Risk System. The contract is administered by the Navy Supply Fleet Logistics Center in Yokosuka, Japan, with a contact email for further inquiries.

SUMMARY OF CHANGES

Solicitation/Contract Form Continuation

The following changes have been made:

INFORMATION FROM TO

Response Due Date 19 Nov 2025 24 Nov 2025

Miscellaneous text in this section has been modified to:

Questions from potential vendor (A):

1) Pallet size - standard sized U.S. pallets 48" x 40" or 1,219 x 1,016 mm

2) Weight:

- Lightest pallets: approx. 350 - 1,000 lbs (158 kgs - 453 kgs)

- Mid-range pallets: approx. 1,000 - 3,000 lbs (453 kgs - 1,359 kgs)

- Heavy pallets: approx. 3,000 - 4,200 lbs (1,359 kgs - 1,903 kgs)

- Maximum known weight: 4,950 lbs (steel plate) (4.95 tons)

Questions from potential vendor (B):

1) Is there materiel categorized as HAZMAT?

A: This shipment does not contain classified or hazardous material. There are no UN numbers, IMDG classifications, lithium batteries, flammables, chemicals, or controlled substances. Only metal fabrication material (ducts, sheet metal, plates, beams, angles, insulation)

Contents of kitted material:

- Steel plates, sheet metal, angle, bar, T-beams,

- Tubing, pipe, metallic fittings (various lengths up to 26 ft (7.9 meter)),

- Ducting assemblies, ventilation components,

- Insulation, gaskets, doors, bus bars, covers, adapters,

- Crated sheet metal assemblies and fabrication parts

2) The PWS (government) states the contractor will be responsible for inventory tracking, kitting, and logistics management but what type of "cargo operation" is required for kitting?

A: There is no special operation for "kitting" - kitting/kitted material is referenced to materials, parts, components, etc. that are gathered and organized into a single "kit", similar to boxing contents for shipping. There are no hazardous, controlled, or specialized processes associated with kitting for this requirement.

N6264926Q00080001

3) Are the kitted materiels palletized?

A: Yes, materiels are palletized.

Items are packaged on:

- ISPM-15 wooden pallets (ISPM ), approximate 350 - 1,500 lbs per pallet

(158 kgs - 680 kgs)

- Wooden skids , approximate 1,500 - 3,000 lbs per skid (680 kgs - 1,359 kgs)

- Wooden cradles (for long-length items), approximate 600 - 1,750 lbs per cradle (272 kgs - 793 kgs)

- Crated assemblies secured to pallet bases, approximate 500 - 1,200 lbs per crate (227 kgs - 544 kgs)

- Tri-wall boxes secured to pallets, approximate 350 - 1,200 lbs per crate (544 kgs - 1,382 kgs)

4) We assume there will be no HAZMAT materials but can we have a listing of the contents? We also will be planning to utilize a "battery forklift" that supports max two (2) to three (3) tons.

A: No HAZMAT is present in the material. A two (2) to three (3) ton electric forklift (4,000 - 6,000 lbs capacity) is appropriate for handling the majority of items. Several steel plate pallets weigh between 2,000 - 4,950 lbs, which require a minimum 6K forklift for safe handling.

Long-length items (16 - 26 ft) require: (4.8 meter - 7.9 meter)

- Wide-tine forklift engagement

- Center-load awareness

- Potential side-loader or long-fork configuration

Supplemental information:

1) Type of pallets anticipated to be utilized:

- All material will utilize standard wooden pallets, specifically:

U.S.-standard 48" 40"

Certain oversized items (ducts, plates, long-length tubing) will arrive on wooden skids or wooden cradles/crates, not plastic pallets

- Plastic pallets will be used for this shipmentNOT

2) Stackable/non-stackable:

- Stackable:

Smaller cube/standard U.S./JP pallets

Low-profile sheet-metal pallets

Certain boxed/tri-wall items

- Not Stackable:

Long-length items (tubing, T-beams, pipes 18 - 23 ft long) (5.5 meters - 7 meter)

Large ducts with uneven surfaces

Heavy steel plates exceeding 2,000 - 5,000 lbs

Cradled and skid-mounted items

Any pallet exceeding safe height or center-of-gravity limits

- Lightest pallets: approx. 350 - 1,000 lbs (159 kgs - 454 kgs)

- Mid-range pallets: approx. 1,000 - 3,000 lbs (454 kgs - 1,360 kgs)

- Heavy pallets: approx. 3,000 - 4,200 lbs (1,360 kgs - 1,905 kgs)

- Maximum known weight: 4,950 lbs (steel plate) (4.95 tons)

"Pallet and skid weights range from approximately 350 lbs (small plates, bar stock, gaskets on pallets) to 4,950 lbs (large steel plates on reinforced skids). Materials are packaged in pallets, tri-wall boxes, wooden skids, wooden cradles, and long-length cradles, with typical dimensions ranging from 46498 for light pallets to 213679 for heavy plate skids."

Another Question

1) 2.5 ton forklifts are the norm in regular warehouses. Would a 2.5 ton forklift be able to handle this?

A) 2.5 ton forklift would suffice.

2) Is it possible to use different warehouses during the contract period?

For example: Use Warehouse A until the end of the year, then move items to Warehouse B at the beginning of the new year and store them thereafter.

Also, store heavy items in Warehouse A and everything else in Warehouse B.

A) SRF would like to keep all materials in one location.
