Along with the DDI hardware refresh, many sites will requjre a few additional new client and server" licenses along with upgrading the existing Apteryx Inc. software to the latest DoD cybersecurity approved version/build. The required brand name specifics are the Apteryx XrayVision DCV Data Manager Software license, PN: 40210 for servers and Apteryx XrayVision DCV Primary Client software license, PN: 40010 for stand-alone government furnished computers, and Apteryx XrayVision DCV additional Client software license, PN: 40011 for additional government furnished computers.
4. Identification of the statutory exceptions permitting other than full and open competition.
The statutory exception permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c)(l) and FAR 6.302-1 (a)(2) The supplies required by the agegncy are available from only a limited number of responsible sources, and no other type of supply will satisfy the agency requirement. There are multiple distributors capable of providing the software that meets the minimum re�uirements of the Government.
5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited.
The plan is to leverage the significant investment in Apteryx software licenses, digital x-ray sensors and other x-ray equipment which all these facilities have already purchased. The no cost software upgrade would be more advantageous to the government than procuring new software from a different software supplier.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research was performed, the results of which are in paragraph 8. This requirement will be posted to FedBizOpps in accordance with FAR 5202.
7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will determine the anticipated cost to the Government of the supplies/services covered by this Justification and Approval will be fair and reasonable by conducting a price analysis before an award is made.
8. Description of the market survey conducted and the results, or a statement of the reasons a market survey was not conducted.
Market research was conducted in the December 2016/January 2017 timeframe and confirmed to be still relevant as of May 2018, in accordance with FAR Part 10 for similar requirements, using several sources including a search of the Internet using Google, GSA Advantage, and emails to the vendors.
This research consisted of reviews .of previous procurements for these types of Digital Dental Imaging upgrades and a market survey through search engines of open market contractors and Federal Supply Schedule contractors.
Search engines utilized include Google, Bing, and GSA Advantage using the following search words: "Software, Digital Radiographic System, Dental". Finally, a search was conducted through the ECRI 2017 source book catalog under product code 26951.
