QUESTIONS & ANSWERS
1. What percentage of products would we be receiving coming from a “digital” impression?
Answer – This depends on the workload. The vast majority will initially be via traditional impressions. However, this proportion will transition over the next two years to the vast majority being from a digital impression.
2. What percentage would from a traditional impression?
Answer – This depends on the workload. The vast majority will initially be via traditional impressions. However, this proportion will transition over the next two years to the vast majority being from a digital impression.
3. Would most cases require us to design the product from Exocad or would some cases already be designed and would only require us to mill and finish?
Answer – This depends on the workload. This would probably be an equal distribution of cases that require milling only and cases that require scanning/designing/milling.
4. Regarding implant abutments, the bid states that Nobel Biocare and Biomet are the abutments that would be requested. But then is also says that we are able to accept MIST IC scan bodies. The MIST IC scan bodies would require a non-Nobel Biocare or Biomet abutment. Is this correct?
Answer – The implant connections the Navy uses are Nobel Biocare External Hex, Nobel Tri-Lobe, Zimmer Biomet Certain, and Zimmer Biomet external hex. The implant restorations fabricated must be compatible with these implant connection types. The scans submitted for design and manufacturing steps will be made with MIST scan bodies. Navy Dentistry exclusively uses MIST scan bodies and the associated restorative components. Please note that the associated Justification and Approval document has been rescinded. Interested parties are to submit quotes in accordance with the Performance Work Statement and Solicitation as written.
5. We would plan to use UPS for 2 day shipping, would this be okay and would we be allowed 2 extra days for transit time?
Answer – Please see the revised product delivery chart in the Statement of Work and the revised Pricing Workbook for adjusted turnaround time requirements.
6. The turnaround schedule is a little tight, if we were to require 1 or 2 extra days would that be a deal breaker?
Answer – Please see the revised product delivery chart in the Statement of Work and the revised Pricing Workbook for adjusted turnaround time requirements.
7. Is it required to submit two separate proposals if planning to bid on both East and West requirement? Does that include two separate signed Standard Form 1449?
Answer – It is not required to submit two completely different quotes if quoting on both coasts. Please refer to the Addendum to FAR 52.212-1, Instructions for Submitting a Quote, contained within the solicitation. There will only be one email allowed from each interested vendor, no matter if they are proposing on only one coast or both. If quoting for both coasts, then the offer will have to submit (2) separate Volume II’s. Only (1) Volume IV is required, as this workbook contains tabs for each coast within the same excel file. The vendor will simply only fill in the corresponding tab/tabs that they wish to quote on.
8. We’re very interested in your solicitation, but we personally would find your requirement for a 3 day turnaround times for anything other than a repair, reline or any of the other less technically involved procedures to be impossible to perform consistently. Would you consider allowing more time for any of the appliance fabrications? I think many of the other labs competing for this contract would find themselves in the same predicament.
Answer – Please see the revised product delivery chart in the Statement of Work and the revised Pricing Workbook for adjusted turnaround time requirements.
9. For 3.1.1. "Solicitation/Contract/Order For Commercial Items (SF 1449) and Amendments (SF 30). Page 1 SF 1449 with signature of a corporate officer authorized to negotiate for the company in Block 30a, acknowledgment of all amendments, (SF 30) with signature in Block 15B, and agreement of 210 days acceptance period". -Are these fours separate documents that need to be included in this section? If so where would I find the acknowledgment of is this just SF 1449 and SF 30?
Answer – This is just the SF1449 and the SF30. The “Solicitation/Contract/Order for Commercial Items (SF1449)” is a single document. The SF 30 is a single document; however, there may be multiple SF30’s depending on whether there is more than one amendment performed to the solicitation.
10. For the pricelist: For HN gold & noble gold crowns, we generally charge the weight of the alloys separately from the fabrication cost. If this sort of invoicing is not an option for you, I can submit a set average price, Will this be okay?
Answer – In order to ensure fair competition and evaluation, the Government requires the pricing workbook to be completed with just a single cost per unit price for each deliverable. All items associated with that required deliverable should be captured into just a single unit price.
11. For the pricelist: Would you please define for me specifically what the difference between “Screw Retained Crown CrCo PFM” vs. “Screw Retained Crown CrCo PFM (finished)” is? The Pricelist mentions that the latter means it is ready for delivery, but in this case, what does that denote specifically? Will the prior item simply not be glazed? Or does it mean it won’t have porcelain buildup at all? I need to know in order to set the correct price.
Answer – “Screw-Retained Crown CrCo PFM” refers to a CrCo component with no porcelain layering. “Screw Retained Crown CrCo PFM (finished)” refers to a CrCo component with porcelain layering.
12. For the pricelist: Does “Zirconia Hybrid Bridge (Finished)” denote a zirconia hybrid denture (with pink tissue) with metal bar (framework)? Does “Zirconia Bridge (Finished)” denote a metal-free zirconia denture?
Answer – “Zirconia Hybrid Bridge (Finished)” includes gingival tissue. This does not include a metal framework. “Zirconia Bridge (Finished)” refers to a conventional bridge without gingival tissue.
13. For the pricelist: Please explain what the contract means by “implant level” as opposed to “abutment level”, for the Titanium Alloy Framework items.
Answer – For “Titanium Alloy Frameworks”, “implant level” would be milled to the implant platform, and “abutment level” refers to a multi-unit abutment with either a Nobel or Biomet multi-unit compatible interface.
14. Administration: Responsibility Determination – Our business currently holds the capability to take on this contract. What would be an acceptable way of providing a proof for this? Would detailed description of our laboratory structure accompanied with pictures of our laboratory equipment and technicians suffice, or will some sort of financial document be required?
Answer – Please reference the addendum to FAR 52.212-2, Instructions for Submitting a Quote, located on the SF 1449’s continuation page. In regards to your reference to the Responsibility Determination, please refer to section 3.1.4. of this addendum. This section specifically addresses what is required for the Government to be able to make a responsibility determination, with financial documentation being a requirement. A capability statement with a description of the laboratory structure would correlate more with the Technical Approach, section 3.2. of the addendum.
15. My first question is regarding the form in which the scans will be sent to the laboratory. Will they be sent over solely as digital intraoral scans or will physical impressions also be received?
Answer – Either a digital intraoral scan or a physical impression will be sent, depending on workload. Please reference the answers to questions #1 and 2 above for the proportions.
16. Next, I saw that there was not a separate column for the cost of shipping in the pricing workbook provided on FBO. Would the lab be expected to assume the cost of shipping? Furthermore, would it be one or two-way shipping?
Answer – In accordance with the posted solicitation, the requirement is that “the contractor shall be responsible for all shipping costs, including shipment of physical cases from the dental laboratory.”
17. Finally, at what stage will the lab be receiving the cases? Will the lab receive a design file, scan, or physical impression? The price will vary based on whether we receive an intraoral scan vs a restoration that has already been designed and only requires Milling, possibly Finishing.
Answer –Either a dental intraoral scan or a physical impression will be sent, depending on the workload. Please reference the answers to questions #1 and 2 above for the proportions. The pricing workbook allows for different prices based on whether a dental intraoral scan or physical impression is sent with an order.
18. My question regards shipping. Will there be both inbound and outbound shipping for the items that have the note: "Only models submitted for fabrication (contractor scans, designs, and mills)"
Answer – In accordance with the posted solicitation, the requirement is that “the contractor shall be responsible for all shipping costs, including shipment of physical cases from the dental laboratory.”
19. I was wondering for the pricing worksheet- for implant restorations pricing. For full arch implant restorations, do we need to provide pricing per implant site? or per unit?
Answer – Per unit.
