TITLE: Café Del Monte Companion Project, Naval Support Activity Monterey (NSAM), CA 93943-5035
CS/PHONE: Ashley Thornton / (831) 656-3694 SOLICITATION ISSUE DATE: 11 June 2020
Subject: SOLICITATION NO. N62473-20-R-0077; Café Del Monte Companion Project, NSAM, CA 93943-5035
1. The following information is provided in response to the following RFIs dated 17 June 2020:
1) Contractor Question: Is the new patio paver section to be permeable draining in place with an excavated subfloor aggregate drain system? Or will the patio paver section need to surface drain to existing drains?
Government Answer: The patio paver section can drain to existing drains and into no paver areas.
2) Contractor Question: Will the patio paver section need to be designed to support vehicles or just pedestrians?
Government Answer: Patio area shall support vehicles.
3) Contractor Question: Is there an existing Geotech report for the proposed patio paver section?
Government Answer: No existing Geotech reports exist for the proposed patio paver section.
4) Contractor Question: Is the contractor to provide new paver patio furnishings? If yes does contracting have preselected specific patio furniture picked out? Is the contractor responsible for furniture layout?
Government Answer: Contractor shall not provide patio furniture or paver patio furnishings.
5) Contractor Question: Are the new connecting walkways to tie the new patio to the new café and existing sidewalks to be concrete or pavers?
Government Answer: Material used for the new connecting walkways shall continue the design of the new patio.
6) Contractor Question: Is the seat wall within the scope of work? If yes does the navy have a preselected specific manufacturer for the wall lights mounted in the face?
Government Answer: A seat wall is not included within the scope of work.
7) Contractor Question: Are non-planted and irrigated groundcover solutions acceptable or desired by the Navy
– Such as DG, cobble, aggregate, or mulch only (no planting, just mulch cover) in addition to living plants? If irrigated living plants are within the scope of work will irrigation tie into an existing irrigation system or will this be an independent system (its own point of connection and irrigation controller)? If tied to existing will the Navy have as-builts of existing or will the contractor need to conduct a site visit with base personnel that understands the existing irrigation system?
Government Answer: Yes, the area shall have living plants and temporary irrigation installed. The irrigation shall be connected to the potable water system and be designed for use up to two years from planting. Just enough to get the plants well established. The Navy will designate a place to tie into the water system and will support as needed. There is no existing irrigation system in this area; the new system shall include the controller and all other equipment.
Irrigated ground covers without a larger plant structure are tricky because people walk over them with impunity.
Government preference is for trees and shrubs that will withstand the high traffic of the area. Ground covers under or around the larger plants would be acceptable. (See Attachment B for approved list of plants) Cost for these items shall be on a separate line item in which it can be removed if unable to fit within Government budget.
8) Contractor Question: Are attachment 2 construction limits for this RFP. If not will the contractor be providing landscape (planting and irrigation) for all the portions of the site plan that are shown in ‘butter’ color in attachment 1 or will it be focused to just around the new patio?
Government Answer: Attachement 2 represents the demolition limits. The new “butter” area after demo shall blend in with existing areas.
9) Contractor Question: Are all existing concrete curbed islands to remain untouched? If no, please identify on the drawings which islands are to be removed or adjusted.
Government Answer: Concrete curbed islands shall be removed within the demolition area.
10) Contractor Question: Please identify on the drawing which light standards are to be retrofitted to accommodate the new proposed landscape along with the light standards that require new ground up installation?
Government Answer: The existing light standards may be used to accommodate the lighting requirement.
New ground up installation may be required to meet lighting requirements.
11) Contractor Question: Is the new proposed delivery truck / pedestrian walkway located on the southeast corner of Cottage Way & Cunningham Road within the scope of work?
Government Answer: No, the referenced delivery truck / pedestrian walkway located on the southeast corner of Cottage Way & Cunningham Road is NOT within the scope of work.
12) Contractor Question: In response to this RFI will contracting provide one final map drawing identifying portions of work with working limits within this RFP for estimating purposes?
Government Answer: Answer: Yes, please refer to Attachment A.

This RFP references published standards, the titles of which can be found in the Unified Master Reference List (UMRL) on the Whole Building Design Guide at the Unified Facilities Guide Specification (UFGS) Website. The publications referenced form a part of this specification to the extent referenced.
The advisory provisions of all codes, requirements, and standards shall be mandatory; substitute words such as “shall”, “must”, or “required” for words such as “should”, “may”, or “recommended,” wherever they appear. The results of these wording substitutions incorporate these code and standard statements as requirements.
Reference to the “authority having jurisdiction” shall be interpreted to mean “Contracting Officer”. Comply with the required and advisory portions of the current edition of the standard at the time of contract solicitation.
The following list of codes and standards is not comprehensive and is augmented by other codes and standards referenced and cross-referenced in the RFP. Refer to Parts 3 and 4 for specific requirements within other UFC’s.
