NAVFAC Financial Systems Transition Support Requirements Documentation
PoP: 1 Feb 2018 to 31 Jan 2019 (with 4 option years)
Background: Naval Facilities Engineering Systems Command (NAVFAC) is a worldwide organization providing facilities engineering, design, construction, consultation, test and evaluation, technology demonstration/implementation, public works, environmental, and acquisition for the Navy and Marine Corps, Department of Defense, and other federal agencies i.e. Veterans’ Affairs, Department of Energy etc.
NAVFAC Headquarters currently uses the Standard Accounting and Reporting System Field Level (STARS-FL) for Fund Administrators, Major Commands, and Systems Commands as its official general fund accounting and reporting system. In addition to STARS FL, NAVFAC uses the Facilities Information System (FIS) as the financial management tool for all facilities design, construction, repair, and maintenance and demolition projects. As an approved financial feeder system, FIS supports contract business functions such as managing contractors, authorizations (projects), contracts/delivery orders, facilities design, construction, environmental investigation and remediation; as well as financial functions including budgeting, funds control, labor distribution, work execution, invoice payment and job order administration. FIS is critical to the execution of NAVFAC’s mission and supports Navy, Marine Corps, Air Force and other Department of Defense agencies facilities projects by automating the management of facilities design, construction, maintenance and demolition.
The Assistance Secretary of Navy, Financial Management and Comptroller (FM&C) has recently notified NAVFAC that the Department of Navy (DoN) will be eliminating STARS-FL and that NAVFAC must migrate to the US Marine Corp Standard Accounting Budgeting and Reporting System (SABRS). This transition will significantly modify the use of FIS to support NAVFAC’s project/contract management process, complicates the management and direction of FIS, FIS data warehouse (COGNOS BI and COGNOS TM1) and associated computer data system interfaces, e.g. project scheduling (eProjects), building maintenance tracking (Maximo), Expeditionary equipment maintenance system (EXMIS) and contract award system (eContracts) etc. FIS is a specialized management information system unique to NAVFAC’s mission and business processes; all data tables and transaction records within FIS must be able to crosswalk between SABRS and all of its approved interfaces and the legacy system STARS-FL to support multiple years accounting records.
Requirements: NAVFAC requires contractor support with the requisite skills and experience in systems implementations, along with extensive functional and technical knowledge of FIS and NAVFAC financial management processes.
