About this file
This document contains answers to questions from potential offerors responding to solicitation number N4523A24R0801 for a hot oil flush of the external hydraulics system on a submarine. The Navy expects the work to be performed over approximately 52 days of continuous operations using two 12-hour shifts per day, 7 days a week. Pipe sizes for the flushing circuits range from 1/4 to 1 inch nominal diameter, with the longest run being approximately 116 feet of 1/4 inch pipe. Flushing will occur during both day and night shifts with the submarine in drydock. The shipyard will not provide the Navy procedure for the external hydraulic flushing phases to potential offerors until after proposals are submitted.

Text version
1. POP is approximately 52 days - Would the Contractor be providing the Flushing Team personnel, and Flushing Rig Equipment for each day of the POP? Would the Navy expect to work both night & day shifts, weekends to accomplish the requirements of the work package to complete the procedure?
Contractors are expected to be operating flushing rig equipment at all times during operation of the flush. Expected work hour is 2 twelve hour shifts/day, 7 days/week.
1. Approximately what diameter is the pipe sizes of the flushing circuits? (Example 1/4” pipe , 3/8” pipe, and 1” pipe) Pipe sizes range from ¼” to 1 ¼” IPS (nominal). Most flush circuits contain a mixture of different pipe sizes.
1. What is the approximate length of the pipe runs for longest & smallest pipe size? (Flushing length of small pipe diameter is what I'm looking for to determine the amount of HP the flush rig pump would need) The longest run of ¼” IPS (nominal) pipe is approximately 116 ft.
1. Will flushing be allowed at night? Or day shifts only?
Flushing will be day and night shifts.
1. Is the Submarine going to be in the Drydock or pier side for this flushing project?
It will be drydock.
1. SOW mentions a US Navy Procedure to accomplish the external hydraulic flushing phases. Can we get a copy of this procedure to review prior to submitting quote?
The shipyard cannot provide the procedure until after the bid is finalized.
