About this file
This document contains questions and answers regarding solicitation N4523A23Q1345 from the Department of the Navy Naval Supply Systems Command to lease ten 100kW emergency diesel generators. The solicitation requires generators capable of simultaneous outputs of 480VAC 3-phase and 120/240VAC 1-phase power. Acceptable emission tiers are 2 or 4. Connections should be bolt through busing or mechanical compressions. While an earlier version referenced requirements for the San Diego Air Pollution Control District, the performance location is in Washington state. Clarification was provided that the generators must be able to produce both voltages simultaneously, rather than using a selector switch.

Solicitation Q & A’s
Question 1:
“Looking for clarification on the below scope description. If a generator is set at 480V, where is the 208/120VAC 1-phase needed? By using the plug-in outlets on the generator? If not, than where? Please advise.
Thanks
1.4.Scope: The DG shall be capable of reliably supplying electrical power with electrical ratings as follows: minimum kilowatt (kW) power ratings of 100kW, and a multi-voltage panel capable of simultaneous outputs of 480VAC 3-phase and 208/120VAC (nominal) 1-phase. The neutral bus shall be isolated from the DG’s ground and comprised of components listed/labeled by a Nationally Recognized Testing Laboratory (NRTL).”
Answer 1:
Please refer to section 5.6 of the Performance Work Statement:
“5.6 Provide a float-type battery charger integral to the DG and fed from an external 120VAC, single phase power source, designed so it will not be harmed by remaining connected while the DG is running.”
Question 2:
There is a spec wrote into the bid that states “The DG shall be capable of reliably supplying electrical power with electrical ratings as follows: minimum kilowatt (kW) power ratings of 100kW, and a multi-voltage panel capable of simultaneous outputs of 480VAC 3-phase and 208/120VAC (nominal) 1-phase.”
The current 10- 100kw gens that we have at (redacted) have a voltage selector dial that you can choose various voltages on, but they don’t provide multiple voltages simultaneously as there’s no transformer built into them. Do these generators in fact need to run multiple voltages at the same time or just need to be able to easily switch between voltages?”
Answer 2:
Please Note: Updates were made to the Performance Work Statement in sections 1.4 and 5.1.1 to change the references of 208/120VAC to 120/240VAC.
We are looking for units that provide 480VAC 3ph and 120/240VAC at the same time as stated in the PWS section 1.4; “The DG shall be capable of reliably supplying electrical power with electrical ratings as follows: minimum kilowatt (kW) power ratings of 100kW, and a multi-voltage panel capable of simultaneous outputs of 480VAC 3-phase and 208/120VAC 120/240VAC (nominal) 1-phase.”
Question 3:
You have specified in 1.4 Scope that you are in need of a multiple-voltage panel capable of simultaneous outputs of 480V 3 Phase and 208/120V Single Phase. 208V is a 3 phase voltage, and any voltage selector switch or voltage changeover board will list 208V as 3 Phase. Many of these could be purchased with the option of also having 120/240V Single Phase, which could then be turned down to get near 208V, but that adds an extra layer of attention for every site you are wanting to hook these up to and could neutralize the intent of having these on trailers and being quickly deployable. Could you clarify this requirement please?
Answer 3:
Please see revised Performance Work Statement sections 1.4 and 5.1.1.
Question 4:
Do these units need to be Tier 2 or Tier 4 Compliant?
Answer 4:
Tier 2 or tier 4 are acceptable per customer.
Question 5:
Regardless of Tier 2 or Tier 4, are you seeking the units to be “rental spec” meaning cam locks, etc.?
Answer 5:
We are looking for bolt through busing for ring lugs or mechanical compressions for stranded copper cable.
Question 6:
Pg. 11, Section 5.21, San Diego Air Pollution Control District (SDAPCD) Registration. The place of performance on the bid is in the State of Washington. Will the contractor still be required proof of a SDAPCD registration?
Answer 6:
Please see revised Performance Work Statement section 5.21.
