Question and Answer (Q&A) Sheet
The Government will be posting all questions and answers from Solicitation N4523A18R1313 on a series of Q&A documents. The Q&A documents will be posted to the government point of entry weekly throughout the length of the solicitation period. Please be aware that any questions asked and responses to those questions will be posted to the Q&A documents, the government requests that all questions be of non-proprietary nature and allow for public dissemination. The cut-off date for questions is 16 May 2018.
Question 1: Are there existing arrangement drawings that you can provide which will show the following?
Answer 1: The general arrangement drawings on file are too old and many major modifications have occurred to the crane (scavenged trolley from other crane, etc.). The drawing that depicts the crane in the building is not adequate to validate dimensions. The building has had many modifications over several decades since the mid 1930’s. The Government recommends that all contractors participate in the scheduled site visit or provide a technical/price proposal with an approach that recognizes the potential differing site conditions.
Question 2: Existing runway crane rail size?
Answer 2: See attached sketch. The Government recommends that all contractors participate in the scheduled site visit.
Question 3: Existing rail to overhead nearest obstruction?
Answer 3: See solicitation paragraph 1.6.4.1 Contractor to verify. The Government recommends that all contractors participate in the scheduled site visit.

Question 6: Existing hook approaches (both sides and runway ends)?
Answer 6: The contractor is required to verify their equipment will fit including hook approaches; the existing cranes hook approaches would not seem valid. See solicitation paragraph 1.5.6.2. The Government recommends that all contractors participate in the scheduled site visit.
Question 7: Existing conductor bar electrification location and layout?
Answer 7: See attached sketch. The Government recommends that all contractors participate in the scheduled site visit.
Question 8: Can the Government schedule a different day for the site visit or extend the solicitation?
Answer 8: The Government is not able to reschedule the site visit or extend the closing date for solicitation submittal. The unique nature of the Government facility and its security requirements precludes an extension at this time, please be aware of the need to submit all security documents for badging in accordance with the solicitation to allow for site visit attendance. When submitting security documentation please remember to cc the contract specialist (kaleb.hoffer@navy.mil) and the technical representative (stacy.impey@navy.mil).
