SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been added by full text:
AMENDMENT 0003
Replace the following drawings with the ones attached to this amendment:
E-4 E-4a E-7 E-8 E-12 E-16
Question 1: Riser Diagram - Power, sheet E4, indicates using existing fused cutouts. Riser Diagram references detail 6 on sheet E7 which shows using new fused or solid blade cutouts. There should be a set of new fused cutout installed on a new sw. arm.
Answer 1: Drawing E-4 Detail 8” Revised detail indicating to provide new Surge Arrestors. Drawing E-7 Detail 6:
Revised OH-31 note 3 instructing the Contractor to reuse existing fused cutouts and verify existing fuses are sized correctly for the new transformer.
Question 2: Demolition Riser Diagram - Power, sheet E8 does not direct KTR to remove med. Voltage power from existing OH pole to existing pad mount transformer to be removed....needs addressing.
Answer 2: Response: Drawing E-8 Diagram 1: Revised demolition riser and added keyed note 12 instructing contractor to demolish medium voltage underground feeders, concrete ductbank and surge arrestors.
Question 3: Pad mount transformer requires it to have less flammable biodegradeable seed oil, such as Environtemp.
Answer 3: Specification 26 12 19.10 section 2.2.3 Insulating Liquid. Requires less flammable biodegradable insulating liquid.
Question 4: Provide stainless tank base & cabinet for transformer.
Answer 4: Response: See specification 26 12 19.10 section 2.2.4 Corrosion Protection. Requires stainless Steel base and cabinet constructed of 304 or 304L stainless steel.
Question 5: E-4a still has the wrong TMGB detail Answer 5r: Drawing E-4a Detail 2: Revised Detail per communication with Steve Daigle.
Question 6: E-7 has concrete encased duct for electrical and direct buried for telecomm .. both should be concrete encased ...
Answer 6: Drawing E-7 Detail 3, Detail 4 and Detail 7: Revised details to show concrete encased conduits.
Question 7: There is a note on E-4a that adds two 4" pipes and E-12 has the new path shown but it is all the way up to the underside of the roof of warehouse and up high in the bay which may violate the 50' rule for OSP un rated cable in the building ... If conduit was just above comm room and attached to wall between the bay and admin areas on the bay side it would not have to go to roof deck and could be run 12-14'aff horizontally to the outside wall….
Answer 7: Drawing E-12 and Drawing E-16: Conduit routing revised to be mounted on the wall between the Warehouse and Office Area and to be mounted ~12-0”aff.
Question 8: Sheet C-1 Site Plan, I did not see (full extent of) the requested comm on the site plan ...?
Answer 8: No change to sheet C-1 Site Plan. C-1 Site Plan indicates to see Electrical Sheets for full extent of underground electrical work. Trenching and installation of underground electrical will be by electrical contractor.
(Patch and repair of asphalt and concrete is identified on C-1.)
Question 9: Sheet A-3, Comm. room ceiling height not per specifications.
Answer 9: No change on sheet A-3. A-3 shows both the height of the existing comm. room, and the height of the new comm. room. The new ceiling height scheduled and shown in detail sections is 10 feet.
Question 10: A-4 still states comm room gets plywood ceiling?
Answer 10: No change to A4. The ceiling is fire resistant plywood. This will allow the contractor to easily hang items from the ceiling or mount to the ceiling. The room is not fire rated and gypsum board is not required. (The walls of the room are also fire resistant plywood.)
Question 11: FA-2 no such thing as CAT6E note 13.... just CAT6 is fine?
Answer 11: Use CAT6.
Question 12: The RFP for the project indicates that the Contract Completion Date is 300 Days after award.
Additional time will need to be added to allow for preparation/processing/approval of any submittals that are required for the project (i.e.: Safety Plan, QC Plan, Material Submittals, AHA Acceptance, etc.), having the required materials delivered to the project site (i.e.: Pre-Engineered Building Components, Doors/Frames/Hardware, etc.)
after submittal approval, and to complete the work indicated on the documents. Can the completion time for the project be changed from 300 Days to 390 Days after award.
Answer 12: The completion time will be 390 days.
Question 13: The Project RFP states that one person may fill the roles of Superintendent and Safety and Health Officer, if duly qualified for both positions as defined in the project specification. However, the Quality Control Manager must be a stand-alone position." However, Spec Section 01 30 00, Paragraph 1.6 indicates that if training and experience requirements of Section 01 45 10, "Quality Control" and 01 35 29, "Safety and Occupational Health Requirements" have been met the supervisor may also serve as QC Manager and Site Safety and Health Officer (SSHO). Which is correct?
Answer 13: Two separate people are required.
Question 14: Spec Section 08 39 54, Paragraph 2 indicates that the Blast Resistant Doors and Door Assemblies shall be provided in accordance with UFC 4-010-01 DoD MINIMUM ANTITERRORISM STANDARDS FOR BUILDINGS. The UFC 4-010-01 defined Level of Protection applicable to Building AS4110 is "VERY LOW". Can the questions from our blast door supplier be further clarified? What is the Galvanization weight?
Answer 14: G90
Question 15: What is the standoff distance in feet and weight (charge I or II) or PSI (could have MSEC and/or impulse too) rating?
Answer 15: Charge Weight is Explosive Weight II (for bldg within a controlled perimeter)
Question 16: Confirm exterior reverse bevel seated load with no rebound?
Answer 16: Yes. Door supplier may contact designer if he has any questions. Bob Smith, 704-487-7082.
Question 17: Section Aluminum Windows 085113 1.8.1 states the windows must meet minimum anti-terrorism related performance criteria. These criteria are job specific. Very Low level of protection is listed, but can the Charge Weight and Standoff Distance also be clarified?
Answer 17: Charge Weight: Explosive Weight II (within a controlled perimeter) Standoff Distance: Most restrictive situation requires 30 feet minimum standoff distance, the project site provides 30 feet or greater at all walls.
Question 18: Spec Section 01 45 10, Paragraph 1.5.2.1 indicates for the Contractor to provide Electrical and Telecommunications Systems GXC Specialists that meet the following criteria. Electrical QC Specialist: Electrical Inspector Crew supervision for 10 years minimum Master Electrician licensed in North Carolina.
Telecommunications QC Specialist: Telecommunications Systems Installation Specialist 10 years minimum experience in telecommunications systems installation. The NC State Board of Examiners of Electrical Contractors does not have a license classification for a Master Electrician. Also, these requirements will add a significant amount of additional cost to the project. Also, the selected low offorer would be required complete electrical & telecommunications work in accordance with the Drawings, Specifications, Amendments and 100% Performance Bonds anyway which would make these positions redundant. Can these positions be removed?
Answer 18: Yes, but you must have a qualified QC for the project that is separate from the SSHO.
Question 19: On sheet A-1, General Note 15 states that "Government will remove building contents." However, on the same page the General Furniture Note states that "contractor shall remove and store furniture in the building." Is it the government's intent to remove and store the furniture, or will this be the responsibility of the contractor?
Answer 19: It is the contractor's responsibility to remove, store and replace the furniture and the storage racks.
