QUESTION GOVERNMENT RESPONSE

INSTRUCTIONS

TO OFFERORS,

Paragraph 7- Proposal Due date & Submission Instructions

Considering that RFP documents do not include drawings which show features and equipment critical to this solicitation, it is in the best interest of the government to extend the bids submittal date for at least 21 days. This permit contractors to develop cost competitive, technically complete responsible bids

Please see response to question #1. There are reference drawings in Part 6 of the RFP that pertain to the site as well as general ATFP guidance. See the SF30 Amendment form for revised proposal due date.

Part 3 - 2.0 Project Objectives

Provide K4/M30 w/ 1 meter penetrations (P1) cabling.

Can we utilize M30/P1 DoD certified Post & Beam instead of Post & Cable? It is much more aesthetically sound and provides the same layer of protection.

Yes, as long as there are some areas that can be opened up or are bollard type design to fit maintenance vehicles through. *Note the updated scope for this is to have the K4 rated system in front of both Navy and Army buildings vs around the whole Navy building.

3 ALL

Need drawings of windows & doors that are to receive film.

Drawings are included in Part 6 Attachments of RFP as well as PPI attachments

4 ALL What mil of FRF is to be used and is it tinted?

The windows are rated for ATFP, so we only require reflective tinting, caulked in place and do not require a specific rated film except for interior glazing that the room requires to be "Shelter in Place"

QUESTION GOVERNMENT RESPONSE

Part 3, Paragraph B2030 Exterior Doors

The existing PACS system already monitors all exterior man doors and overhead doors. Is it the intent of this RFP to replace all of these existing flush mounted contacts located in the door frames with surface mounted balanced magnetic switches and surface mounted conduit on all of these door frames?

No, we are removing this from the scope. Contractor is to ensure what is currently in place is fully functioning.

If anything is not working properly Contractor shall notify the Government.

Part 3, Paragraph B2030 Exterior Windows

During the site walkthrough, it was observed that in general, all perimeter window frames have two (2) operable glazing partitions with latches. Is it the intent of the Government to add surface mounted conduit down all perimeter window frames for the installation of surfaced mounted balanced magnetic switches? It appears there could be hundreds of these operable partitions requiring this setup of surface mounted conduit and wiring everywhere. The window partitions do not appear to be large enough to gain physical entry, so please clarify the intent of this security posture improvement in the chance that an alternative technology and less intrusive method of construction may be proposed (if one exists).

We are removing the window sensors from the scope.

Provide motion sensors in the corridors that trigger an alarm after work hours vs providing sensors on all perimeter windows. Motion sensors should be tied into notifying duty cell phone.

Part 3, Paragraph B203008 Exterior Door Hardware

For the existing PACS system currently monitoring all exterior doors, when was it's last software maintenance contract signed and is the software up to date with the manufacturer? Please provide the contact information of the integrator responsible for providing the most recent software maintenance update to ensure the system is capable of receiving the additional points necessary to provide an alert monitor as well as all of the new added window balanced magnetic switch inputs.

No, we are removing this from the scope. Contractor to ensure what is currently in place is fully functioning. If anything is not working properly Contractor shall notify the Government.

Part 3, Paragraph D5030 Electronic Communications & Security

With the exception of the new cameras called out to be installed in the interior corridors, the existing cameras currently called to remain in place and be connected to the new system are in the exact same location specified to receive new cameras in the RFP. What is the intent of having two (2) cameras in the same location?

The existing cameras per the RFP are not to be removed, we are adding 5 new cameras. The intent is to have more coverage of the exterior of the building since the fence line is not secured. Tie new cameras with existing and all should be incorporated into monitor workstations. If latitude/longitudes for the new cameras are too close in proximity to the existing ones, move them around the building to ensure there are no void areas without the use of panning.

Part 3, Paragraph D5030 Electronic Communications & Security

Please furnish the security record drawings from the construction of the NOSC (approximately 2015 as would have been required to be turned over to the government at completion of construction). This will provide numerous answers on the existing ACS and CCTV equipment to verify if any of it can be incorporated to the requirements of this solicitation.

They are being provided with PPI attachments, see 02 to 13 of PPI attachments.

Part 4, Paragraph D5030 Electronic Communications & Security

This section says provide and IDS or an ACS to sense all perimeter doors and windows and the interior volume in at least two locations and that the system shall have 90 minutes of battery backup. This directly conflicts with Part 3, where it says to provide an ACS and CCTV system only. What is to be provided and how many hours of battery backup shall be provided for the system the Government clarifies that it wants?

No, we are removing this from the scope. Contractor to ensure what is currently in place is fully functioning. If anything is not working properly Contractor to let the Navy know.

Part 4, Paragraph D5090 Other Electrical Services

It is mentioned that the Designer of Record shall utilize UFGS Section 26 33 53.00 20 whenever a UPS system is required. Is it a requirement of this RFP to provide all edited UFGS specifications by respective disciplines from Architecture, Civil Engineering, Door Hardware, Security Controls Engineering, and Fire Protection Engineering, or will basic shop drawings and cut sheets suffice for all proposed system design work?

If the intent is to have a (one) UPS for all ESS systems

vs. a UPS per each system of the ESS systems, then UFGS 26 33 53.00 20 will apply. If the latter, then cuts and notes describing the UPS characteristics on the drawings will be acceptable.

On the South side to the building there are (3) driveway leading up to roll-up doors. Please clarify if the Navy is looking for manual open crash gates or removable bollards so the perimeter can be K4 crash rated, yet the roll-up doors still be accessible

The back side of the building and the east and west sides will no longer have bollards/cabling. The cabling/bollards will only now be across the front side of the building but to include Army front side as well.

19 Section D5020

Section D5020 call for the CCTV and Access Control to have 8 hours of UPS back-up power and in the past that has been enough batteries to fill up (2) 42 U cabinets.

There is not enough room in IDF/Lanroom for (2) full size cabinets, plus any of the security/access control equipment being added, is there another IDF/Lanroom that can be used or can we look into providing a back-up generator which would allow us to use a lot less batteries for the UPS System in order to achieve 8 hours up back up power.

A backup genset is acceptable instead of battery backup. However, the stipulation is the genset will be natural gas and there still will be some battery back up until the genset comes online and transitions.

On the east side of the property there is a drainage ditch running North/south along the building, about 15' of the from the edge, would the navy prefer to the have K4 rated system on the east or west side of the ditch?

Please see above responses as East, South and West cabling is no longer required.

Since the K4 rated crash bollards are going to be impeding on the walk up entrance to main door, does the Navy prefer any sort of decorative/design for K4 crash bollards?

The design shall be aesthetically pleasing for the front façade of Navy and Army buildings as this will have to also be approved by Army.

22 Section G20

Section G20 call for K4 rated bollard system or K4 rated cabling system around the outside of the building and for the solution to be aesthetically pleasing and blends in with the site. Does the Navy prefer a certain type or manufacture of K4 rated that would be aesthetically pleasing?

The design shall be aesthetically pleasing for the front façade of Navy and Army buildings as this will have to also be approved by Army.

Please confirm the extent of Design required of the Prime Contractor and the Deign Disciplines that must seal the Final Design Documents.

It is dependent on the number of design disciplines that are chosen. Section 01 33 10.05 20 defines the requirements. A DOR is required to sign and seal each drawing. "This seal must be the seal of the DOR for that drawing, and who is professionally registered for work in that discipline." Also look at 1.6.6 of this section. " Both the CA and the QC Manager must certify design submittals for compliance with the contract documents. The DOR stamp on drawings indicates approval from the DOR."

Is a Ballistics Engineer required to calculate the required thickness of FRF film to be applied to exterior windows?

The windows are rated for ATFP, so we only require reflective tinting, caulked in place and do not require a specific rated film.

25 Are the existing exterior windows ballistic rated? Yes

26 Can the Project Superintendent also act as SSHO?

Yes they can act as one. SSHO = Superintendent, QCM = SSHO, Superintendent Cannot = QCM

Are we required to perform soil borings as part of our design?

Yes to ensure proper ATFP ratings are met for the cabling/bollards. See PPI attachment 02 to 07 of 13 for further guidance.

With regards to the drawing, please provide the latest As Builts.

Has the local Indianapolis City authorities been contacted regarding any issues or coordination such as Public Right of Way encroachment?

We are not modifying any access/gates etc at this location

Has there been any preliminary determination or filing regarding State Historic Preservation Officer SHPO in order to asses / determine if there is a Historic Property Affected by the proposed scope of work.

Not required.

RFP designates gate to be vertical pivot arm- is this specification indicating a separate second barrier arm/drop arm gate, in addition to the main perimeter fence line security vehicle gate (i.e. inner crash impact barrier, on the protected side, just behind the operable fence line vehicle gate). Please clarify pivot arm type gate. Also note within Part 6 the vehicle gate is indicated as cantilevered sliding gate type.

Window film attachment identified as mechanical application- Please clarify as to what does “application shall be installed into frame” mean? Is this merely refereeing to fasteners and batten attachment to extrusion?

Film can be installed via wet application and caulk only since the film is only for reflectivity and not ATFP rated.

The windows are ATFP rated.

Previous NOSC facilities scope of worked on relied upon wet glazing system application. Looking to confirm application for this facility to be mechanical application.

Film can be installed via wet application and caulk only since the film is only for reflectivity and not ATFP rated.

Part 3, Paragraph

D40

Will the prospective awardee be required to obtain the services of a licensed and qualified Fire Protection Engineer to perform Quality Control Fire Protection Engineering (QCFPE) services? If so, will the qualifications of the QCFPE be required to be submitted as part of the respondent's Technical Proposal?

Yes, for the FPQC. Also, an FPDOR will be required.

The FPDOR and FPQC can be one and the same IF they meet the qualifications for FPDOR and FPQC.

Intent is, if the FPDOR serves as the FPQC, the FPDOR cannot have a business relationship with any fire protection equipment device manufacturer, supplier, or installer for any such equip provided for this project.

They are not required to be submitted as part of the Technical Proposal but should be noted that someone will be used.

Part 3, Paragraph

B2030 Exterior Doors

The existing PACS system already monitors all exterior man doors and overhead doors. Is it the intent of this RFP to replace all of these existing flush mounted contacts located in the door frames with surface mounted balanced magnetic switches and surface mounted conduit on all of these door frames?

No, we are removing this from the scope. Contractor to ensure what is currently in place is fully functioning. If anything is not working properly Contractor to let the Navy know.

Part 3, Paragraph

B2030 Exterior Windows

If latitude/longitudes for the new cameras are too close in proximity to the existing ones, move

53 Section D5020
