Does this mean we have to submit experience in the same location as the proposed project? Or is the government looking for the offeror's ability to work outside of the home base location?

This site is for Toledo. No, we do not want the cabling and the fence separate from each other.

"Cabling shall be 100 feet length from N tree line…..

And 150 fee from the south corner…" I'm assuming that 150 fee is "FEET". The issue is that is not the total length of this security exposed fence line

(Glenwood portion of parking lot). It's more like

200'. Can a clarification be provided to stipulate site verify for actual lengths?

Reduced or additional quantities will be calculated in accordance with FAR Part 52.211-18

Variation in Estimated Quantity." For bidding purposes provide cabling total to be 550 of LF of fence line. Awarded Contractor shall verify site LF and document it on the design drawings.

"Secondary north gate shall remain." Currently there is an existing crash cable system in the portion of the 100' north tree line to south Glenwood

rd. This portion has the dual swing manual gate and it is understood that a new system is requested for said gate. Is demo/removal of existing cable system on existing 100' fence being required to implement new system and therefore associated costs for demo to be defined?

We have modified Part 3 SOW to include replacing the secondary gate.

This is DB, the Contractor shall provide this with their design. Doors and hardware requirements are set forth in the RFP

Please provide a Window Schedule to clarify the number of exterior windows receiving the fragment retention window film. Also could you provide an elevation drawing of the existing building.

We do not have any elevations at this time, during the site walk throughs this information was available to you. See Part 6 for a window count.

Is the Navy the AHJ for the installation or does a local authority have jurisdiction over the facility?

The Navy owns the land and has jurisdiction.

4.0 Building

Requirements, B2020 Exterior

Windows:

Scope defines to ensure all window anchorages are in compliance. In order to provide this verification destructive investigation must be performed, without this destructive investigation the anchorage cannot be verified. How is this to be priced/included in the proposal?

It is to only imply that the windows and frames are not failing and are solid vs loose in order to install tinting properly.

4.0 Building

Requirements, C1020 Interior

Door Hardware:

Scope delineates that new deadbolt locks are to be placed on all restroom and locker room doors.

Typically this is not permitted by the IBC, has the

AHJ given the approval to perform this installation?

Yes. The deadbolts are to be used only in a shelter in place situation and shall be ABA/ADA compliant. In cases where there are a large number of occupants a push device may have to be installed, this is all case by case.

4.0 Building

Requirements, D4010 Fire Alarm and Detection

Systems:

Confirming that no Mass Notification System is to be a part of the Fire Alarm system?

Correct, no mass note unless it is somehow affected by interior walls being removed/modified/added.

"Provide 2 K4 crash rated vert pivot arm gates….

24' width…". There is currently no vertical pivot arm gate vendor that supplies a 24' crash arm system that allows for the implementation of a fence panel.

What is the minimum road width clear opening for the pivot gate?

We included an example in Part 6 of the attachments. Also, see PPI attachment 01 and 07 of 07 for your reference/use. We have modified the scope to include both gates to be replaced with K4 rated vertical pivot arm gates. Assume 30 entering and exiting on a daily basis with 2 drill weekends per month of 100-200 people each drill weekend.

Objectives

Please confirm all pedestrian turnstiles to be provided under this project are egress only and do not require CAC card, door status or 2-way video intercom or PTZ CCTV coverage. RFP mentions that three (3) egress only turnstiles are to be provided.

RFP calls out for (6) CCTV cameras. Later in this paragraph it also states that cameras shall be provided on poles at crash gates and at turnstiles.

Please clarify the total quantity of exterior PTZ

CCTV cameras (not Video Intercom stations) to be provided to include all of the locations called out with GPS coordinates and any additional quantities of cameras outlined throughout part 3, as it is not clear if cameras should be provided at egress only turnstiles and if the coordinates called out specifically are intended to be the vehicle crash gate

Yes, for the FPQC. Also, an FPDOR will be required. The FPDOR and FPQC can be one and the same IF they meet the qualifications for

FPDOR and FPQC. Intent is, if the FPDOR serves as the FPQC, the FPDOR cannot have a business relationship with any fire protection equipment device manufacturer, supplier, or installer for any such equip provided for this project. They are not required to be submitted as part of the Technical

Proposal but should be noted that someone will be used.

It is mentioned that the Designer of Record shall utilize UFGS Section 26 33 53.00 20 whenever a

UPS system is required. Is it a requirement of this

RFP to provide all edited UFGS specifications by respective disciplines from Architecture, Civil

Engineering, and Fire Protection Engineering, or will basic shop drawings and cut sheets suffice for all proposed system design work?

If the intent is to have a (one) UPS for all ESS systems vs. a UPS per each system of the ESS systems, then UFGS 26 33 53.00 20 will apply. If the latter, then cuts and notes describing the UPS characteristics on the drawings will be acceptable.

Please clarify the statement "Provide balanced magnetic switches (BMS) with hold-open sensors for exterior doors, operable windows, and south roll-up door (1 for each side). Sensors shall trigger an alert at monitor location." Do you want one (1)

Balanced Magnetic Switch on each side of the building, each side of the windows, each side of the doors? It is not clear what is to be provided.

Where do we state each side? We require BMS at all exterior doors to trigger an alarm to the camera/security station in the Navy Admin space.

The conduit shall be on the interior side. We do not require alarms/sensors for windows.

Objectives

Please clarify if you want balanced magnetic switches installed in surface mounted conduit down each window to the operable sash portion throughout the building.

BMS/Sensors are not required for windows.

On page 2, it mentions that the designer shall prepare a beneficial occupancy date (BOD) addressing the impact on life safety or fire protection systems. Please clarify this statement.

Ensure that all life safety is met with new design any if fire protection systems have been touched/modified they comply with the RFP requirements as outlined.

This directly conflicts with Part 3, where it says to provide an ACS and CCTV system only and Part 3 has different battery backup requirements. What is to be provided and how many hours of battery backup shall be provided for the system the

Government clarifies that it wants?

Provide an ACS on all doors, including the gate entrances, and as described in the RFP. Provide an IDS to monitor all doors, we not doing sensors on the windows. Provide a CCTV system as described in the RFP. Each system will have 8 hours of back-up power.

Currently the fence on the east side of the property, running along Glenwood there are 2 cables running along the existing fence that anchor into deadman, is this existing system K4 rated?

It is not known if it meets the K4 Rating.

Does the north hand operated gate off of Glenwood have to K4 rated?

We have modified Part 3 SOW to include replacing the secondary gate to K4 rated.

There are none at this site.

Section D5020 call for the CCTV and Access

Control to have 8 hours of UPS back-up power and in the past that has been enough batteries to fill up

(2) 42 U cabinets. Can we provide a back-up generator which would allow us to use a lot less batteries for the UPS System in order to achieve 8 hours up back up power. We would still have a

UPS system for the CCTV and Access Control, but only until the generator kicked in.

A backup genset is acceptable instead of battery backup. However, the stipulation is the genset will be natural gas and there still will be some battery back up until the genset comes online and transitions.

39 Section G204004

Section G204004 states BOD will not be issued until the Contractor can show a continuous 60 days incidence free for the gate and turnstiles are fully functioning, not including user error. Does the 60 days begin the day the NOSC starts using the gate to get in and out of the parking lot?

The 60 days begins when the gates and turnstiles are fully installed and functioning. Contractor shall give us the start date and we will track along side you and the NOSC personnel to ensure no issues.

40 Part 3 Pages 6-8 Gym - verify if clear story in hallway/gym requires reflective film.

Yes, at minimum provide a small genset (maybe 3-

7KW or even 10) for back-up so it can be sized to power the gate as well. We want to ensure when power fails and one gets to the gate the AIPHONE and card read will work. The crash gate shall have manual override as a backup.

Previous NOSC facilities scope of worked on relied upon wet glazing system application. Looking to confirm application for this facility to be mechanical application.

In cases of sliding windows we will view it case by case but allow 1 operable window per room. This will be worked out with awarded Contractor to ensure the film can not meet the requirements first.

Are there any special measure that must be taken given the nature of reflective tinting is dependent on lighting conditions i.e. room lighting brighter than corridor circulation- is there any need to further control of condition?

No, for cases that reflective film will be installed in interior applications the reflectivity needs to be towards circulation areas and to the exterior in order to protect inhabitants in the rooms.

Section D5020 call for the CCTV and Access

Control to have 8 hours of UPS back-up power and in the past that has been enough batteries to fill up

(2) 42 U cabinets. Can we provide a back-up generator which would allow us to use a lot less batteries for the UPS System in order to achieve 8 hours up back up power. We would still have a

UPS system for the CCTV and Access Control, but only until the generator kicked in.

A backup genset is acceptable instead of battery backup. However, the stipulation is the genset will be natural gas and there still will be some battery back up until the genset comes online and transitions.

99 Section G204004

Section G204004 states BOD will not be issued until the Contractor can show a continuous 60 days incidence free for the gate and turnstiles are fully functioning, not including user error. Does the 60 days begin the day the NOSC starts using the gate to get in and out of the parking lot?

The 60 days begins when the gates and turnstiles are fully installed and functioning. Contractor shall give us the start date and we will track along side you and the NOSC personnel to ensure no issues.

100 Section 2.0 For the EGRESS ONLY pedestrian turnstiles, is it acceptable that these be mechanical only?
