MAIN GATE Option 1 & Option 2:

- The Maximum clear drivable between bolsters width of a vertical drop arm gate with integrated fencing is 17 feet. We are recommending 2 solutions to be provided for bidding purposes and at award the solution will be selected.

o Solution #1: Is to choke down the roadway for a single system of the maximum width.

See attached drawing M30 with choked down driveway. This layout will save on material cost, but by choking down a roadway people naturally slow their approach.

o Solution #2: To widen the existing roadway system and provide two systems to allow a wider open to drive through for entry/exit. See attached a drawing named Dual M30s Island Bolster Layout to illustrate what two systems would look like.

- For both Solution #1 & #2 the access control stations shall be protected via bollards at both interior and exterior pedestals. Layout dedicated entry lanes and dedicated exit lanes. During high volume times such as drill weekends guards can be posted and the barrier intentionally open allowing friendly vehicles to platoon in and platoon out. Designer shall account for turning radiuses including heavy equipment such as military vehicles, snow plows and garbage trucks in and out of the gate and take into account the bollards w/ pedestals on both sides of the gate. It may be recommended to bring the gate in more towards the site to allow for a full vehicle to enter credentials at the pedestal. While exiting the pedestal can be placed comfortably back from the gate/barrier.

GATE SEQUENCE OF OPERATIONS:

Sequence of Operations for Vehicular Control

Control Master Panel is located in the facility Security Office.

Single Gate Scenario #1:

LED Stop/Go Traffic Lights (Lane Occupied /Lane Open). Provide Red/Green LED lights on both sides of the gate to indicate a “do not use/enter gate access zone”. Fence slats will be on the gates, therefore drivers cannot see in or out to view if a driver is exiting or entering and would block the access lane.

Light to have a small sign stating “When light is RED, STOP in dashed zone, gate will be in operation for person exiting” and “person entering”. Light will also provide warning to the drivers/tailgaters. LED lights shall default to green on ingress side to avoid backup of cars in public right of way. The light operating voltage shall be 24 VDC, 120 VAC, etc.

Double Gate Scenario #2:

LED lights are still required to provide warning to drivers/tailgaters of issues.

Gate Operations: Vertical Pivot Gate (VPG) system shall operate either in

A. “Drill Weekend Mode”: In this mode the Vertical Pivot Gate system will be held open by a relay sending a constant “hold and remain open” command to the VPG with officer verifying drivers entering the site.

B. VPG only for more secure and/or reduced need for processing many vehicles in prime gate use ours – Call this VPG mode.

Authorized Personnel Entering (or, anyone trying to enter regardless of personnel or a visitor)

a. Traffic light is either green or at least, NOT red (red would be indicating an intentionally closed/blocked lane)

b. Vehicle enters Credential Zone (Card Reader/access control station)

c. Employee scans badge/types in PIN, uses call button etc.

d. If credentials are authorized the VPG will open.

e. While vehicle is passing through the VPG point it will be driving over loops and clearing safety devices such as photo eyes. Any reversing loops in the road drive will either cause the gate to be held open or reverse should a vehicle be “on the loop.” The gate shall also include a safety pressure sensor to retract and open.

f. If a vehicle is entering as a visitor or contractor, the guard or security office will make the appropriate decision to process the vehicle on site using Corporate Policies, Procedures, and trained best practices.

g. When personnel depart the facility they will drive over an automatic (free exit) loop or should loops not be functioning use the exit pedestal and select the open/release button.

h. VPG, they shall be set to automatically close in “8” seconds. This can be accomplished by an access control timer or built in timers on the control board of the VPG’s. This timed closure is predicated on first clearing all photo eyes and driving off reversing loops. Once clear the timer begins counting and closes per its programing.

i. Emergency Situations: Fire, ambulance, police, intentional mass evacuation of facility employees, etc.

1. Should emergency personnel require entry do to a Life Safety event, such personnel will either be process by security guard or utilize a Knox Box, Click to Enter, Siren Operated Sensor or the like to gain access. Only authorized security personnel will have the necessary keys or vehicular equipment to cause assigned gates to open. These devices, once activated, will not close until authorized Emergency or Facility personnel reset the system through deliberate commands. If a Knox box is used it shall only be located on the attack side pedestal and direct site of the automatic gate for ease of discovery and to ensure nobody will be hurt by a gate they command to open or close.

2. Manual override shall be installed on the interior side of the gate to open the gate in cases of loss of power and or emergency situations.

Valid/Invalid ID card, Invalid PIN, access is denied Event Sequence

a. Same as above

b. Access pedestal displays message: “ACCESS DENIED, TRY AGAIN”

c. Gate remains closed.

d. The user will be allowed 3 attempts in total or an elapsed time not to exceed 12 seconds.

e. On the 3rd failed attempt the access pedestal displays message: “ACCESS DENIED, Please Exit or call Security Call button.”

f. Security Office clears driver

Gate Crash Event Sequence

a. Same as above

b. Vehicle presence is detected via vehicle presence sensor

c. Access pedestal displays and annunciates message: “Present I.D. Card”

d. Vehicle proceeds through vehicle presence sensor without presenting a credential and crashes through drop arm.

e. Alarm is generated and Security notified.

f. Barrier signals change to flashing red.

g. DMS message at Entrance displays: “Alarm Condition, Gate Closed, Please Exit.”

h. All Vehicle gates are to remain in the closed position. Any vehicles transiting the gate will be allowed to clear the gate.

i. Security must assess and rectify.

Vehicle A (valid) Tailgated by Vehicle B (invalid) or Vehicle with Trailer Event Sequence

a. Same as above

b. Vehicle enters Credential Zone

c. Access pedestal displays and annunciates message: “Please wait”

d. Vehicle presence is detected via vehicle presence sensor

e. Access pedestal displays and annunciates message: “Present I.D. Card”

f. Driver presents authorized I.D. card to Reader

g. System validates I.D.

h. Access pedestal displays and annunciates message: “Enter PIN #”

i. Access pedestal displays message: “Access Granted”

j. VPG raised

k. If, after 60 seconds, the vehicle does not exit the access pedestal area, a “Lane Blocked” alarm is generated and Security notified.

l. Second vehicle tailgates behind first vehicle

m. Alarm is generated and Security notified

n. Barrier signals change to flashing red

o. DMS message at Entrance displays: “Alarm Condition, Gate Closed.”

p. All Vehicle gates are to remain in the closed position. Any vehicles transiting the gate will be allowed to clear the gate

q. Security must assess and rectify.

I.D. Card Anti-Pass back Event Sequence (Anti-Pass back ensure that once a credentialed and authorized person drives in, nobody can use his/her credentials to come in again until the credentials are used to exit the facility property)

a. Vehicle enters Credential Zone

b. Access pedestal displays and annunciates message: “Please wait”

c. Vehicle presence is detected via vehicle presence sensor

d. Access pedestal displays and annunciates message: “Present I.D. Card”

e. Driver presents authorized I.D. card to Reader

f. System validates I.D.

g. Access pedestal displays and annunciates message: “Enter PIN #”

h. Access pedestal displays message: “Access Granted”

i. VPG is raised

j. VPG signal notifies driver to proceed

k. If, after 60 seconds, the vehicle does not exit the access pedestal area, a “Lane Blocked” alarm is generated and Security notified.

l. VPG is lowered as soon as vehicle clears the access pedestal

m. Vehicle left ID card on pedestal for 2nd vehicle to use. 2nd vehicle uses first ID card within 5 minutes of previous transaction.

n. System detects pass back violation.

o. Alarm is generated and Security notified.

p. Barrier signals change to flashing red.

q. DMS message at Entrance displays: “Alarm Condition, Gate Closed.”

r. Security must assess and rectify.
