1.0 PROJECT DESCRIPTION

The tragic shooting on July 16, 2015 in Chattanooga, Tennessee, illustrates the continuing threat to DoD building occupants in the U.S. homeland posed by Homegrown Violent Extremists. This incident and the ongoing threat underscore the need for DOD sites and facilities to enhance their force protection and physical security capabilities.

The objective of this project is to enhance force protection and physical security capabilities at Navy Reserve/Marine Corps Training Center Toledo, OH in accordance with UFC 4-020-01 Security Engineering for Asset Category “A” People (general population). The primary scope work identified herein will include practical upgrades to existing Physical Security Equipment (PSE), Electronic Security Systems (ESS), infrastructure, and facilities in conformance with UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings.

The enhancements identified in this RFP are the recommended Physical Security Equipment (PSE) and Electronic Security Systems (ESS) mitigation actions to reduce the risk associated with Asset Category “A” People (general population) at Reserve Training Center Toledo, OH

Reserve Training Center Toledo, OH is a joint facility shared by both Navy and Marine Corps building occupants.

2.0 PROJECT OBJECTIVES

The Contractor must completely research the existing building and site; provide necessary field verifications/site survey investigations; as required to gain full and complete knowledge of the existing conditions. All upgrades shall meet UFC requirements and calculations and comply with manufacturer’s recommendations and procedures. Selections shall not compromise existing structure or existing building materials and finishes. Where locations and or latitude and longitude locations are provided in the RFP, Contractor shall verify that the locations comply with all UFC requirements. Contractor and the appropriate DOR shall have experience with Security systems.

Any work done to the existing building, fence, site, doors etc. shall be updated, modified and changed per the RFP to meet UFC requirements to have a secure site, building and shelter in place. Any changes to the existing building and site that is removed and replaced shall be new.

A Structural engineer shall be hired to calculate the proper K rating required based on Reserve Training Center location. Changes, modifications, and/or additions within the scope of this project shall be reviewed and approved by the Contractor’s Fire Protection Quality Control (FPQC) Specialist for compliance with the applicable fire protection and life safety codes and requirements.

Any/all deviations from this RFP shall be clearly identified in the Contractor’s proposal. Any deviations shall be submitted in writing to the Contracting Officer, and shall have prior approval by the Contracting Officer before any action or implementation on the deviation. Any unapproved deviations that are deemed unacceptable by the Government shall be corrected by the Contractor at no expense to the Government. Contractor will adjust/fix any items per the RFP during the one year warranty period.

The Contractor shall remove/relocate the existing equipment at the facility as required to properly perform the work of this contract. The Contractor shall take all necessary precautions to protect and prevent damage to any existing equipment and items to remain. Shutoff or powering down any fire protection or life safety systems must have approval from the Contract Specialist at least 14 days prior to the expected date of action.

The designer shall provide a BOD addressing the impact on fire protection and/or life safety systems based on the scope of work. The BOD shall address the capacity for modification or addition to the fire alarm system and/or the fire suppression system. The BOD sections addressing fire protection and life safety systems shall either be prepared by or reviewed and approved by the FPQC. Complete reviews by the FPQC shall be provided for all applicable design and construction submittals, as well as providing as conducting both the preliminary and final test on the modified fire protection and life safety systems.

The Contractor shall maintain physical security of the facility at all times. Provide temporary closures/fencing as required. Coordinate with Activity Primary POC.

The primary objective of this project is to upgrade existing physical security equipment and improve Training Center Toledo capabilities to maintain adequate security posture. In addition, this project will provide mitigating measures to existing physical security deficiencies identified as non-conformance with current UFC requirements.

The following items represent the general scope of work for this project; please see respective sections for a full description: *All items that state “provide” shall also be installed.*

- Provide security reflective tint on all interior and exterior glass doors and sidelights. Film shall be tinted so that building occupants inside can view out, but building occupants outside cannot see in.

- Provide fragmentation retention film (FRF) with tint on all existing exterior glazing (1st and 2nd deck). Application shall be installed into the frame.

- Replace wall glazing with interior CMU wall at admin room 158, security room 159, medical room 135 and and USO room 142.

- Replace main entry and secondary gates and provide K4 crash rated vertical pivot arm gate with vehicle detection loop at entry points and intercom system, pinpad, CAC and video.

- Provide K4-rated cable reinforcing in existing chain link fence and at gates of Glenwood Rd. and south fence line as noted in 3.2 Site Development.

- Provide and install privacy slats along Glenwood Rd and along south fence line as noted in 3.2 Site Development.

- Provide three (3) egress only pedestrian turnstiles.

- Install deadbolts for all restroom and locker room doors.

- Provide CCTV surveillance with 6 exterior cameras, two workstations with color camera's, industrial quality, automatic iris low light, weatherproof camera station, remote control, PTZ system, one for Navy and one for Marines.

- Provide new 16 channel DVR, pentaplex hybrid system that plays/records fully operating system at or near recommended monitor location. KTR shall be responsible to leaving it fully operational.

- Provide CCTV industrial quality, automatic iris low light, weatherproof, remote control, PTZ cameras on poles at crash gate(s) and at all turnstiles.

- Provide balanced magnetic switches (BMS) with hold-open sensors for exterior doors, operable windows, and south roll-up door (1 for each side). Sensors shall trigger an alert at monitor location.

- Repin cores of all doors for the facility. Repin doors so medical suite and offices are different, total count shall be verified with end user.

- Provide request to exit on secure side for doors receiving electric strikes.

- Provide CAC card readers at interior side of main entry doors of vestibule 100. Interior door of the interior side of the vestibule doors shall be secured, right door shall be for exiting purposes only and left door shall be CAC enabled with pin pad, buzzer/call button and camera.

- Provide CAC card reader and pin pad at exterior doors of corridor 113, 141 and 116.

- Replace existing site and building cameras with new.

2.1 APPLICABLE CODES AND STANDARDS

Design is the work necessary to ensure functionality, quality, and safety for critical facets of the project. Provide work in compliance with the following design standards and codes, as a minimum. Government standards listed in this RFP take precedence over industry standards.

This RFP references published standards, the titles of which can be found in the Unified Master Reference List (UMRL) on the Whole Building Design Guide at the Unified Facilities Guide Specification (UFGS) Website. The publications referenced form a part of this specification to the extent referenced.

The advisory provisions of all codes, requirements, and standards shall be mandatory; substitute

SMALL PROJECT TEMPLATE - PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 4 words such as "must" or "required" for words such as "shall", "should", "may", or "recommended," wherever they appear. The results of these wording substitutions incorporate these code and standard statements as requirements. Reference to the "authority having jurisdiction" shall be interpreted to mean Contracting Officer or Contracting Officer Representative. Comply with the required and advisory portions of the current edition of the standard at the time of contract solicitation.

The following list of codes and standards is not comprehensive and is augmented by other codes and standards referenced and cross-referenced in the RFP. Refer to Parts 3 and 4 for specific requirements within other UFC's.

2.1.1 Accessibility Requirements

Provide barrier-free design in accordance with UFC 1-200-01 , DoD Building Code (General Building Requirements). Contractor shall verify there is ABA parking inside the fence line.

Coordinate with NOSC building occupants that any ABA persons shall have a clear understanding during Active Shooter situation and will be shown secured rooms.

2.4 CYBERSECURITY

All control systems (including systems separate from an energy management control system) must be designed, acquired, and executed in accordance with DoD Instruction 8500.01, DoD

Instruction 8510.01, and as required by individual Facilities Engineering Command (FEC) or installation implementation policy.

Incorporate ICS Security Controls located in NIST 800-82, Appendix G, Table G-1.

3.0 SITE ANALYSIS

3.1 EXISTING SITE CONDITIONS

Reserve Training Center Toledo is located in a rural area with farm land on 2 sides of the site.

3.1.2.1 Existing Vehicular Access and Circulation

The facility is located within a perimeter secured fence. The main gate is located off of Glenwood Rd. There is one main vehicular access point to the south of the building and a secondary access point at the north.

3.2 SITE DEVELOPMENT

Site development consists of perimeter security fence/gate upgrades, repairs, replacement and electronic security.

4.0 BUILDING REQUIREMENTS

The building is two stories with CMU block exterior.

All site work shall comply with SHPO requirements for Section 106 Archaeology.

B20 EXTERIOR ENCLOSURE

B2010 EXTERIOR WALLS

The primary exterior material of the building are CMU brick masonry veneer.

B2020 EXTERIOR WINDOWS

The exterior windows shall remain. Investigate all windows prior to film application and caulk any windows that appear to be leaking. Caulking/sealant shall be around glass on both interior and exterior and shall match existing.

All films shall comply with UFC requirements and shall not compromise existing glazing and frame systems such as glazing failure due to heat or window frames from failing out. Ensure all anchorage systems are in compliance.

Install window tint using mechanical application. Tint shall allow building occupants to view out but will not allow outside personnel to view into the spaces. Tint color shall coordinate with the aesthetic exterior appearance of the building.

B202004 EXTERIOR GLAZING

The Contractor’s Structural Engineer shall verify what FRF is adequate for blast pressures resulting from Explosive Weight I (EWI) at existing standoff distances outside perimeter security fence and from Explosive Weight II (EWII) at minimum clear zone distance within perimeter security fence. If it is acceptable to provide FRF of 7 mil or less if justified by analysis. All films

Provide FRF tinting film on all existing exterior windows using mechanical applications per UFC standards on all elevations. Application should be installed into the frame.

B2030 EXTERIOR DOORS

All exterior doors are existing, modify key access controls and balanced magnetic switches as described. Provide and install request to exit on secure side for doors receiving electric strikes.

All exterior doors shall be modified to properly open, close, latch and lock per RFP requirements to have a secure building. All modified doors and exits shall comply with ABA/ADA guidelines as well as NFPA 101.

B203008 EXTERIOR DOOR HARDWARE

Provide the services of a certified door hardware consultant to prepare the door hardware schedule. Provide hardware keying compatible with the existing NOSC keying system. DOR shall provide a diagram and narrative explanation of each lockset along with their typical door hardware schedule. End user shall verify key quantities.

Rekey the whole facility by re-pinning existing cores and provide new keys. Provide three (3) keys for each door. There will be four key types, (1) exterior, (2) medical, (3) private offices (4) all other interior. All interior doors shall be the same key except for Medical Suite and Admin Office rooms will be different key types. Exterior keys will all be the same type. Provide 5 master keys. At doors with CAC card readers, no deadbolt lock shall be provided as CAC reader acts as deadbolt.

The existing hardware is Sargent.

Provide CAC reader with pin pad, buzzer, camera and call box at main interior vestibule 100, left door. Secure middle door. Right door shall be configured for exiting purposes only and shall not allow patrons to enter. Provide CAC card reader and pin pad at exterior doors of corridor 113,

141. All CAC enabled doors shall have programmable CAC readers that will restrict access.

Remaining exterior doors shall be for exiting purposes only with mechanical keys (exterior 116).

Provide balanced magnetic switches (BMS) with hold open sensors on all exterior doors and roll-up doors (1 for each side) including mechanical room doors. Sensors shall alert monitor location when opened. Monitor location shall be designed that sensor/alert may be turned off.

C10 INTERIOR CONSTRUCTION

C1010 PARTITIONS

C101001 FIXED PARTITIONS

Provide fixed interior partitions. Sound-rated partition assemblies shall have a minimum Sound Transmission Coefficient (STC) of 36 in accordance with ASTM E 90 or ASTM E 413 for frequency data.

Interior fixed partitions shall match adjacent type of construction. The building has both concrete masonry and gypsum board on metal studs. New partitions shall be either concrete masonry or metal studs with impact rated gypsum board on each side based on locations as described below.

Contractor to verify locations to determine proper partition type.

Replace wall glazing with interior CMU wall at admin room 158, security room 159, medical room 135 and USO/recruiter room 142.

C101007 INTERIOR GLAZING

Interior windows and glazing are existing, modify as described below.

Provide security film on all interior doors and windows with glazing and at interior entrance/exit vestibule spaces. Film shall be tinted in order for building occupants inside can view out, but building occupants outside cannot see in.

Provide the services of a Certified Door Hardware Consultant to prepare the door hardware schedule. Provide special door hardware as described.

Provide hardware keying compatible with the existing NOSC keying system. Verify number of existing key sets to determine how many key sets will be required.

Rekey the whole facility per B203008 EXTERIOR DOOR HARDWARE.

Door hardware finish shall match existing finish at each NOSC.

Provide new deadbolt lock, tubular standard duty with outside key at all restroom and locker room doors. Match similar style of locks and locksets to existing NOSC. Ensure all restroom and locker rooms doors with louver that louvers are secured and in place. Doors will be designated as shelter in place. Provide shelter in place signs as follows – “Shelter in Place: Door to remain unlocked at all times except in active states of emergency.” Shelter in place doors that have glazing or sidelights/transoms, provide 7 mil FRF reflective film wet application on glazing.

C30 INTERIOR FINISHES

C3010 WALL FINISHES

C3040 INTERIOR COATINGS AND SPECIAL FINISHES

Paint new, modified, and damaged interior and adjacent surfaces including walls, doors, frames, and trim. Painting shall be done from corner to corner and floor to ceiling in all locations that are repainted. Painting of new interior surfaces including conduit shall appear uniform with adjacent existing materials. Finishes shall appear that were existing and shall be new. Any existing security mounted items that require removal, wall, floor, ceiling, doors, conduit, etc shall be replaced, repaired and patched and painted new.

D40 FIRE PROTECTION & LIFE SAFETY SYSTEMS

Changes, modifications, and/or additions within the scope of this project shall be reviewed and approved by the Contractor’s fire protection designer of record (FPDOR) for compliance with the

Any changes to the existing egress system or egress components shall be reviewed and approved by the FPDOR. Any reductions to the existing egress system or egress components shall be substantiated by calculations based on the existing occupancies and occupant loads and reviewed and approved by the FPDOR. Other changes that may impact fire protection or life safety shall be reviewed and approved by the FPDOR.

D4010 FIRE ALARM AND DETECTION SYSTEMS

Provide additions and modifications to the fire alarm and detection system as necessary. These additions may include, but not be limited to, modifying the fire alarm system based on wall modifications, wall construction, and access controls or electronic locking devices, in addition to relocating or adding pull stations or detectors, and relocating or adding audible/visual devices.

Consideration shall be given to door hold open devices where practical. All designs, changes and/or modifications shall be reviewed and approved by the FPQC.

Additional wiring or circuits that must be added to the fire alarm system shall be installed according to existing circuits. T-tapping is not allowed.

D4020 FIRE SUPPRESSION WATER SUPPLY AND EQUIPMENT

D4040 SPRINKLERS

Provide additions and modifications to the fire suppression system as necessary. These additions may include, but not be limited to, modifying the fire suppression system based on wall modifications and new wall construction. This may include, but is not limited to, relocating or adding sprinkler heads or piping. All designs, changes and/or modifications shall be reviewed and approved by the FPQC.

D4090 OTHER FIRE PROTECTION SYSTEMS

Provide portable fire extinguishers as necessary and required within the scope of this contract, i.e.

should a door be locked or installed that prohibits access to an existing fire extinguisher.

D4090 LIFE SAFETY SYSTEMS

The FPQC shall address in the BOD; all changes, modifications, and additions that impact the means of egress, illumination of the means of egress, and marking of the means of egress. The FPQC shall review and approve all designs for modifications, additions and changes to life safety systems.

D50 ELECTRICAL

The electrical design shall comply with the design criteria specified in UFC 3-501-01, Electrical Engineering, and its referenced documents.

Design and Construction Requirements-Energy Policy Act 2005

Provide an interior electrical system consisting of Wiring and Equipment, Circuit Breakers, Conduits, Branch Circuits, Branch Wiring, Communications, Security and Alarm Systems, Grounding, including accessories and devices as necessary as required for a complete and usable system. This section covers out to the building 5 foot (1.5 meter) line. Electrical site work outside the five (5) foot line is covered in section G40.

Select electrical characteristics of the power system to provide a safe, efficient and economical distribution of power based upon the size and types of electrical loads to be served. Use distribution and utilization voltages of the highest level that is practical for the load to be served.

The interior distribution system shall consist of insulated conductors in conduit, including an insulated green equipment grounding conductor. The conduit is not considered to be the equipment grounding conductor. The use of MC and AC cabling are not allowed, except for light fixture whips and final connections to indoor transformers. For all final motor connections, use liquid-tight flexible conduit, regardless of motor location.

ANTITERRORISM

Provide bracing of electrical equipment which is suspended and weighs more than 31 pounds.

SEISMIC BRACING

Bracing of electrical equipment to resist seismic events is not required based on site seismic design criteria and building importance factor.

ELECTRICAL TESTING

New electrical equipment shall be tested in accordance with NETA acceptance testing specifications.

D5010 ELECTRICAL SERVICE & DISTRIBUTION

Provide gate controls consisting of, but not limited to, gate access and controls, vehicle detection (ground loop and sensor) system, and motorized gate.

Provide an insulated equipment grounding conductor in all raceways for systems operating at greater than 50 volts.

If required, provide a dedicated panelboard to service the new or added devices or equipment.

The panelboard may be fed from another panelboard provided the loading does not exceed requirements of Articles 210 through 240 of the NEC. The panelboard does not need to be fed from the main service entrance equipment. The panelboard must be three-phase, four-wire.

D5020 LIGHTING & BRANCH WIRING

Provide electrical connections for all systems requiring electrical service.

All conductors shall be copper.

All branch wiring shall be insulated conductors in conduit.

All branch wiring shall be per UFC 3-520-01. At a minimum, provide conductors with type THHN/THWN insulation for conductor sizes #12 AWG through #1/0 AWG, and type XHHW insulation for conductor sizes #2/0 AWG and larger. All conductors shall be copper and shall be routed in conduit. All conductor sizes shall be #12 AWG minimum.

Provide receptacles and/or hardwired power connections for any special equipment or furnishings.

Provide receptacles for all equipment, devices, etc.

Provide ground fault circuit interrupting receptacles per National Electrical Code.

All receptacles shall be 20 amps. NEMA WD 1. Receptacles shall be circuited such that no more than six duplex (or three quad duplex) receptacles are placed on the one 20 amp, single-pole breaker.

Provide a dedicated circuit for each provided system (Access Control and CCTV, gate controller, vehicle ground loop and sensors, etc.). Controls shall have back-up power such as UPS for CCTV and batteries for Access Control System of at least 8 hours.

Each receptacle homerun shall have a dedicated neutral, multi-wire branch circuits (shared neutrals) shall not be used.

D5030 COMMUNICATIONS & SECURITY

ACS system must receive a dedicated circuit. This contract shall include design and construction of all systems contained within this section, provide the full design as well as construction for all supporting building and site infrastructure, including but not limited to conduit, boxes, raceways, power circuits, joystick controller, telephone and communications connections.

All telecommunications (fiber and copper) can be in the same conduit(s)/raceway(s).

Coordinate with local activity authorities and building users for specific requirements as may be directed by the Contracting Officer.

Provide a complete system, but not necessarily limited to, all wiring, pathway systems (including

SMALL PROJECT TEMPLATE - PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 12 cable tray – the use of J-Hooks is prohibited), grounding, connector blocks, copper or copper pairs, fiber optic distribution panels, terminators for all fiber optic cables, outlet boxes, and cover plates. Provide Category 6 Unshielded Twisted Pair (UTP) copper cable for all cables.

Telecommunications design must be performed and stamped by a Registered Communications Distribution Designer (RCDD).

Security Systems

Verify if an existing Intrusion Detection System (IDS) is already in place, if so tie into new Electronic Security System (ESS). ESS is the integrated electronic system that encompasses one or multiple subsystems. This project shall only include access control system (ACS) and closed-circuit television (CCTV) system.

The ESS for this project shall meet requirements of UFC 4-021-01, Electronic Security Systems and SECNAV M-5510.36 Department of Navy Information Security Program and consist of an

ACS.

Full installation of the ESS equipment is by the contract.

For all ESS equipment and devices (including, but not limited to, rough-ins, back-boxes, junction boxes, head-end equipment, wireways, raceways, wiring, etc.), in addition to plan view(s), provide wall elevations on the drawings illustrating where the equipment is to be Provided. Coordinate with all existing and new devices (ie. fire extinguishers, fire alarm appliance devices, light switches and receptacles, etc.) which also shall be shown. Contractor shall ensure adequate power is run to the system locations. Do to CAT cable length limitations, total runs shall not exceed of manufacturer's recommendations for the equipment and devices being provided.

DVR systems shall have the capacity to record 30 days of activity for each camera and described below. Refer to UFC 4-021-02 for more information on requirements; minimum size hard disk drive shall be 6 terabyte.

Provide six (6) closed circuit television cameras (CCTV) with PTZ (pan, tilt, zoom) for 360 degree coverage with color and night vision, automatic iris low light, industrial quality, remote controlled, weatherproof, for surveillance that are rated for exterior. CCTV surveillance shall tie into workstation(s). Verify existing cameras and system will be compatible with new. If they are not compatible, Replace existing cameras with new and replace existing cameras in their same location. There is one (1) camera at the existing gate and one (1) interior camera that should be replaced and tied into new system.

Workstation/controls shall be in Navy and Marine Admin spaces. The Navy Admin workstation space shall be in room 159 and will have override of the system with DVR capabilities. The Marine workstation shall be in room 103 and will have control when Navy personnel are not present in the building. Workstations (head end equipment) shall have a 40 inch LED high definition monitor with 16 channel digital video recorder (DVR), pentaplex hybrid system that plays/records fully operating system. Only Navy workstation shall have DVR capabilities. Both Navy and Marine spaces shall have a joystick controller of operation of cameras for pan, tilt, zoom with 40 inch monitors of all camera locations. Monitors shall be configured in order to view the floor plan and site plan showing designated camera locations. Server room is located in room 112.

Provide new 16 channel DVR, pentaplex hybrid with internet protocol and hard drive to complement and the ability to add additional equipment. Pentaplex hybrid operation shall be capable of enabling users to perform the five functions of view live video, search and playback recorded video by date/time or event, remotely monitor the unit via internet on PCs or mobile

SMALL PROJECT TEMPLATE - PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 13 devices, backup the configuration and video data, and record simultaneously. DVR will be internet protocol compatible and be capable of 30 days of archived CCTV video data storage for each camera.

Provide pole mounted cameras on concrete bases where POV and pedestrians enter the compound at all turnstile and gate locations. All cameras throughout the building and site shall have the same capabilities such as PTZ, color, night vision, automatic iris low light, industrial quality, etc. Cameras on poles are not required for egress only turnstiles.

At each vehicular gate on the secure sides, provide a pedestal with backup keypad with (2) intercom stations with 2-way communication with video to allow visitor monitoring (viewing driver and credentials) for egress. Loop sensors will be the primary form of existing. The backup pedestal shall be installed when loop sensors are not working properly. At each vehicular gate on the unsecure side, provide a combination CAC reader / keypad with two (2) intercom stations with 2-way communication with video to allow visitor monitoring (viewing driver and credentials for access. One intercom station (system), on each side of the gate, must be for the Navy and the other for the Marine, properly tagged. Mount all devices on a gooseneck. Gooseneck housing enclosure shall both be enclosed in a common enclosure, including CAC reader / key pad and intercom stations. See Part 6 Attachments for an example. For each End User intercom system, provide a master station for viewing and for gate control. Locate one master station in the Navy Admin and one master in the Marine Admin. Gates shall also be provided with vehicle detection loop sensor on secure side of fence. Video monitor must be separate from CCTV system and does not require recording. Camera shall be shielded from sun in order to view driver. Cable length between each intercom station and master station must be a minimum of 550 feet. At all gate locations and on the secure side, provide additional CCTV's on poles with concrete bases.

Rough-in and provide connections for equipment such that equipment will operate as intended, including providing miscellaneous items such as plugs, receptacles, wire, cable, conduit, flexible conduit and outlet boxes or fittings.

The following will be funded separately and purchased and provided by the Contractor:

F2020 HAZARDOUS COMPONENT ABATEMENT

Prior to starting work, the Contractor shall hire a first tier subcontractor to conduct an Asbestos and Lead Inspection of the project site and prepare a report. The inspection shall be performed by an EPA-Certified Asbestos Inspector and EPA-Certified Lead Inspector. The inspectors shall be appropriately licensed in the State of Ohio. Retest all roofing tars and resilient floor covering materials (including vinyl and asphalt floor tiles, sheet vinyl flooring, and flooring mastics and adhesives) with PLM results of 1% or less. Retest using Transmission Electron Microscopy (TEM). The Contractor shall submit the report to the Government for review and approval prior to start of work. Any historical surveys provided by the Government shall be for reference purposes only. Hazardous component abatement will be contingent on the results of the survey. The report shall include as a minimum the following information:

12) Table summarizing all identified paint testing combinations. The table shall include as a minimum the following information: Room Equivalent, Component Type, Substrate, Paint Color, % Lead, Approx. Quantity, Condition, and Photo Identification Number.

Remove and dispose of the following hazardous materials: asbestos, lead based paint, paint: lead, cadmium and chromium, mercury and low level radioactive components, PCBs, ozone depleting substances, animal droppings, molds and spores.

Private Qualified Person (PQP)

The General Contractor is required to hire as a first tier subcontractor a PQP to ensure compliance with the approved work plans and perform independent inspections, testing and verification of the hazardous components work including: asbestos, lead containing paint, cadmium containing paint, chromium containing paint, mercury & LLR components , PCBs, ODS, animal droppings and molds and spores. The PQP shall be appropriately licensed in the State of project site location.

Asbestos

If it is determined that any of the materials to be demolished contain Asbestos Containing Material (ACM) and the quantities to be removed exceed Asbestos NESHAP reporting thresholds of 260 LF, 160 SF or 35 CF, then the Designer of Record shall edit Unified Facilities Guide Specification Section 028216.0020, “Engineering Control of Asbestos Containing Materials” and submit to the Government for review and approval. The Designer of Record shall be an EPA- Certified Asbestos Project Designer and be appropriately licensed in the State of project site location. After approval of the edited specification, the Contractor shall hire a Private Qualified Person (PQP) to prepare an Asbestos Hazard Abatement Plan as described in the specification.

The PQP must be a first tier subcontractor. The plan shall be submitted to the Government for review and approval prior to start of work.

If it is determined that any of the materials to be demolished contain Asbestos Containing Materials (ACM) and the quantities to be removed DO NOT exceed Asbestos NESHAP reporting thresholds of 260 LF, 160 SF or 35 CF, then the Contractor shall prepare an Asbestos Hazard Control Abatement Plan as described in the US Marine Corps of Engineers Safety Manual, EM 385-1-1. The person preparing the plan must be an EPA-Certified Asbestos Project Designer and be appropriately licensed in the State of located project site. The plan shall be submitted to the Government for review and approval prior to start of work.

Lead Based Paint

The Contractor shall perform lead-based paint related work in accordance with the Government-approved Lead Compliance Plan as described in UFGS 02 83 13.00 20. The Designer of Record shall edit UFGS 02 83 13.00, Lead in Construction. Submit the edited specification for Government review and approval. The Lead Compliance Plan shall be prepared in accordance with the requirements of the approved edited specification. Submit the plan for Government review and approval. Work shall not begin until both the edited specification and Lead Compliance Plan are reviewed and approved by the Government.

G10 SITE PREPARATION

The site preparation system consists of site clearing, demolition, salvage, relocation, earthwork, and hazardous waste remediation necessary to ready the site for other work associated with the project.

GENERAL SYSTEM REQUIREMENTS

Develop the project site and perform all work necessary to meet the requirements of the project, antiterrorism criteria, local codes, reference standards, technical specifications and performance criteria.

The Contractor is required to become familiar with the existing site conditions prior to completing the design and construction. The Contractor is required to have all site utilities, both above and below ground, located vertically and horizontally prior to beginning work. The design and relocation of a utility shall be included in the proposal. Existing utilities located within project area include but are not limited to sanitary sewer, domestic water, storm sewer, electric, telecommunications and natural gas. The Contractor is required to perform all physical surveys to perform the work.

Previous site plans of the existing site are being provided to the contractor in lieu of a topographic survey, see Part 6 Attachments for all plans and site information. The Contractor is required to perform a topographic survey of the project area that will be impacted by this work in accordance with FC 1-300-09N, Design Procedures. Include this topographic survey in all design submittals and the cost in the Contractor’s base bid.

The existence, size and/or location of the utilities are not guaranteed by the provided site plans.

Verify the location of all utilities prior to construction. The Contractor shall provide the services of a private third party utility locating service to positively identify and mark underground utilities in and adjacent to project’s work area.

Minimize the impact of construction activity on operations and neighboring facilities.

Identify and obtain all permits to comply with all federal, state, and local regulatory requirements associated with this work. Submit a complete "Permits Record of Decision" (PROD) form with the first design submittal package. A blank PROD form can be obtained at the Download Tab of Part 6 of the NAVFAC Design-Build website. Determine correct permit fees and pay said fees.

Forward copies of all permits, permit applications, and the completed PROD form to the Government's Civil Reviewer and Environmental Reviewer. Perform work in accordance with the obtained permits.

Coordinate and obtain the Contracting Officer's approval for proposed haul route(s), work site access point(s), employee parking location(s) and material laydown and storage area(s).

Refer to Site Analysis and Building Requirements Sections for additional site preparation functional program information.

G1010 SITE CLEARING

Minimize removal and disposal of all trees required for project construction.

Burning will not be allowed.

All grubbing and clearing residue, demolished material, rubbish and debris generated by this project shall be hauled off-site and by the Contractor.

G20 SITE IMPROVEMENTS

Provide accessibility in conformance with applicable requirements of UFC 1-200-01 , General Building Requirements.

Any new pavement shall match existing in type and thickness shall comply with UFC/Code

Regrade existing turf areas within limits of work. Provide topsoil and re-sod for turf areas disturbed by work.

Provide erosion control measures as required by city, state and federal requirements.

GENERAL SYSTEMS REQUIREMENTS

Provide site improvements as required to make a useable facility that meets functional and operational requirements, incorporates all applicable anti-terrorism, force protection and physical security requirements and blends into the existing environment.

Minimize the impact of construction activity on operations and neighboring facilities.

Locate new site improvements at locations indicated on the drawings in another part of this RFP.

If specific locations are not provided, site the improvements to develop appropriate and positive relationships with other facilities and to conform to existing development patterns.

A Structural engineer shall access each site and location and provide calculations on the required K4 rating needed based on NOSC proximity to road ways and fencing, cabling, etc per UFC requirements.

G2040 SITE DEVELOPMENT

The site development design shall comply with the design criteria specified in UFC 3-201-01, Civil Engineering, and its referenced documents.

G204001 FENCING & GATES

The existing fence is in need of repair and some replacement in areas. Evaluate and analyze the fence and components and replace existing security chain link fence components that do not meet the requirements and specifications in accordance with UFC 4-022-03, Security Fences and Gates, damaged beyond repair, or have a remaining service life of less than 3 years. These components include but are not limited to chain link fabric, fabric ties, tension wires, top bars, brace rails, truss rods, post, post brackets, outriggers, barbwire, and gaps greater than 2”. Bottom of fence panels to top of ground shall not exceed 2”. Estimate that 10% of the fence is in need of repair. Any fence repairs or replacements shall match in color and or coating.

New gates and turnstiles shall match in color to existing fence.

Provide K4-rated cable reinforcing in existing chain link fence and at gates of Glenwood Rd and existing south fence line near neighboring parking lot. Cabling shall be per 3.2 Site Development plan. in 100 feet length from the north tree line going south and 150 feet from the south corner going north along Glenwood Rd and along the south fence line.

Replace entry gate and provide K4 crash rated vertical pivot arm gate with vehicle detection loop at entry points and intercom/CAC/video/pinpad with Navy and Marine entry buttons as outlined in other sections of the RFP.

G204004 SECURITY STRUCTURES

At a minimum, provide Department of State (DoS) K4 crash rated vertical pivot arm gate, see Part

6 Attachments for gate examples. Gates shall be equipped per UFC 4-022-03 with crash barriers including transfer stanchions, crash beam, steel construction gate panel or leaf with integrated steel track to extend gate operational life, truck assemblies, gate mounting posts, operator with heater and cooling fan for operating below freezing and hot temperatures, motor controller with ability to ramp up and down the movement of the gate to reduce wear and shock on drive unit, manual operation mode in times of power loss, control panels, safety devices, traffic loops, photoelectrical safety beams for vehicle and pedestrian detection, bollards and other hardware required to provide full functionality. The gate motor size calculation shall take into account ice, snow and fence slats. The gate shall be integrated with Automated Access Control System (AACS). Provide additional electrical work in support of gate control mechanism and traffic loops, refer to section D50 Electrical Power and Lighting and G40 Site Electrical Utilities for more information. The gates shall have photo eye and safety sensors.

BOD will not be issued until the Contractor can show a continuous 60 days incidence free for the gates and turnstiles are fully functioning, not including user error. Contractor shall provide all calculations and data related to the gates, gate operation, motor etc. Contractor shall provide full Operations Manuals with step by step printed training and in house training of the gates, gate function, sensors, motors, adjustments, turnstiles, pedestals, CCTV, CAC, workstations etc. All work that is completed per this RFP that requires user functionability, a manual shall be provided.

Contractor shall perform soil borings and evaluate soil conditions prior to design of foundation work. Provide design for reinforced concrete foundations for structural elements of crash rated gate as required by soil conditions. Relocate existing cable reinforcing and foundations as required to provide new crash gates. Provide additional reinforcement and bollards as required to maintain security of cable reinforced fence. Contractor shall a letter from the manufacturer indicating the gate, gate motor and all components have been provided and installed per the manufacturer's instructions/recommendations.

Provide concrete equipment pads that extend 2 inches beyond new equipment footprint on all sides 8 inches above finish grade. All equipment pads shall be reinforced with rebar or welded wire mesh, and have sufficient sub-base to support the estimated equipment operating weights and operational loading. Sub-bases shall be sufficient to resist or greatly minimize seasonal freeze/thaw cycles.

Provide vertical, vinyl, privacy slats into chain link fencing along Glenwood Rd and along fence line south side of the side as noted in section 3.2.

Replace main gate with K4 crash rated vertical pivot arm gate at primary entry point. Includes all material, labor for complete and useable system, 17 foot width at (1) Lat: 41.56912026, Long: -

83.55742640. See Part 6 for examples.
